COMMISSIONERS
CALL TO ORDER;
Vice-Chairperson Straub called the meeting to order at
3:50 p.m.
ROLL CALL;
Present - Vice-Chairperson Straub, Commissioners Brierley,
Frye and Meilach. Chairman Bear arrived at
3:58 p.m., and Commissioner Bischoff arrived at
4:05 p.m.
Absent - Commissioner Roston.

APPROVAL OF MINUTES:
Minutes of the meeting held December 10, 1986, were approved
as presented.
Vice-Chairperson Straub announced this meeting would be
an informal discussion in preparation for the joint meeting
with City Council, Tuesday, January 13, 1987, at 6:00 p.m.
Connie Beardsley called attention to the Budget for Safety
and Service Center Sculpture, which was attached to the
Agenda Bill mailed to the Commissioners. This report con-
tained a typographical error listing maquettes as $1,000
instead of $10,000. Ms. Beardsley read Item #5 in the
Request for Proposal, which states three to five artists
would be selected to produce a maquette, for which each
artist would be paid $2,000.
Commissioner Frye suggested wording stating the artists would
be paid their costs, up to $2,000. Ms. Beardsley replied the
artists were being paid for their designs rather than
material. She added that item should have been included in
the prior proposal for the Safety Center, with the artists
being paid for their maquettes.
Commissioner Frye stated disapproval of spending $10,000
for this item, as that seemed out of balance with the total
budget.
Chairman Bear arrived and assumed the Chair for the remainder
of the meeting.
The Arts Commission changed Item 5 of the Request for
Proposal to read: Three artists will be selected to produce
a maquette for which each selected artist will be paid
$2,000. The Budget was changed to show a figure of $6,000 for
maquettes.
Chairman Bear stated the approach to the joint meeting should
be to explain the work completed by the Arts Commission during
the first year. Then, the Council should be asked to help
determine a way to create art works of quality to insure last-
ing value with the Arts Commission working closely with
Council on procedure.

COMMISSIONERS
The following procedure will be followed at Tuesday's
meeting with Council.
Chairman Bear will give an introduction to public art and
introduce the Members of the Commission.
Commissioner Straub will speak on "Why Public Art for
Carlsbad".
Connie Beardsley will review the accomplishments of the past
year and give the objectives of the Commission. She will
lead the discussion on the general selection process.
Ms. Beardsley will present slides giving a sampling of public
art, including some controversial pieces, and including art
works in San Diego County.
Ms. Beardsley will present the agenda bill for approval of
the selection process for the sculpture for the Safety
Center.
Commissioner Frye proposed a change in the wording under
"D. Additional Considerations", as follows: The Arts
Commission also must determine the time schedule; however,
the Selection Committee should be allowed such time to
extend its selection process, if necessary, to find a
proposal which commands the enthusiastic support of the
Committee Members.

By proper motion, the meeting of January 7, 1987, was
adjourned at 5:15 p.m.
