COMMISSIONERS
CALL TO ORDER;
Chairman Bear called the Meeting to order at 3:05 p.m.
ROLL CALL;
Present: Commissioners Bear, Bischoff, Meilach, Ladouceur
and Mikhael. Commissioner Straub arrived at
3:18 p.m.
Absent: Commissioner Jersey
Staff Members Present: Connie Beardsley, Arts Manager
Cliff Lange, Library Director
APPROVAL OF MINUTES;
The Minutes of the Meeting held October 5, 1989, were
continued until a quorum of Commissioners present at that
Meeting are present.
The Minutes of the Meeting held November 2, 1989, were
approved as presented.
OLD BUSINESS;
Manager's Report - Connie Beardsley
Connie Beardsley reported that the representative from the
Arts Associates could not be here. The Arts Associates
wanted to thank the Commissioners for attending their event
and to thank all the donors.
Ms. Beardsley announced the first breakfast of the next
series will be January 9, 1990. The grant from the
Fieldstone Company for $5,000 will fund the breakfast
sponsored with the Carlsbad Economic Enhancement Council.
The speaker will be Robert McNulty, and Ms. Beardsley read
information about him to the Commissioners. The breakfast
will be from 7:30 a.m. to 9:00 a.m., at the Olympic Resort
Hotel.
Ms. Beardsley said the Bilingual Foundation for the Arts
will perform March 19 - 21, 1990, with workshops in the
schools and two daytime performances on the 20th. The
public is invited to attend the performances at the Cultural
Arts Center.

Kiosk Committee — Commissioner Ladouceur reported that Nan
Robertson was developing the working drawings.
The Commission requested staff to send a letter thanking the
Arts Associates for their support and congratulating them on
their first annual affair.

Contribution of Artwork
This item was postponed until Commissioner Straub arrived.
Discussion - Cultural Plan
Commissioner Mikhael reported on the activities of this
committee, stating they had interviewed three consultants
and will make a recommendation to Council December 19, 1989.
The Wolf Organization, Inc., is the recommended firm.
Ms. Beardsley added that she had a copy of the proposal made
by The Wolf Organization, and she read through the proposal.
The proposal is divided into six phases and will take
approximately six months to complete.
Contribution of Artwork
Commissioner Straub called attention to the statue of the
singing lady that she had brought to the meeting. This is a
sculpture by Richard Ellis and is owned by Margaret Barlow,
who would like to donate this statue to the City. She is
willing to pay for a pedestal.
Connie Beardsley distributed copies of the Acquisitions
Policy, and stated that a standing acquisitions committee
has not been appointed to review any artwork offered to the
City. Commissioner Mikhael volunteered to represent the
Arts Commission on this committee. The names of four
persons for this committee will be presented to the
Commission at the next meeting.
January Agenda
Chairman Bear requested a report on the temporary art
exhibition at the January meeting.
The next meeting of the Arts Commission will be January 4,
1990, at 4:00 p.m.
ADJOURNMENT:
By proper motion, the Meeting of December 7, 1989, was
adjourned at 3:47 p.m., to the new Senior Center/School
District Offices, for the Dedication, in the event a quorum
of the Commission is present.
