CALL TO ORDER;
Chairman Bear called the Meeting to order at 3:37 p.m.
ROLL CALL;
Present - Chairman Bear, Commissioners Bischoff, Meilach
and Straub. Commissioner Frye arrived at
3:59 p.m.
Absent - Commissioners Brierley and Roston.

APPROVAL OF MINUTES;
Minutes of the Meeting held 3une 10, 1987, were approved as
presented.
OLD BUSINESS;
Manager's Report
Concerts
Connie Beardsley reported the first concert went well, the
second one was rained out and re-scheduled on August 21 at
Magee Park.
Ms. Beardsley referred to the San Diego Pops Budget sheet
distributed to Commissioners, and the shortage in funds of
$2,500. She added she hoped to be able to trim some Items
in the budget, such as traffic control, to lower the
expenses. The shell will be moved from Batiquitos, and the
concert will be August 30, 1987, at 7:00 p.m., at Faraday.
The Carlsbad Band will play from 5:00 p.m. to 6:00 p.m. and
the people can picnic. Ms. Beardsley is working on
publicity to give Hoehn Motors credit for this donation.
The last concert at Batiquitos will be August 16, and the
promotion for this concert will start August 17. Ms.
Beardsley asked for volunteers to distribute posters.
Ms. Beardsley stated at the end of summer, the pops concert
program should be evaluated.
National Assembly of Local Arts Agencies Meeting
Connie Beardsley reported she attended the annual meeting and
will present a more formal report at a later date.

Appoint Subcommittee for Amphitheatre - for approval
Connie Beardsley reported she had been trying to contact
Charles Grimm to serve on this subcommittee. She suggested
two Arts Commissioners should be on this subcommittee to lool
at the proposed sites. They could determine what was wanted
how many seats; what kind of amphitheatre; the location and
the needs. Then when the City, a developer or someone else
is ready to talk about an amphitheatre, the Commission
would already know what they wanted and how much it would
cost.
Commissioner BIschoff stated he would have a complete
report on band shells at the next meeting.
Commissioners Bischoff and Straub will represent the Arts
Commission on this subcommittee. The consensus of the
Commission was to also ask a member from Parks & Recreation
to serve on the subcommittee.
NEW BUSINESS:
Proposals for Coordinator - Temporary Sculpture Exhibit
- for approval -
Connie Beardsley reported the replies to this proposal
were Included in the packet, and she brought additional
material for the Commissioners.
After discussion, the Commission selected David Lewinson
as the Coordinator for the Temporary Sculpture Exhibit.
Chairman Bear stated he felt the ideas expressed by Rob Bell
in his letter to the Port Authority should be passed on to
David Lewinson, as that represented a point of view
probably more pervasive than the Commission thought.

Connie Beardsley inquired whether the Commission would
prefer to serve as the Selection Committee.
Commissioner Straub stated she thought it was a good idea to
get as many people as possible involved. Commissioner
Meilach agreed, adding the public could not object to the
choice, if they had been a part of the selection process.
Connie Beardsley commented if the Commission did serve as
the Selection Committee, she felt someone from Parks &
Recreation should be included, and perhaps a Council Member.

Chairman Bear stated he felt the Commission should act as
its own Selection Committee. He suggested the Commission
ask David Lewinson to make a presentation at the next
meeting and invite a Council Member and someone from
Parks & Recreation, and ask for their input.
Commissioner Frye stated this Commission represents a
good cross-section of what the people will react to.
This Exhibit is being done to educate the public and this
Commission. He felt, with the time constraints, it would
be better to use this Commission, City Council and Parks
Recreation.
Commissioner Bischoff added that if It is for something
permanent, there should be a Selection Committee.
Arts Commission voted to serve as the Selection Committee
for the Temporary Sculpture Exhibit, and to invite a
Council Member and a representative from the Parks &
Recreation Department to serve with the Commission.
Connie Beardsley suggested if she could not get David
Lewinson to make his presentation at the regularly scheduled
meeting on August 12, 1987, it might be feasible to postpone
the August meeting, or schedule the presentation for the
September meeting.
Carrillo Ranch Presentation to the Historic Preservation
Commission August 10 -5: 00 p.m. - for discussion -
Connie Beardsley reported she had talked about the
possibility of forming a committee to decide what to do at
Carrillo Ranch. The Historic Preservation Commission
received a grant to repair the buildings. The road in to th
ranch is scheduled to be built in four or five years, and
there is no access at the present time. It would be well to
have plans made for what the City would want there.
There has been talk about a multi-cultural site. Ms.
Beardsley felt Parks & Recreation Commission, Historic
Preservation Commission and the Arts Commission should work
together to come up with an idea for the ranch.
The Historic Preservation Commission has invited Ms.
Beardsley to make a presentation, and she asked whether this
Commission wanted to accompany her and what they would like
to tell the Historic Preservation Commission. Dave
Bradstreet, Parks & Recreation Department Director thought
the suggestion of a committee was a good idea. Ms.
Beardsley thought it would be wise to start this type of
action early, giving time to get some good proposals for the
use of Carrillo Ranch.
Arts Commission recommended a subcommittee be set up
representing the three Commissions as well as a
member of the Planning Staff and a developer to study
the long-term development of Carrillo Ranch.

Art in Public Places - developer involvement - for
discussion
Chairman Bear stated Eric Larson had mentioned this and the
idea Involved some cities that are requiring industrial
developers to help support the arts programs.
Connie Beardsley called attention to the material in the
packet relating to the City of Brea where art sculpture
is required to be installed on a project with a building
valuation above $500,000, and other cities with variations
of the plan.
Chairman Bear commented it was his strong opinion that
budget reductions forced a tremendous amount of the burden
for public facilities on the developers, and to now force
aesthetic requirements on them was an extra burden.
The comment was made that this has become a competition in
some cities, to see who could install the best art.
Commissioner Bischoff suggested this subject be looked at
more thoroughly, and perhaps a trip to Brea would be helpful
to look at the program in person.
Connie Beardsley stated she would give Council Member Larson
a copy of the material supplied to the Commissioners.
Chairman Bear stated this item would be tabled until the
next meeting for the Commissioners to read the material.
