CALL TO ORDER;
Commissioner Brierley called the Meeting to order at
11.16 p.m.
ROLL CALL;
Present - Commissioners Brierley, Bischoff, Frye, Roston
and Straub.
Absent - Commissioners Bear and Meilach.
Staff Member Present: Connie Beardsley, Manager, Arts
Office
Carol Herrera, Principal of Kelly School, was introduced
and welcomed the Arts Commission, inviting the
Commissioners to visit the classrooms to view Mr. Keely's
students' work.
APPROVAL OF MINUTES;
Minutes of the Meeting held March 10, 1988, were approved
as presented.
OLD BUSINESS;
Committee Reports
A. Stagecoach Playground Sculpture - Donna Meilach
Connie Beardsley reported three finalists have been selected
and will be making maquettes for display at the Library.
She had drawings of the three entries which were circulated
among the Commissioners and described each of the proposals.
Ms. Beardsley met with the three artists and had them meet
with the Engineering Department and the Risk Manager for
building requirements and directions. A map was sent to the
artists with three recommended sites, and all three
finalists selected the same site, which is Just north of
the ruins. She stated all three proposals were
very different, which offers the community an opportunity
to see very different solutions. This will be a good
educational process for the public.
B. Arts Associates - Patra Straub
Commissioner Straub reported on the fund-raiser, stating the
bidding went well and the Arts Associates made a profit of
Just under $2,000.00.
C. Long Range Plan - Connie Beardsley
Connie Beardsley reminded the Commissioners of the May 23
workshop from 4:30 to 9:00 p.m. at the Manager's Conference
Room in City Hall. She asked the Commissioners for ideas
for the workshop and stated they will discuss problems,
needs, obstacles and opportunities, where the Commission
would like the program to be in five years and how to get
there each year.

Commissioner Roston stated that the thing that unites a
community is a permanent cultural facility. She felt it
was necessary to start thinking about how we would get such
a facility.
Connie Beardsley added the following questions: What are
our resources now and what do we need to achieve our goals
in our community? We will discuss what makes a culturally
vital community.
Commissioner Roston said the availability of art
instruction in school classes is limited and she would like
to recommend that type of thing be continued—with special
teachers coming into the classes at the schools. She added
that the 3unior Symphony Orchestra was brought into a
school, benefiting the entire student body. Mrs. Roston
also suggested school classes being taken to plays.
Connie Beardsley suggested the Arts Education/Parents
Meeting at Pine Elementary School, May 19, 1988, at 7:00
p.m., would be an excellent place to discuss those
suggestions.
Connie Beardsley stated she was sending out questionnaires
to business people and the community to get input into the
long-range plan. She is also taking the slide show to
diffferent organizations making them aware of the Arts
Commission's activities.
Commissioner Frye suggested exploring the percentage for
art program and revising the interpretation by adding to
it.
D. Breakfasts - Evaluation
Connie Beardsley reported on the breakfast meetings, stating
the Arts Commission will continue to work closely with the
Carlsbad Economic Enhancement Council.
Manager's Report - for discussion
Connie Beardsley distributed copies of the Arts Education
Program Summary, listing the programs that have been
accomplished in the last two years and what projects have
been proposed for this year.
Connie Beardsley reported they are working with the Sister
City Steering Committee. Some of Richard Keely's students'
work and some from the high school will be on display at
the Book Fair. Artwork will then be exchanged with Futtsu
City.
NEW BUSINESS;
Commission Handbook - for discussion
Connie Beardsley distributed copies of the Commission
Handbook to the Commissioners and called attention to the
updated organization chart of the City on page 3 of the
booklet. She asked the Commissioners to take time to read
the guidelines for Commission Members on page 4, and to
read the Conflict Resolution.

CDBG Grant Request - for approval
Connie Beardsley stated the Hearing on the Community
Development Block Grant funds will be May 24, 1988, at 6:00
p.m., in the Council Chambers. She said the proposal for a
stage in Magee Park would be one of the items to be
considered.
Arts Commission approved the request for a stage for Magee
Park from the CDBG funds.
1988/89 Public Art Plan - for approval
This item was tabled.
School Art Demonstration
Commissioner Brierley introduced Richard Keely, an Art
Specialist, who told of his work with the children. He
stated he is a working artist and feels teaching art to the
children should be done in sequential lessons. Mr. Keely
said that creativity is learned and the children need a
creative start with something and then add to that project
day by day.
Mr. Keely showed slides of art work of children of various
age groups and explained how those art works were created.

By proper motion, the Meeting of May 12, 1988, was
adjourned at 12:23 p.m.
