COMMISSIONERS
CALL TO ORDER;
Chairman Bear called the Meeting to order at 11:06 a.m.
ROLL CALL;
Present - Chairman Bear, Commissioners Bischoff, Brierley,
Meilach and Straub.
Absent - Commissioners Frye and Roston.

APPROVAL OF MINUTES;
Minutes of the Meeting held February 11, 1988, were approved
as presented.
ART ORGANIZATION PRESENTATION:
Ellis Benson, representing the Carlsbad Community Band,
gave a report to the Commission, stating the Band was
formed in 1983 to give Sunday afternoon concerts for the
families of Carlsbad. The Band now consists of amateur
musicians as well as professional, and has a membership of
from 45 to 50 musicians. The Band rehearses weekly at the
Magnolia School, and a year ago became a non-profit
corporation in the State of California.
Mr. Benson stated that during the past year, 1987, the
Band played at Magee Park, at the Village Faire, the Seawall
Dedication, Dedication of the Safety Center, Carlsbad
Bar-B-Q and the Alta Mira community. They have given
concerts at the Community Arts Center, and the Batiquitos
Lagoon concert last summer received "rave" reviews. The
Community Band plans to give 15 to 20 concerts in the
current year, mostly at the Park.
Mr. Benson stated the biggest problem is funding for music,
transportation, purchase of unusual equipment, etc. The
Band has purchased a fairly large library of music, and a
fund-raising program is underway at the present time.
Mr. Benson stated the budget for the Band is $3,000 to
$5,000 per year, with all musicians volunteering their
services. Mr. Benson concluded, stating the Band was
looking forward to becoming a continuing part of the City.
Chairman Bear stated the Batiquitos Lagoon concert was
certainly greatly appreciated by everyone, and he hoped the
Community Band would continue to be a part of that every
year.

CHAIRMAN'S REPORT:
Breakfast
Chairman Bear stated the speaker at the breakfast this
morning, Ernest Hahn, left one with the feeling that
business and the arts could work together for the
enhancement of the community.
Connie Beardsley asked the Commissioners whether they would
like to discuss once again how the developers could fit into
the public art program. In addition, she proposed a single
follow-up meeting with two parts. It will include the
membership of the Carlsbad Economic Enhancement Council to
acquaint them with 1) what the arts organizations in the
City are currently doing and 2) what their needs are.
Chairman Bear emphasized the need for a follow-up to the
breakfast meetings.
Commissioner Brierley stated there was a necessity to
develop a need for the arts in our culture, to put it on a
firm basis, and this was true in the school system as well
as the general community.
Council's Goals - Discussion
Chairman Bear referred to the report entitled City Council
Cultural and Recreational Goals included in the packet, and
asked the Commissioners to read through these goals and
make comments.
Commissioner BIschoff commented he felt these were the
goals this Commission is working toward.
Connie Beardsley added this was a response to the goals
Council set and did not limit what the Commission could do.
It was felt that grants could be included under Item #2 and
Art Education could be added under Item #1.
Commissioner Brierley suggested the Commission schedule a
meeting at one of the schools (possibly Hope School) and
devote a segment of the meeting to a presentation of the
art work being done at the school. The May meeting was
tentatively scheduled for a school location.
MANAGER'S REPORT;
Management Workshop
Connie Beardsley reported on the Management Workshop,
stating that Commissioners Meilach and Straub both attended
the workshop. There were seven arts organizations, with 20
people in attendance, and those in attendance all left
excited about the workshop. The individual needs of the
organizations were covered, and those in attendance were to
return to their Boards and meet again to talk about the
information.

Commission Issues Session - Discussion
Ms. Beardsley stated she felt it was time for this
Commission to meet again in a workshop, and the consensus of
the Commission was to set up such a meeting. She
recommended Alan Kumamoto facilitate a session to focus on
issues as part of the long-range plan. Ms. Beardsley will
notify the Commissioners about a date and time for the
workshop.
CITY POPS CONCERT - 1988 - for approval
Chairman Bear referred to the three alternatives listed in
the packet, as follows: Free concert at the Koll Property;
Free concert at Batiquitos and no free concert by the City.
Commissioner Bischoff stated he favored Alternative #1,
which is the free concert at the Koll Property.
Commissioner Meilach commented the paid concerts are very
expensive—especially for a family with several children.
She stated she also favored Alternative #1.
Commissioner Brierley stated he felt the time staff spent
on this type of project was time well-spent, as the
community liked the idea of having a free concert to
attend. Commissioner Brierley also favored Alternative #1.
Commissioner Straub felt this was the only way to have the
community identify with the Arts Commission. The
suggestion was made to have the name of the Arts Commission
appear more prominently in advertising the concert. Another
suggestion was made to use the members of the Arts
Associates group to help with the concert.
In answer to the question of whether or not a free concert
undermines the organizations that must charge, the
Commissioners felt that this was just one concert at the
end of summer and gave the people who could not afford to
pay for the concerts an opportunity to hear a pops concert.
Arts Commission recommended a free concert with the San
Diego Symphony on the Koll Property, September 4, 1988,
with September 11 as an alternate date.
SUMMER JAZZ CONCERTS - Request for Proposal - for approval
Chairman Bear called attention to the Request for Proposal
contained in the packet. Commission consensus was to have
the concerts scheduled with no conflict with Batiquitos pops
concerts scheduled Ouly 15 and 22 and August 5 and 23. The
Commissioners felt the small group that would attend the
jazz concerts would not conflict with the thousands to
attend Batiquitos, but to be certain, would rather not
schedule them the same night. The suggestion was also made
to stretch out the schedule, perhaps skipping two or three
weeks in between.

COMMISSIONERS
Arts Commission recommended changing the Request for
Proposal to schedule as many jazz concerts as possible,
up to six, between Oune and August, on Friday evenings
that present no conflict with the Batiquitos Festival.
ADJOURNMENT;
By proper motion, the Meeting of March 10, 1988, was
