Chairman Bear called the Meeting to order at 4:00 p.m.

Present: Commissioners Bear, Bischoff, Jersey, Ladouceur and
Schuling.
Absent: Commissioners Meilach and Straub.
Staff Member Present: Connie Beardsley, Arts Manager
APPROVAL OF MINUTES;
The Minutes of the Regular Meeting held June 7, 1990, were
approved as presented.
The Minutes of the Special Meeting held June 14, 1990, were
approved as amended on page 7 to state that Commissioner
Schuling didn't see a position that included promotion and
marketing and that position was critical.
COMMITTEE REPORTS;
Chairman's Report
Chairman Bear reported that the City Manager had indicated
City staff would like to delay submittal of the Cultural
Arts Plan until a work plan for implementation is submitted
at the same time.
The City Manager feels that the report is extensive and
needs some prioritization and a time line for the suggested
implementation.
Chairman Bear stated that Connie Beardsley will submit a
work plan to the Commission and with its approval will go
forward with the recommendation to the Council.
Ms. Beardsley stated she would return next month with a
draft of the work plan, and added she was planning to divide
the plan into three sections; public art, programming and
facilities. Ms. Beardsley said that she had been asked to
pull out the administrative issues, as the City Manager's
office looks at that and not the City Council.
Chairman Bear announced that the League of Women Voters had
appointed an Observer for the Arts Commission meetings,
Viola Peters.
Chairman Bear reported on a meeting with members of the Arts
Associates to discuss the direction of both organizations,
and added he had asked Jackie Wrench to speak to that.

Manager'B Report
Connie Beardsley reported she had nothing to add to the
report on the Cultural Arts Plan.
Ms. Beardsley announced the jazz concert dates and the Pops
Concert September 2. Make-A-Circus will be held July 22,
1990. She commented that their office telephone rings
constantly with questions about the summer events.
The Public Art budget of $160,000 was appropriated by the
Council, and included the seawall, the 1-5 overpasses, the
new library and Larwin Park.
Ms. Beardsley had talked with the Transit Authority with
regard to public art at the two commuter railroad stations
for Carlsbad. She said she will talk with them again, as it
was appropriate for public art to be placed in those
stations.
Gallery Committee Report
Ms. Beardsley was to have a report, but there has been no
meeting.
Commissioner Schuling reported she is trying to find $20,000
to pay for the entire Pops Concert. Connie Beardsley has
prepared an agenda bill asking for funds for the concert.
Commissioner Schuling said this should be talked about and
included in the 1991 budget.
Ms. Beardsley stated the Sister City Committee is
considering another Sister City in Czechoslovakia.
Arts Associates Report
Jackie Wrench reported that the Arts Associates had hoped to
have the kiosk completed in February, but the process has
been changed somewhat. It is now a City project and Risk
Management has to approve it, resulting in a few changes to
be made. This was to be a small project with the community
involved and to be duplicated in other parts of the City.
The City has now recommended going out for bid. Also, the
City is concerned about the quality of the project and the
liability of the City. It was hoped the artist would be
able to install her own project and supplement that with
professional people as sub-contractors.
Ms. Wrench reported on activities of the Arts Associates and
the requested meeting with Chairman Bear. She said the Arts
Associates would like a combined meeting with the Arts
Commission to define the role of each group and to set
priorities.
Chairman Bear added that since the Arts Associates had
formed, there had not been a meeting with the Arts
Commission to determine whether or not they were covering
the same territory and the opportunity to work in a
complementary way. Volunteer time is very precious and he
wanted it directed in the proper fashion. He reminded the
Commission that any workshop would have to be open to the
public.

The consensus of the Commission was that a workshop would be
very beneficial, and a tentative date of July 25, 1990, was
set, with an alternate date of August 15, 1990, for a
workshop. The hours are from 5:00 p.m. to 9:00 p.m.
OLD BUSINESS;
Temporary Art Exhibition - Consider purchase of the five
temporary pieces
Connie Beardsley stated that at the opening of the temporary
art exhibition, the Commission discussed the possibility of
purchasing one or more pieces of art. The Commission
decided to meet again and look at the pieces and make a
recommendation regarding any purchase. This purchase
recommendation would have to go to Council for approval, as
there is no money appropriated for such a purchase.
Ms. Beardsley said there is a balance left in the funds
appropriated for this year's temporary exhibition, and it
could make sense to ask Council to appropriate those funds
for a piece of art. She added that the price for insurance
does not necessarily mean that is the price the City would
have to pay for that particular piece of art. For example,
the price on the bench is $5,000, and the City has already
paid $1,500 to put the bench in place. The price should be
negotiated for each piece, as $1,500 has already been paid
to each one. Discussion determined that the bench was a
popular piece. Ms. Beardsley said that the two pieces in
Magee Park will be there through August for the jazz
concerts.
The Commissioners felt it would be easier to maintain the
bench on the seawall and the rock formation in stagecoach,
and would cost the artists to remove them. The comment was
made that the display at the barn in Magee Park was not
permanent by its nature, but it was an opportunity to keep
the story of Carlsbad. The tape would need to be redone in
time.
The Arts Commission recommended negotiations be instituted
for the purchase of three of the temporary art exhibition
pieces; the bench on the seawall, the rock formation in
Stagecoach and the display in the barn in Magee Park.
Connie Beardsley will contact Parks and Recreation and put
this item on the Council agenda.
Cultural Plan
Connie Beardsley reported a new submittal has been made and
is being reviewed at this time. The wording was changed on
the Carlsbad theatre, as the City is not in a position to do
anything at this time. It was felt the Cultural Plan would
be helpful at the joint meeting.
