COMMISSIONERS
CALL TO ORDER;
Chairperson Meilach called the Meeting to order at
4:00 p.m.
ROLL CALL;
Present: Commissioners Meilach, Batter, Kauffman, Ladouceur
and Straub. Commissioner Schuling arrived at 4:05
p.m., and Commissioner Wrench arrived at 4:07 p.m.
Absent: None.
Staff Members Present: Connie Beardsley, Arts Manager
APPROVAL OF MINUTES;
The Minutes of the Regular Meeting held September 5, 1991,
were approved as amended to correct the spelling of
"exciting" on page 2 under Symposium.
COMMITTEE REPORTS;
Chairperson's Report
Chairperson Meilach stated she would announce the card
project of the Arts Associates from the stage at the opening
of the Sculpture Exhibition this evening, and she wished
them lots of luck on the project. She announced An Evening
in Japan, October 18, 1991, with the tickets costing $20.
Chairperson Meilach stated that she felt attendance at
Commission meetings should be discussed and some sort of
policy established about members who do not attend meetings.
Connie Beardsley stated that since Commissioners are
appointed by Council, the Commission would not have the
power to remove anyone for non-attendance.
The consensus of the Commission was that a policy should be
formulated to state if a certain number of meetings is
missed, the Chairperson would discuss this with the member,
to ascertain whether or not their resignation would be in
order. Chairperson Meilach felt this policy statement
should be given to new Commissioners upon their appointment
to the Arts Commission.
Manager's Report
Connie Beardsley stated she had talked with Gary Wayne,
Assistant Planning Director, about the Symposium discussed
at the September meeting. He did not know how the
Commission wanted the Planning Department to participate and
what the goals of the Symposium would be. Further
clarification is needed, and Ms. Beardsley said if he did
not come to the meeting today, this matter would be
discussed at the workshop. He will be invited to the next
Arts Commission meeting.
Ms. Beardsley called attention to the Censorship Brochure
she had distributed to members and asked whether anyone
wished to attend that workshop.

Arts Associates
Jackie Wrench reported that the Associates are working on a
lecture series next year and also on a new membership
brochure to try to encourage members to renew. She thanked
the Commissioners for attending the Arts Associates
reception and added that the Arts Commission's help and
support is appreciated by the Arts Associates. There are
525 members in the Arts Associates at this time. It was
felt that the kiosk at the Library was one of the best
projects of the Associates, and they want to have a kiosk at
the new Library. The Arts Associates are very anxious to
have this, due partly to the response to the one installed
at the main Library.
Connie Beardsley stated that the idea of a kiosk in front of
the new Library has been discussed. The City has expressed
concern about it not being in the original plans and that it
might detract from the building.
Jackie Wrench stated the Arts Associates want to pursue it
further. The Arts Commission agreed.
Business Focus
Commissioner Schuling reported on a list that she has gotten
of the companies in Carlsbad and Human Resource Directors.
She stated she has labels for 100 names and that could be a
starting place for the people for a Business Focus Group.
NEW BUSINESS;
Business Focus Group
Commissioner Schuling stated that the list she referred to
previously would be the starting place for this group.
Chairperson Meilach thought it might be helpful to draw in
the employment service companies in Carlsbad. Connie
Beardsley added that the idea is to determine how the arts
can service business to build audiences. The thought was to
get the employees of the companies involved—but not for
money—rather to build audiences such as providing employees
activities during their lunch hour.
Plans were discussed for the first meeting, and whether this
should be a breakfast or luncheon meeting. The consensus of
the Commission was to hold a luncheon meeting and ask those
attending to pay for their lunch. Chairperson Meilach
volunteered to prepare a program and suggested that the
first meeting should be for the H/R people, and the second
meeting a month or so later with the CEO's to be invited.
The second meeting could be announced at the first meeting.
The date of January 23, 1992, was tentatively selected as
the date for the first luncheon meeting, with the second
meeting to be at least two months later.
Agenda for Workshop - October 22, 1991 - 5 - 8 p.m.
Connie Beardsley stated that the Cultural Plan indicates
"the community awareness needs to be heightened". A plan
needs to be developed to "market" the arts in Carlsbad.
This plan should be related to and tied to the Cultural
Plan. This item would be on the agenda for the workshop.

Ms. Beardsley said that facilities need to be discussed and
how to market the facilities that are needed in the City.
Ms. Beardsley reminded the Commissioners that the workshop
is to be a potluck dinner.
PUBLIC COMMENT;
There was no Public Comment.
Commissioner Wrench commented that he was impressed with the
letter from the Friends of Carrillo Ranch, and felt that
perhaps the Arts Commission should express interest in the
planning of this project. He said there seems to be some
concern that this historical ranch might become more soccer
or ballfields, and it would be a pity to have the setting
lost.
Commissioner Straub requested this item be added to the
agenda for the workshop, along with the symposium.
Chairperson Meilach asked Commissioner Wrench to put
together a report for the workshop and draft a letter to be
presented at that time.
Chairperson Meilach stated that the Planning Commission is
having a new survey made and the consultants will be talking
with the Chairpersons of the Commissions, asking what they
feel the priority items are for the upcoming few years. She
said the need for facilities and cultural plans are the
items she will bring up and she asked for any ideas from the
Commissioners.
ADJOURNMENT;
By proper motion, the Meeting of October 3, 1991, was
adjourned at 5:02 p.m., to attend the opening of the
Temporary Sculpture Exhibition at Stagecoach Park from 5 -
7:00 p.m.
