COMMISSIONERS
CALL TO ORDER;
The regular meeting was called to order by Chairman Bear
at 3:4-0 p.m..
ROLL CALL:
Present - Chairman Bear, Commissioners Frye, Meilach and
Roston.
Absent - Commissioners Bischoff, Brierley and Straub.
(Commissioner Straub arrived at 3:45 p.m. and Commissioner
Bischoff arrived at 5:15 p.m.)

APPROVAL OF MINUTES
The Arts Commission approved the minutes of August 13,
1986 as presented.
Commissioner Straub arrived at 3:45 p.m.
CHAIRMAN'S REPORT
A discussion ensued among the Commissioners regarding the
San Diego Pops Concert recently held. The feeling was
that the concert was excellent and well attended; an
estimate of 6,000 people attended. The concern was raised
about finding a permanent site to hold future concerts.
Ms. Beardsley advised that she would check into the site
in which the Sammis Company was interested in developing
an amphitheatre (the Coastal Commission turned it down),
and report back to the Commission. Commissioner Roston
also suggested Stagecoach Park as a possible location.
Following further discussion wherein various sites were
mentioned as possible locations, Commissioner Meilach
pointed out that all possible angles should be
investigated at this point for next year and definitely
plan on having another concert next year. She further
mentioned that more speakers will be needed if there is as
large a crowd as this time, and there should be some
portable lights at the exit for the audience leaving the
concert when it's dark. Ms. Beardsley added that the
portable toilets should be in various places rather than
all in one area.
Chairman Bear pointed out that the Commission needs to
think on a continuing basis where it plans to hold a
concert again. Ms. Beardsley informed that many calls and
letters were sent to the symphony in appreciation. She
was sent a letter of appreciation from the Commission.
Chairman Bear commended the Police Department on the fine
work they did as far as the parking was concerned.

PROCLAMATION
Ms. Beardsley announced that a proclamation from the City
of Carlsbad in memory of Samantha Smith will be sent to
Manchester, Maine. A portrait of Samantha Smith, which
will also be sent, is presently hanging at the public
library for a period of time.
Following a brief discussion, the Arts Commission directed
Ms. Beardsley to compose a letter of congratulations and
appreciation to those involved with the Samantha Smith
portrait for the Commission's signature.
GRANTS
Chairman Bear stated that 12 grant applications have been
received. The Commissioners agreed that the $10,000 grant
fund should be spread out as much as possible to help as
many applicants as possible.
At this time a lengthy discussion was held wherein the
Commissioners discussed the applications which did not
meet the criteria set out in the grant guidelines.
The Commissioners mentioned that they would support the
Carlsbad-Oceanside Art League when it falls within the
guidelines, because it does certainly enhance arts in the
Carlsbad area. The question was raised whether the League
should be given the opportunity to rewrite their grant
application. It was pointed out the reopening of the
process could encumber a number of other proposals with
individuals wanting the same treatment.
It was suggested that a letter be sent explaining the
reasons an applicant is being rejected and listing the
restrictions contained in the grant guidelines. Further,
a small meeting should be established in the future to
help applicants in writing out their grant application.
The Arts Commission rejected the following proposals for
the following reasons:

Commissioner Meilach inquired how it was determined
whether the proposals met Requirement No. 2 (non-profit).
Ms. Beardsley explained that anyone who submitted a grant
application who was not a non-profit organization had to
be sponsored by a non-profit organization.

A discussion ensued regarding the reasons various
Commissioners felt that the Boehm Gallery proposal should
be rejected. Commissioner Straub expressed her support of
the proposal.
The Arts Commission rejected the grant application received
by Boehm Gallery based upon the fact that it did not meet
Criteria No. 1 - Artistic merit of the project. The
Commission will be distributing a newsletter which will
reach more than the projected 1,000 people proposed by the
Gallery.
The Commissioners reviewed the North Coast Symphony
Orchestra proposal.
The Arts Commission rejected the grant application
received by North Coast Syphony Orchestra based upon the
fact that it does not meet Requirement No. 4 (primary
purpose not art directed), and Criteria No. 6 (Manager-
ial and fiscal confidence.)
The Commission reviewed the Rubaiyat, Inc. proposal. The
concern was raised that the budget lacked specifics.
Further, there was not a clearly identified need for the
funds being requested.
The Arts Commission rejected the grant application
received by Rubaiyat, Inc. based on the fact that it does
not meet Criteria No. 5 (audience development) and
Criteria No. 7 (capability to carry out the program in the
number they set). However, they should be encouraged to
resubmit at a later time with more specific detail.
In response to a question regarding the submission of a
resume of past history by the applicants, Ms. Beardsley
explained that some of the applicants have a proven track
record. Others, however, are young. The Commission can
encourage them by taking a chance and offering assistance
and guidance. If on the first go-round they don't come
through, then they will not be eligible for funding again
for sometime; if they do, then the Commissionn will be
helping them to get that track record.
The Commission discussed the possibility of funding the
North Coast Oazz Society with a certain amount of
flexibility on the Society's part to turn around and book
the artists who have submitted individual applications
through them. It was pointed out that two of the
individuals who submitted separate applications are
included in the six concerts being proposed by the North
Coast 3azz Society.
The Arts Commission approved the grant application of
North Coast dazz Society for $3,000 - six concerts @> $500
- with the specification that the three artists who
submitted separate applications be given one of the
concerts. (The total grant amount was later changed and
approved at $2,500.)

COMMISSIONERS
At this time, various Commissioners expressed their
support of the grant application submitted by the Patrons
of the Arts Foundation. A suggestion was made that $5,000
be granted.
The Commission took a break from the grant reviews at this
time to view the public art slides brought in by
Commissioner Meilach.
PUBLIC ART SLIDES
Commissioner Meilach showed and described the public art
slides taken in Canada.
Commissioner Roston left the meeting at 4:4-5 p.m.
The Commissioners reviewed the remaining two applications,
3's Company & Dancers and Carlsbad Concert Band.
Following further discussion, the Arts Commission approved
the following grant applications as follows: $1,500 - 3's
Company & Dancers; $1,000 - Carlsbad Concert Band; $5,000
- Patrons of the Arts Foundation; and $2,500 - North Coast
dazz Society.
MANAGER'S REPORT
A. Evelyn de la Rosa residency
Commissioner Meilach informed that Marge Howard-Clones will
be happy to host Ms. de la Rosa. Ms. Beardsley advised
that the performance will be held on October 17, 1986,
Friday night, at the Cultural Arts Center. She suggested
that a reception be held for her afterwards with the
Council and the Commission. Following a brief discussion,
the reception was left pending at this time.
B. Public Art report
Ms. Beardsley advised that she has spoken with Mayor
Casler and Council Member Kulchin about the proposed joint
meeting. However, she has not had an opportunity to meet
with the other Council Members. The Mayor was in full
support. Council Member Kulchin felt that all proposals
for public art needed to go before the Council for its
approval at this time and that she hoped that it would be
something traditional for the first few times.
A discussion ensued at this time regarding the
desirability for the Council to see the selection of
public works of art is an artistic decision and not a
political decision. Chairman Bear related the information
he received on the selection process of the Arts
Commission in Seattle, Washington. He pointed out that
the Council there was not involved in anyway with their
selection process. Further, no Arts Commissioners were
members of the selection board. They attempt to get
outside artistic administrators - artists themselves - to
comprise the selection board. Ms. Beardsley added that in
many cities, the City Council approves a yearly budget.
Once the budget is approved, the Commission is free to
select whatever proposal as long as it stays within the
budget that was approved. Chairman Bear stated that the
ground rules dealing with the selection process should be
changed.

Commissioner Bischoff arrived at 5:15 p.m.
In the discussion that ensued, Ms. Beardsley pointed out
that she did have information regarding the selection
process of other cities and would provide it to the
Commission if they so desire. It was pointed out that it
might be helpful for the City Council to see how other
cities are operating. It was strongly recommended that
the Council not be approached until the election is over.
OTHER BUSINESS
A. Banners
Commissioner Meilach advised that she completed her
research on banners and provided the information to the
Commission. Banners depending upon the complexity and
size will average about $600 per bannner pending the
material, etc. More costly then the banners themselves
are the poles.
