CALL TO ORDER:
Commissioner Mellach called the Meeting to order at
1 1 :06 a.m.
ROLL CALL:
Present - Commissioners Mellach, Bischoff,
Ladouceur and Straub.
Absent - Commissioners Bear, Brlerley and Jersey.

OLD BUSINESS:
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held May 11, 1989,
were approved as presented.
ARTS MANAGER'S REPORT:
Connie Beardsley called attention to the invitation to
the dedication of Lloyd Hamrol's sculpture in
Stagecoach Park, Friday, August 4, 1989, 5:30 p.m.,
with a special jazz concert to be held following the
ded I cat I on.
Ms. Beardsley asked the Commission for Input on whether
they wanted to have refreshments for the dedication.
Commission suggestions consisted of rock candy, a rock
wrapped In saran wrap. The suggestion was made to have
the Arts Associates give Input as to their ability to
help with the dedication ceremony at Stagecoach Park on
August 4, 1989.
Ms. Beardsley asked the Commissioners to attend the
dedication and stated she would Invite ex-Commissioners
Brlerley, Roston and Frye to attend. A letter will be
sent to David Bradstreet telling him the Commission
wishes to recognize the Parks and Recreation Commission,
and Council Members will also be asked to speak. The
artist, Lloyd Hamrol, will give a short speech describing
h I s work .
Commissioner Straub volunteered to prepare the main
entree for a picnic for the Commissioners and City
Council, with others to supply the supportive dishes.
The decision was made to have this picnic be Informal and
to Include ex-Commissioners Brlerley, Roston and Frye.
Ms. Beardsley reported that by the time she talked with
the people Involved In the pump station, the Initial
plans had been submitted. She felt It was too late to
Include an artist without holding up construction.

OLD BUSINESS:
KIOSK DESIGN - for approval, contingent on Library
approval
Commissioner Ladouceur gave the report, explaining why
the artist was chosen.
Connie Beards ley stated that If this Commission approves
the artist, It will go to the Library Board next week
for approval. In addition, they will be asked to
appoint one of their Members to be on the Committee to
work on the kiosk proposal. She added that the
Arts Associates are gearing up for a fundraiser to
raise funds for the kiosk. This Commission Is to pay
for the delsgn fee and the Associates will pay for the
construction of the kiosk.
The Arts Commission accepted hiring Nan Robertson
to develop the design of the kiosk to be placed at the
Library.
CURATOR - Temporary Sculpture Exhibition - for approval
Commissioner Mellach gave the report, stating that
there had been a discussion about carrying the
exhibition for a full year, but It was thought that was
too long a time for the exhibition and would result In
too much work for the curator for the amount of money
available. She said that a three-month period was
decided upon, and four people were Invited to submit a
proposal. Only two people responded, and the proposal
of Richard Stephens, Curator, was chosen, and Is being
presented today for approval. The suggestion was made
to have the exhibition start In January of 1990, and
extend through March or April.
The Arts Commission approved the selection of Richard
Stephens, Curator, for the 3rd Annual Outdoor Sculpture
Exhibition, to start In January 1990 and extend through
March or Aprl 1 .
Commissioner Ladouceur suggested that the schools be more
Involved In providing tours for the students, The
suggestion was made to have slides taken to the
schools, and the suggestion was made to organize a
treasure hunt for the children at each art piece to help
get them Interested In the artwork.
Connie Beards ley said the Arts Associates were not
interested In doing the child's project again, as they
felt It was a tremendous amount of work for the results,
and they wanted to concentrate on the exhibition Itself.

NEW BUSINESS:
NEW LIBRARY - Publ ic Artist Selection
Connie Beards ley reported that the Library has hired a
consultant to work on the programming of space for the
new library. She said it is the plan to get an
artist involved in the new library, and she would like
to set up a panel to select an artist now to work on
this. There could possibly be more than one artist
eventually, but one artist would be selected now to
work with the architect over a one-year period.
Ms. Beardsley stated she would like to have an Arts
Commissioner serve on that panel, and Commissioner
Ladouceur volunteered to represent the Commission.
CARLSBAD/OCEANS IDE ART LEAGUE - gal lery space
Connie Beardsley referred to the letter from Mayor
Lewis to the Carlsbad-Oceanside Art League, copy of
which was included in the packet. They would like to
stay in the space they now occupy, but since it will no
longer be rent-free, they had asked for assistance from
the City of Carlsbad. It was stated that the Commission
does have grant money they could apply for, but funds
are very limited and would not be sufficient to cover
rent. The Commission felt that other than trying to
help them find different space, this Commission was
limited in what they could do. Suggestions for
possible space included the gallery area of the new
Senior Center, the Granary in Magee Park and the train
depot. Ms. Beardsley will report the ideas to the Art
League and to the Mayor.
Commissioner Straub stated that there should be a list
of people who ask for space for art activities.
Commissioner Bischoff stated that Carlsbad is in need
of a public announcement system for use in the parks
for concerts. He said this should be included in the
long-range plan.
Connie Beardsley said that the vacancy on the Arts
Commission will be before Council this coming Tuesday.
Commissioner Meilach requested that discussion of the
meeting time for the Commission be placed on the Agenda
for next month's meeting.
ADJOURNMENT;
By proper motion, the Meeting of July 13, 1989, was
adjourned at 12:15 p.m.
