Chairman Bear called the Meeting to order at 4:06 p.m.

The minutes of the meeting held March 1, 1990, were approved as presented.

Chair's Report -- Commissioner Bear stated he had the opportunity to present the
Carlsbad Arts Program to the Public Arts Advisory Council for the County of San
Diego two weeks ago. Chairman Bear said he spoke about his thoughts on the
relationship between economics and arts development in the city based upon
Carlsbad's experience with the arts and economics breakfasts. He also
mentioned Ms. Beardsley spoke and had the opportunity to get into the details
of putting together arts programs similar to Carlsbad's. This was one of five
programs being held by PAAC, being held around the county at north, southeast,
and central locations.
Veterans Memorial Committee -- Commissioner Bischoff deferred because of his
absence at the meeting. Ms. Beardsley reported the meeting was held Tuesday,
April 3. The committee decided to go with the recommendation to change the
name of Macario Canyon Park to Veterans Memorial Park. The subcommittee
reported back to the committee and gave its recommendation on a marker that
would be placed at the two entrances of the park. The subcommittee chose a
simple arch with the name Veterans Memorial Park - For Those Who Have
Served. Ms. Beardsley further explained the next step in this process was to take
these recommendations forward to the Parks and Recreation Commission for its
endorsement and if the Commission agrees the items would then go forward to
Council with their recommendation.
Arts Festival Committee -- Commissioner Jersey reported he made a presentation
to the Arts Associates and the feedback he received was the Arts Associates had
other priorities they were more interested in at this particular time, and they also
had enough projects going that they did not want to take on another one now,
but perhaps in a year they would like to look at it again. The festival would
involve about 35-40 people and they did not have that kind of manpower to
spare. He suggested this matter be postponed and looked at again next year
when the Arts Associates put their program together. Chairman Bear asked Mr.

Jersey if he knew when the Arts Associates put their program together.
Commissioner Jersey stated he felt the Associates put their program together in
January or February.
Commissioner Jersey motioned to postpone the Arts Festival Committee issue for
a year or look at it again in six months.
Commissioner Straub suggested to Mr. Jersey, that in the ensuing year this issue
be brought up to interested groups who might benefit from such an affair in
Carlsbad to see what kind of response he could get and to begin creating interest
in this project, and suggested the Village Merchants and Arts League. Mr. Jersey
stated he had considered this but feels that it will take two years rather than one
year to put this festival together. Chairman Bear concurred with Mrs. Straub that
in the interim, more support should be drummed up to the Arts Associates the
next time around.
Community Arts Program ~ Colleen Finnegan gave a status report on the grants
made by the Carlsbad Arts Office in December 1989 for use in 1990. She also
gave a report on the Artist-in -Residence programs and updated the Commission
on the status of the California Arts Council grants program.
Arts Managers Report - Ms. Beardsley showed a Jazzercise brochure with Lloyd
HamroPs sculpture being used in the background. She mentioned that the wall
was photographed in the newspaper. She announced that the National Assembly
of Local Arts Agencies was hold its annual convention in San Diego in June.
There will be many sessions of interest for the commission, and asked if anyone
was interested to let her know.
Ms. Beardsley also mentioned the public art for the seawall that will be built in
the area between the two jetties and would like to have a tile artist do this work.
She asked for an Arts Commissioner to serve on that panel and stated that this
project was put in the budget for next year, but they needed to get an artist on
board now. Commissioner Straub was unofficially selected to serve on the
Selection Panel for Pubic Art for the Seawall.
Commissioner Straub stated the seawall project would be the type of project that
it would be beneficial to have an artist on the design team from the beginning.
Ms. Beardsley also gave a brief update of the development on the cultural plan,
noting that it is on schedule.
OLD BUSINESS:
Chairman Bear announced that Christine Oatman, who was scheduled to give a
presentation on public art, was unable to make the meeting and will be
scheduled for next month.
Temporary Sculpture Exhibit - An overview was given by Public Art
Administrator Katya Williamson. She presented 10 artists' proposal for site-
specific sculpture in various areas of the city and asked the Commission to select
six out of these ten.
The artists are:
Joyce Cutler-Shaw, Raul Guerro, Ann Mudge, Jim Wilsterman, Angie Bray,
Richard Turner, Noel Korten, Ingrid Lilligren, Shelia Lynch, Nicola Atkinson-
Griffith.

The Public Art Administrator reviewed each piece as the Commissioners viewed
the artwork and stated that they were arranged geographically. Ms. Beardsley
asked them to rank those so that if one falls through or the site can't be used,
another can. The Commission viewed the artwork and selected six artists out the
ten to participate in the 1990 Temporary Sculpture Exhibition.
Ms. Beardsley mentioned the Arts Associates planned to arrange a bicycle tour for
this exhibition.
NEW BUSINESS:
Chairman Bear stated that it was determined that the public art selection for
the Seawall Panel was on the original agenda but omitted from the distributed
agenda at the commission meeting. Commissioner Straub was officially appointed
to the Selection Panel for Public Art for the Seawall.
It was also determined at this time that Mr. Antonsen was not present to give his
presentation and this item would be tabled until the May meeting.
The commissioners actually selected seven artists and they were: Joyce Cutler-
Shaw, Shelia Lynch, Angie Bray, Raul Guerro, Ann Mudge, Jim Wilsterman and
Noel Korten.
Commissioner Straub asked if the commission were to purchase any of these
artworks, how much money do we have to devote to this, how much would each
piece cost, and how many could we consider. Ms. Beardsley stated there was no
money in the budget to do this. Chairman Bear stated that the Commission
would have to go back to Council with specific recommendation for this. He
asked staff to bring the cost of each artwork to the next meeting. They will then
discuss if they are interested in recommending purchase.
