COMMISSIONERS
CflT-T- TO ORDER;
Vice-Chairperson Meilach called the Meeting to order at 4:00
p.m.
Present: Commissioners Meilach, Bischoff, Ladouceur and
Straub.
Absent: Commissioners Bear and Jersey.
Staff Members Present: Connie Beardsley, Arts Manager
Cliff Lange, Library Director
APPROVAL OF MINUTES;
The Minutes of the Meeting held April 5, 1990, were approved
as presented.
COMMITTEE REPORTS;
Public Art - Overpasses
Commissioner Ladouceur reported on a recent meeting with
CalTrans representatives, Municipal Projects and the
curator. The curator presented slides from ten artists,
which the committee reviewed. Three artists were invited to
return for further discussion.
Public Art - Library
Connie Beardsley and Katya Williamson met with the
architects and discussed the process for selecting public
art. A call to artists will be publicized. Artists will
submit slides to be reviewed by the selection panel. An
undetermined number of artists will then be invited to
interview with the panel. The artists will work with the
architects, but Ms. Beardsley indicated it was not clear at
this time just how many would be selected.
Commissioner Straub asked how Dr. Lange felt about the
artists being involved, and he answered that he was
definitely in favor of this. He indicated this would be on
the Agenda for the Library Board. Dr. Lange said the
architects are very happy to have the artists involved.
Commissioner Straub asked that wording be sent to the
committee through Commissioner Ladouceur that the Arts
Commission would very much like to see at least one artist
selected to work with the architects from the beginning,
solving problems and working on the design of the entire
project.
Connie Beardsley stated that the people on the committee
feel there should be more than one artist involved, but one
could be designated to work on the overall design.
Commissioner Bischoff stated he had one concern, and
although that was the ultimate goal and should be
encouraged, he was not certain that the structure of the
City was set up for that kind of procedure.

Commissioner Ladouceur indicated she would relay this
message to the committee.
Connie Beardsley suggested that any person talking with the
panelists, clarify the Commission's consensus on this
matter. She announced there would be a meeting of the
Selection Panel on June 12 at 1:00 p.m., and one on July 24,
and the Commissioners are welcome to attend.
Public Art - Seawall
Connie Beardsley stated there would be a Seawall selection
panel meeting May 16, 1990. Ten artists were invited to
submit slides. Most of the artists work in tile and the
selection panel will be reviewing these.
Sister City Committee Appointments
Connie Beardsley reported the appointments are listed on the
sheet listing Commissions and Committees.
Arts Education
Commissioner Ladouceur reported the grant has been written
by Colleen Finnegan and submitted.
Temporary Sculpture Exhibition
Connie Beardsley reported that one of the art pieces for the
exhibition was to be in the La Costa Avenue Park-and-Ride
lot, and although permission was gotten from CalTrans, there
was not time to get permission from the Coastal Commission.
The artist was asked to come to Carlsbad to see whether
another place could be found; otherwise, there may be one
less piece. The other alternative would be to ask another
artist for a piece. She said the brochure will be done when
the pieces are completed and in place, in order to get
photographs.
Jazz Concerts
Connie Beardsley stated that the Historical Society will
serve food at some of the jazz concerts; but no alcohol will
be served. There will be nine concerts this year, with the
first one "Tobacco Road" to be held in Calavera Hills Park
the last Friday in June. There will be three concerts at
Calavera; three at Stagecoach Park and three at Magee Park.
The concerts will be from 6:00 p.m. to 8:00 p.m.
OLD BUSINESS;
Christine Oatman. Future Artwork - for discussion
Connie Beardsley stated she had included the Minutes in the
packet where it was discussed by the Commission to use
Christine Oatman in future artwork, if and when possible.
She said that Ms. Oatman would like to know whether that was
still valid. Ms. Beardsley said that Ms. Oatman is
interested in natural sites, such as the lagoons. The
suggestion was made to recommend to Council that if a site
were available, the Commission would love to follow through
with Christine Oatman.

OLD BUSINESS; (Continued)
Christine Oatman presented slides to the Commission showing
her recent works, and the Commissioners thanked her for an
excellent presentation.
The Commissioners discussed possible places in the City for
Ms. Oatman's art, including some permanent artwork with the
children, perhaps in the new Library. Ms. Beardsley said
there are funds for artwork at the Buena Vista Lagoon Duck
Landing; also Larwin Park next year.
Temporary Sculpture Exhibition Purchase Policy - for
approval
Connie Beardsley reported that most of the pieces to be put
in for the temporary exhibition do not lend themselves to
being other than just temporary, but there are two pieces
in the upcoming exhibition that would be worth considering
for purchase. If the Commission wants to purchase these,
the options are, one: to recommend to Council they
appropriate money and purchase; or, two: raise funds or
three: have the piece donated to the City. Ms. Beardsley
wanted the Commissioners to consider these options. The
opening is after the June Arts Commission Meeting, so a
special meeting could be held to decide whether or not to
recommend a purchase.
The consensus of the Commission was to look at the pieces
first, and then decide if any should be made permanent and
purchased. The suggestion was made that the process should
be set up in advance.
The recommendation was made to hold a special meeting in
June, after the opening of the exhibition, to discuss the
pieces that might be considered permanent and/or available
to be purchased.
The suggestion was made to have the public comment on the
works.
Connie Beardsley stated that the regular meeting in June
would be the 7th, with a special meeting June 14, for
presentation of the Cultural Plan.
NEW BUSINESS;
Gallery Committee Appointment
Connie Beardsley asked for a volunteer to serve on the
gallery committee for the new Library. Commissioner Meilach
volunteered to serve in this capacity.
Ivar Antonsen. Music Conservatory - for information
Commissioner Bischoff reported Mr. Antonsen could not be
here today, but he wants to set up a music conservatory in
Carlsbad. He has done this in Norway, and would like to
have 20 to 30 students initially. Mr. Antonsen would like
to present his idea to this Commission for support. The
consensus of the Commission was to have Mr. Bischoff arrange
for Mr. Antonsen to appear before the Commission when there
is time on the Agenda.
