COMMISSIONERS
CALL TO ORDER;
Chairman Bear called the Meeting to order at 11:06 a.m.
ROLL CALL;
Present - Chairman Bear, Commissioners Frye, Meilach, Roston
and Straub.
Absent - Commissioners Bischoff and Brierley.
Staff Members Present: Connie Beardsley, Manager, Cultural
Arts Program
Cliff Lange, Library Director
I. APPROVAL OF MINUTES;
Minutes of the Meeting held October 1, 1987, were approved
as presented.
Chairman Bear stated there was a request to move Items 5
and 6 to the front of the Agenda. By consensus, the
Commission concurred.
NEW BUSINESS;
V. Arts Organizations Report - Batiquitos Festival -
Information
Chairman Bear announced the Commission plans to have a
presentation each month from one of the local arts
organizations to improve communications between this
Commission and the arts community.
Chairman Bear introduced Seena Trigas, representing the
Batiquitos Festival of Arts.
Mrs. Trigas stated the Festival of Arts would start
Memorial Day weekend with a jazz festival and would
continue until Labor Day weekend. There would be a five-
week chamber music festival from Oune 20 through Duly, with
450 students and faculty, with a presentation by the
students fellowship orchestra.
Mrs. Trigas added there would be over 30 performances with
well-known people coming here to perform.
It was suggested there be a calendar of events for other
groups, so there will be no cross-purpose on any of the
planned events.
Mrs. Trigas stated they will be asking for sponsors for
some of their performances, and other arts groups might
wish to sponsor one of those.
Connie Beardsley suggested in the advertising for
Batiauitos Lagoon that the City of Carlsbad be mentioned.
Mrs. Trigas stated that would be done, and also San Diego
will be mentioned, as people can identify with that area.

VI. Acquisition Policy - Approval
Connie Beardsley stated there were some changes in the
proposed Deaccessloning Policy, as follows:
Section F should read: After appropriate discussion, the
Arts Commission approves or disapproves the recommendation
of the deaccessioning by a majority vote.
Section H should read: Staff shall draft an agenda bill for
City Council approval.
Section I should be deleted and Section D be labeled Section
I, etc.
There was a typographical error on page 2 of the
Acquisitions Policy in Section 2.4.
Connie Beardsley stated it is time the City have an
Acquisitions Procedure on the books to cover donation of
works of art and works of cultural and historical
significance.
The Commission discussed the possibility of finding the
donor when some piece is to be returned by the City. The
appraisal price was also discussed by the Commission. After
a thorough discussion, the Commission accepted the two
policies as presented.
Arts Commission accepted the Acquisitions Policy and
Deaccessioning Policy as presented, with the changes listed
above; subject to review by the City Attorney and
acknowledgment by the City Council.

II. Chairman's Report - Information
Meeting with Patrons
Chairman Bear reported Connie Beardlsey and he had visited
the most recent Patrons of the Arts meeting, and the idea
was presented to have a representative from the other arts
groups appear before this Commission each month.
The major concern expressed by the Patrons was the issue
of competing for funds. Chairman Bear stated he did not
feel this Commission was competing with the Patrons of the
Arts for funds.
Chairman Bear reiterated it was essential that the
different arts groups do communicate with each other.
Breakfast Speaker Series
Connie Beardsley had spoken with the Chamber of Commerce on
this topic. They attended a meeting with a Chamber Board
Member, the Carlsbad Economic Enhancement Committee
of the Chamber and doe Bear to discuss the series. It is
hoped this series can be planned in the spring with a
workshop following the breakfasts. The topic will center
around Economic Development and the Arts, or the Amenities
of a City. It will be important for CEO's, Council,
Departments and small business to be involved. Ms.
Beardsley has contacted speakers and they are available.

Sculpture Tour
Chairman Bear reported he felt it was one of the best
things they have done, and hoped as many people as
possible would take a tour and view the sculpture. Connie
Beardsley asked the Commission to consider whether they
wished to purchase any of the art pieces.
III. Discussion on Art in Public Places Funded by
Developers - Information
Connie Beardsley referred to the report handed to the
Commissioners giving information on public art in
different cities.
Chairman Bear suggested this be studied and placed on a
future agenda.
IV. Manager's Report - Information
Technical Assistance Program
Connie Beardsley reported the surveys had been returned
and she was awaiting a proposal on a workshop.
Carrillo Ranch Committee Report
Connie Beardsley gave a copy of the report to the
Commissioners.
Arts Associates Report
Connie Beardlsey reported they have over 4-0 members and
coordinated the docent program for the sculpture tours.
% for Art - Update
Connie Beardsley reported the two art works will go to
City Council once funding guestions are settled. The art
work approved will be funded by Redevelopment as part of
their project. It is possible it could be presented as an
add-on. This Commission stated they expect this art work
to be included in the first phase and were dismayed that
it might not be included as part of the streetscape
project.
Connie Beardsley reported on the meeting she attended in
Michigan and stated she would submit a full report to the
Commissioners.

By proper motion, the Meeting of November 12, 1987, was
adjourned at 12:35 p.m.
