COMMISSIONERS
CALL TO ORDER;
Commissioner Bischoff called the Meeting to order at
11:12 a.m.
ROLL CALL;
Present - Commissioners Bischoff, Brierley, Roston and
Straub. Commissioner Frye arrived at 11:19 a.m.
Chairman Bear arrived at 11:23 p.m.
Absent - Commissioners Meilach.

APPROVAL OF MINUTES;
Minutes of the Meeting held Duly 22, 1987, were approved as
presented.
PRESENTATION OF ARTWORK - Dim Hubbell - for approval
3im Hubbell presented models of his proposed artwork and
drawings displayed for the Commissioners to view. He
explained the materials used are poured, textured concrete,
steel (blue) and glass tile (blue.
Mr. Hubbell stated he felt there should be a thread or
theme to run through the downtown area. The blue color
will also be used on the streetlights. He felt the
language being spoken with the artwork could be picked up
on different elements to use in different places
throughout the downtown area.
Connie Beardsley stated this Commission needs to send its
recommendation to Council on September 15, when the
streetscape is presented. This artwork and that
of Andrea Blum is part of that over-all plan.
The Commission questioned the artist about how to prevent
vandalism, and he stated with the rough concrete, it would
help deter any writing on the artwork. However, it could
be sandblasted to remove any graffiti.
Arts Commission approved the artwork of Dim Hubbell
as presented.
Chairman Bear suggested the models be on display at the
Library to acquaint the public with the artwork, with a
key to the materials used.

PRESENTATION OF ARTWORK - Andrea Blum - for approval
Connie Beardsley used the drawings to explain Andrea
Blum's work to be placed at the triangle area where Ocean
Street and Carlsbad Boulevard merge.
Concerns expressed by the Commissioners Included danger from
use of water, abuse of the artwork by users and treading on
the groundcover by pedestrians cutting through the area.
Connie Beardsley reminded the Commission that they requested
the use of water originally.
The Commissioners all agreed this was a beautiful design,
but were concerned that it was too formal. Commissioner
Frye stated it is an informal, beach area, and he felt a
more relaxed area would be more inviting to the public.
The groundcover was discussed. Some Commissioners felt
pathways might be cut through in order to cut across the
corner to the parking lot. Commissioner Roston felt that
some trees were needed to soften the effect and provide some
shady areas for viewing the ocean.
The Commission discussed having more space available for a
larger number of people. Commissioner Frye suggested that
the artist again look through her original sketches.
Connie Beardsley reminded the Commission that this is not a
park, but a sculpture, and artists approach a site
differently from landscape architects.
The pedestrian traffic patterns were discussed, and the
consensus of the Commission was that foot traffic would
approach from the parking area or the seawall.
Some Commissioners expressed difficulty in understanding the
drawings submitted for this artwork, and stated they would
like to see the additional drawings to be submitted this
week.
Connie Beardsley explained the artist felt people come to
this area to look at the ocean. She was concerned with this
when she placed the water and walkways to lead toward the
ocean. Connie Beardsley mentioned the importance of keeping
the integrity of the work.
Some Commissioners again expressed concern about graffiti and
and compatibility of the artwork with the informal,
surfboard area. A suggestion was made to add a walkway
from the parking lot to Carlsbad Boulevard.
Arts Commission tabled the approval of the artwork presented
by Andrea Blum until their next regularly scheduled meeting.

Connie Beardsley is to check with Chris Salomone on the
funding for this project, and contact Ms. Blum to ask
whether she has some sketches with a more informal use for
this area.
SCHEDULE OF MONTHLY ARTS COMMISSION MEETING - Discussion
The Commission discussed a meeting time for the monthly
meetings of the Arts Commission, and a consensus of
the Commission determined the following change:
Meetings to be held the second Thursday of the month, at
11:00 a.m.
ADJOURNMENT;
By proper motion, the Special Meeting of September 1,
1987, was adjourned at 12:42 p.m.
