CALL TO ORDER;
Chairman Bear called the Meeting to order at 3:38 p.m.
ROLL CALL;
Present: Commissioners Bear, Bischoff, Jersey and Ladouceur
Commissioner Meilach arrived at 3:53 p.m., and
Commissioner Straub arrived at 4:00 p.m.
Absent: Commissioner Mikhael.

The Minutes of the Meeting held January 4, 1990, were
approved as presented.
NEW BUSINESS;
Connie Beardsley introduced two new members of her staff,
Katya Williamson, Public Art Administrator, and Colleen
Finnegan, Community Arts Coordinator.
1990 BUDGET - for approval
Connie Beardsley presented the 1990 Budget, with the changes
explained under the Budget Explanation. As discussed at a
previous meeting, a special contract for services is
included with the Carlsbad Community Band because they do
provide a number of services for the City. Ms. Beardsley
said this could have implications for other organizations to
do the same thing; on the other hand, their services are
specifically City-related, such as playing for Dedications.
Ms. Beardsley added there was another major change; and that
was the addition of three jazz concerts, making a total of
nine. Also, the new program for the Sister City is included
in the budget. She said there are also funds included in
the budget for office machines in case they leave City Hall.
Chairman Bear asked about the Public Arts Budget, and Ms.
Beardsley said that is a separate budget. She said the
Public Art will be included in the Capital Improvements
Program. There is $50,000 for the Library this year and the
Arts Office expects to encumber that amount, as the panel
will be together and the artist hired. The budget for next
year of $70,000 to total $120,000 for the new library—one
percent of twelve million dollars. There is $30,000
requested for the three highway overpasses. Ms. Beardsley
met with the Director of Engineering and Municipal Projects
and agreed to put $30,000 in the budget for design fee.
There will be one artist for all three overpasses. Ms.
Beardsley said CalTrans is limiting what can be done, and
she is to present some ideas for engineering to review.

Ms. Beardsley reported there is $25,000 for the Temporary
Sculpture Exhibition and $10,000 (not this year, but for the
fiscal year 92-93) for the renovation of the existing
Library. Ms. Beardsley said she would send copies to the
Commissioners.
The Arts Commission approved the 1990 Budget as presented.
PRESENTATION AND DISCUSSION - The Wolf Organization
Connie Beardsley introduced Thomas Wolf, Marc Goldring and
Elizabeth Kennedy, representing the Wolf Organization.
Thomas Wolf spoke first, speaking in general terms about
cultural planning in cities. He said the whole idea of city
arts agencies is a very new concept, as 25 years ago it was
non-existent. Cultural planning in cities is even newer,
with public support for the arts not needed until more
recently. Mr. Wolf explained about the beginning of the
National Endowment for the Arts, and then the responsibility
going to the states and finally to the cities and
municipalities to set up arts councils. He said that
Carlsbad was a perfect example, as it is a quality community
that attracts a certain type of citizen and industry, and
that is good for everyone. Mr. Wolf said if the local arts
programs are to be effective, it must be well-planned and
with a cultural plan for the community.
Mr. Wolf said this is a very exciting opportunity, as this
is a community which is growing and wants to manage that
growth. He said that the arts can play a major role.
Mr. Wolf said that his organization will be here through
June of this year.
Marc Goldring gave an overview of what the planning process
will look like, giving the schedule of the planned meetings
and visits. The March 1 retreat will be for this group,
with a public meeting on March 7. He said the Commissioners
should attend that meeting, if possible. A Public Facility
Committee Meeting will be held March 13, with another public
meeting March 14, on facilities. He said the retreat would
be #1, #2, the public meetings, #3, the fact-finding and
survey, with a draft of the report to be submitted May 15.
There will then be a second public meeting, another retreat
and the revised report will be submitted. There will be
recommendations on how to implement the plan.
Connie Beardsley asked the Commission whether they wanted
the first retreat to be separate or with the March meeting.
The consensus was to have the Commission business conducted
at 3:00 p.m., and then the retreat.
Mr. Goldring said the Commission should also attend the June
6 public meeting, as they will be the main force for any
changes to be made.

In answer to Commission query regarding the success of
public meetings, Marc Golding said the structure of the
meetings is important. Elizabeth Kennedy added that the
public meetings must reflect on what the public community is
interested in. She felt it was a starting point, but it was
important how you present what you are looking for. The
people need to know what the questions are and what they are
being asked to discuss. Ms. Kennedy said the questions
somehow should be made public prior to the meetings.
Chairman Bear said that he felt the retreats this Commissior
has had have worked reasonably well, with the biggest
problem getting the people there. The Arts Office has a
great deal of work to do to assure adequate representation.
Mr. Wolf said that to be successful, this has to be an on-
going process, with the material designed so the people will
feel it has been time well-spent and they had input.
The consensus of the Commission was that a flyer was needed
by next Tuesday.
Ms. Kennedy said it was important to get the enthusiasm to
the community.
Commissioner Ladouceur suggested inviting special groups,
such as the school systems and the seniors.
Mr. Wolf said they intend to interview key people, and quite
a few will be interviewed face-to-face. At the public
meetings, it is hoped the people that have not been
interviewed will give input.
Connie Beardsley questioned whether the meetings should be
noticed separately or together. Ms. Kennedy said they need
to be together, so facilities are not discussed at the first
meeting.
Chairman Bear said this is an opportunity for people to
become part of the plan that will be effective for a long
time.
Ms. Kennedy said a cultural plan means a lot of different
things—and you can't define it all. She said concern about
urban design could appeal to the environmentalists.
The suggestion was made that the flyer should state
additional information about the format of the meeting, call
the Arts Office. Also, there should be formal press
releases. The arts calendar will come out and a copy of
that should be on it.
Chairman Bear suggested the April newsletter be centered
around this process, to tie in what is going on, the dates,
and why this is being done; also, a report on the results of
the public meeting and the issues.
Commissioner Straub suggested that the City could pull out
the names of businesses that might be interested—either
through the business licenses or through the Chamber of
Commerce computer. Chairman Bear said the Chamber
newsletter is monthly and they could advertise in that.

The Carlsbad Magazine was also mentioned as a possible place
to advertise.
Mr. Wolf said it was important to get names of people for
interviewing to Connie Beardsley as soon as possible.
Mr. Wolf said he would like the Commissioners to identify
what you think are key concerns about this process; also,
how to structure the retreat — key questions or issues.
Chairman Bear said the integration of the business community
in the arts efforts is an issue that this Commission has
been struggling with, as public resources are limited, and
the business community should be more widely used.
Mr. Wolf said there are two basic approaches — voluntary and
compulsory. In the East, it is more voluntary — but in the
West, cities are more in the development stage, and that
needs to be built into the development. He said they will
look at the relationship between public funding and business
funding to develop the art scene.
Commissioner Straub said she would like to see the process
educational as well as fact-finding.
Mr. Wolf said that after the draft report and
recommendations, the public can react and give input. At
that time the Wolf Organization can tell why they
recommended certain things. He said that would be more
difficult at the beginning, and felt it would be reasonable
to say it would be an educational process as the initial
draft report comes out.
Chairman Bear said it was an issue of integration of the
City within the larger North County area, and there was a
need to be asked about a sense of where we were going.
Another issue is the degree of integration this plan should
have with the tourist population. The funding issue is
related to that, too. He said the tourists need to be
interviewed also.
Commissioner Meilach said this was an opportunity to make
the public aware that this is a necessary factor. She
suggested appearing before different groups to tell them
about this process, and volunteered her services.
Chairman Bear suggested attending a Council Meeting and
explaining the organization schedule.
Mr. Wolf added that the issues could be given and questions
for the people to think about .
Commissioner Jersey presented his outline for the proposed
Art Fair, asking for Commission input. The Commissioners
all agreed with the concept for the Fair.
