COMMISSIONERS
CALL TO ORDER;
Chairperson Meilach called the Meeting to order at 4:00 p.m.

APPROVAL OF MINUTES:
The Minutes of the Regular Meeting held August 1, 1991, were
approved.
COMMITTEE REPORTS:
Chairperson's Report;
Chairperson Meilach announced that Commissioner Schuling will
contact the Human Resources Directors of the large companies in
Carlsbad. Once she has a list of names, the Arts Commission
will proceed to set up a meeting to discuss ways businesses
and arts organizations can work together.
An informal evaluation of the Pops concert followed. Various
suggestions were as follows:
Recognition of those working
First Aid kit should be available
Serve coffee as a vendor item
The Commission discussed fundraising for next year's concert.
It was decided that they should start early.
Commisisoner Wrench stated that the concert was an opportunity
to heighten the awareness of the public of the need for an
amphitheatre. The Commission should think about ways to do
this next year.
Chairperson Meilach asked for an alternate representative to
the Arts Associates meeting. Commissioner Kauffman volunteered
A long range planning retreat was discussed. The Commission
liked the idea. October 22 and November 12 are possible dates.
It will be held at the Elmwood House from 5-8 pm. The Arts
Manager will check with Commissioners and set a date.
Manager's Report;
Connie Beardsley announced the Facilities Committee report and
the Programming Task Force report will be on the Council agenda
in the next few weeks. She will contact the Commissioners when
she has a firm date.
The Sister City Committee is organizing a fundraiser in con-
junction with the Futtsu dancers on October 18. She encouraged
Commissioners to attend. The cost is $20 a ticket.
OLD BUSINESS:
Deloss McGraw presented his artwork. He showed slides of the
sculptures which have been cast in bronze. The contract calls
for three sculptures. However, Mr. McGraw explained that the
Children's Garden is a large space and three sculptures would be

lost. He feels it is important to have six and will produce
the six works for the same amount of money. The artist showed
slides illustrating the patina he will use on the bronze. He
also showed the Commission the prototype of the book. It will
have a curved top, reminiscent for the mission style. The
Commission was very pleased with the progress.
Commissioner Wrench mentioned that we should plan to promote the
artwork for the library. When the new library is opened, it
will be an integral part of the library and the public will
overlook the significance of the art. Commissioner Kauffman
agreed. It was decided that Commissioners Wrench and Kauffman
will work with the Arts Manager to develop a plan or series of
programs to inform the public about the library artworks.
NEW BUSINESS:
Ranch Carrillo Park
Robert Ladwig of Rick Engineering presented the proposed plans
for Rancho Carrillo Park. He stated he was representing the
developers who were interested in donating additional acreage
to the already existing Carrillo Ranch. There are opportunities
for cultural facilities in this location. The Arts Commission
decided to discuss this further at its long range planning
session.
Symposium
Commissioner Straub stated she would like the Arts Commission
to consider sponsoring a Symposium on design for Carlsbad.
Possible issues to be covered would be the integration of art
and architecture, how design decisions are made, creative ideas
about development, low cost housing and others. She felt it
would be much more effective if the Planning Department would
co-sponsor the event with the Arts Commission. Commissioner
Meilach asked who the audience would be. Commissioner Straub
responded that community members, City staff, City Commissioners
developers, architects and artists would all be interested. She
distributed a copy of a symposium held in San Diego as an ex-
ample. Commissioner Wrench said initially he thought the idea
was boring, but as he understood better what she had in mind,
he thought the idea was exiciting. Commissioner Ladouceur
thought it was a very good idea and thought spring would be a
good time.
The Commission questioned the budget for the symposium. Con-
sensus was it was a very good idea. The Commission requested
staff to talk to the Planning Department to see if they were
interested and to develop a budget for such a symposium.
