CJJT.T. TO ORDER;
Chairman Bear called the Meeting to order at 3:44 p.m.
Present: Commissioners Bear, Bischoff, Jersey, Schuling and
Straub.
Absent: Commissioners Ladouceur and Meilach.
Staff Members Present: Connie Beardsley, Arts Manager
Dr. Clifford Lange, Library Director
Colleen Finnigan, Arts Office
APPROVAL OF MINUTES;
The Minutes of the Regular Meeting held January 3, 1991,
were approved as presented.
The Minutes of the Special Meeting held January 28, 1991,
were approved as presented.
PUBLIC COMMENT;
There was no Public Comment.
NEW BUSINESS;
Review of Public Art for New Library - presentation by
artists Ellen Ziegler, Jan Sanchez and Deloss McGraw
Connie Beardsley stated the preliminary presentation was
made a few months ago. The designs are now 50 percent
completed, and this is an opportunity for the Commissioners
to make comments. The contracts have been approved by the
City Council.
Richard Cardwell made the initial presentation and
introduced the artists. Slides were used to indicate the
proposed artwork and a model of the Library was displayed.
The artists explained their individual projects and answered
questions.
Silva Productions - Steve Redfearn
Steve Redfearn, BSP - Bill Silva Presents - presented a
preliminary site plan drawing with a proposal for an outdoor
amphitheater on the raceway site. He said that San Diego
County is the last major metropolitan area without an
outdoor performing arts amphitheater. There would be
between 7,500 and 8,500 reserved seats in the bowl-shaped
area and a sloping lawn for additional seating. The flight
pattern from the airport is on the western area of the site
and would not conflict with the seating on the east.

Mr. Redfearn emphasized that this is just a preliminary
drawing and does not address the roads to be installed. The
intent was to show this site plan to this Commission for
input. The Commissioners were interested in the proposal
and Mr. Redfearn indicated they would be returning with
further reports.
OLD BUSINESS;
Mailing List - for discussion
Connie Beardsley stated that the Associates did not want
their mailing list circulated.
Grant to Carlsbad High School - for approval
Colleen Finnegan referred to the report contained in the
packet, and stated the Commission had been concerned whether
or not the choreographer was an extra charge. The school
has had a choreographer in the past and paid them. She
stated the school does not make any money from this
production, and the Drama teacher directs the play. Without
the requested contribution, they would be $2,000 in the red
for the production.
The Arts Commission voted to fund the Carlsbad High School
request for a guest artist/choreographer for the spring
musical in the amount of $1,000.
COMMITTEE REPORTS;
Commission Chairman Report
Chairman Bear reported on a special showing of the Cultural
Arts Center being built in Escondido, and said he requested
they tell this Commission what they are doing. They will
come in as an information item.
Facilities Committee
No report.
Programming Task Force
Commissioner Schuling reported on recent meetings and stated
a report will be available when they have completed their
tasks.
Public Art Task Force
Commissioner Jersey reported on a recent meeting and stated
that objectives were discussed and approved. The Task Force
has recommended that a Public Art Committee be formed of
professionals and citizens.
Arts Associates
Jackie Wrench reported on the membership drive and said they
were working on renewals at this time.

Arts Manager's Report
Connie Beardsley reported that the kiosk at the Library will
be dedicated March 19. There are two breakfasts scheduled,
with one March 21, 1991, and one April 18. These are to be
at 7:30 a.m., and to be held at the Raintree Restaurant.

By proper motion, the Meeting of February 13, 1991, was
adjourned at 6:45 p.m.
