COMMISSIONERS
CALL TO ORDER;
Chairman Bear called the meeting to order at 3:35 p.m.
ROLL CALL;
Present - Chairman Bear, Commissioners Bischoff, Brierley,
Frye and Meilach.
Absent - Commissioners Roston and Straub.
Staff Members Present:

APPROVAL OF MINUTES;
Minutes of the meeting held February 11, 1987, were
approved as presented.
STAGE/BANDSHELL REPORT - Commissioner Bischoff - for
information and discussion
Commissioner Bischoff reported he had talked with several
people, including the Director of Music at San Diego State
University. He has requested to be shown around the park
sites by Dave Bradstreet, Director of Parks and Recreation
Department. In the major parks, such as Calavera Hills
and Stagecoach, the idea had been discussed of having
groups and/or organizations donate time and effort to
construct a stage and bandshell to be used for
performances.
Commissioner Bischoff commented the gazebo in Holiday Park
was built by the Realtors, and it might be possible to
have some group donate the shells. Sammis Properties will
supply a catalog on bandshells.
Commissioner Bischoff described a modular type of shell
that could be used for smaller groups, or expanded to a
larger size. He stated he would add to this report at the
next meeting.
PERCENT FOR ART
Connie Beardsley reported all requests are on hold at the
present time waiting for the budget process to go through
for both the percent for art and the regular budget. She
added the probable date for approval is the end of April.
Ms. Beardsley stated she would line up the selection panel
to have everything ready to go as soon as there is Council
approval. She asked the Commissioners to submit any names
of people to serve on that panel as soon as possible.
TEMPORARY OUTDOOR EXHIBIT - discussion
Connie Beardsley discussed the proposal submitted by David
Lewinson, copy of which was given to each Commissioner.
This suggested a public art project for the City of
Carlsbad. Mr. Lewinson suggested three works of art at
three locations for impact. Any number of art works could
be used, but Mr. Lewinson suggested nine.

Commissioner Meilach asked about vandalism and the
insurance cost, which was "unknown".
Discussion determined the Commission would want to check
the selection of art pieces before any were approved for
display. Concern was expressed the art might be too
contemporary for Carlsbad. This would provide an
opportunity to show a variety of pieces of art.
Connie Beardsley stated her preference for a single
location. The security issue would be simpler and the
impact and possibility of educating the public would be
improved in a single location. The public would come to
see a specific number of pieces.
Commissioner Meilach suggested some kind of function in
conjunction with the art display. The suggestion was made
to have the artists present on opening day, with brochures
available on each piece of art displayed.
The possibility of combining this display with the Jazz
series was discussed with not all Commissioners in favor.
It was stated this could improve the visibility and
provide a ready-made audience. There was also discussion
about corporate underwriting. Another suggestion was to
combine this display with the Centennial Celebration. The
people planning that celebration had suggested an art
celebration at the same time.
Chairman Bear suggested this item be kept under the
Percent for Art heading and Connie Beardsley return with a
specific plan. The next meeting would be prior to the
Council submittal and that meeting, the details could be
worked out for submitting to Council.
Chairman Bear suggested Ms. Beardsley meet with Parks and
Recreation and return with a recommendation.
SUMMER POPS - information and discussion
Connie Beardsley reported there are two choices, the San
Diego Chamber Orchestra and a group of the San Diego
Symphony musicians. Commissioner Bischoff commented the
better players from the San Diego Symphony have already
left the area in order to find employment.
Chairman Bear suggested a formal proposal be submitted to
this Commission for selection.
Commissioner Meilach commented that many people come to
the concerts to relax and enjoy the out-of-doors, and are
not too concerned whether or not the performers are the
most top-notch performers available.
Connie Beardsley stated she felt the performers should be
the best the Commission can attain.
The consensus of the Commission was the San Diego Chamber
Orchestra would be acceptable. Chairman Bear suggested
the orchestra submit a detailed proposal, identifying the
artists, conductors and performance materials.
Commissioner Bischoff added there could be noted artists
and guests with that groups, either instrumental or vocal.
Commissioner Bischoff asked Connie Beardsley to obtain a
proposal from the Glendale Symphony.

Chairman Bear summarized the discussion, stating the
Commission would like to continue the summer pops in some
form as begun last year.
Commissioner Meilach suggested a sculpture exhibit could
be planned at the same time.
LONG RANGE PLANS - Discussion
Connie Beardsley reported the music at Magee will start
Duly 11, for six consecutive Fridays.
April 4 will be the Public Arts Advisory Council District
5 Regional Meeting at the Safety and Service Center. This
Is a county-wide meeting. Connie Beardsley has been
appointed to the Council along with Keith Broman, and will
co-chair that meeting. The meeting will be on Saturday
from 9:00 a.m. to 12:00 noon.
Connie Beardsley called attention to the California Arts
Council meeting March 27, at 10:00 a.m. at the Lyceum
Theatre in San Diego.
Connie Beardsley suggested holding a workshop to discuss
long-range plans. The time chosen for this workshop
was Sunday, April 26, 1987, 10:00 a.m. till 2:00 p.m.at
Commissioner Meilach's home. The address is 2018 Saliente
Way, Carlsbad. This will be an open meeting/workshop.
ADJOURNMENT
By proper motion, the Meeting of March 11, 1987 was
adjourned at 4:25 p.m.
