HomeMy WebLinkAbout1992-04-02; Arts Commission; MinutesMINUTES OF: ARTS COMMISSION TIME OF MEETING: 4:00 p.m. DATE OF MEETING: April 2, 1992 PLACE OF MEETING: City Council Chambers CALL TO ORDER; Chairperson Ladouceur called the Meeting to order at 4:05 p.m. ROLL CALL; Present: Commissioners Ladouceur, Batter, Portera and Spencer. Commissioner Straub arrived at 4:40 p.m. Absent: Commissioner Wrench. Staff Members Present: Connie Beardsley, Arts Manager, Cliff Lange, Library Director APPROVAL OF MINUTES; On Motion by Commissioner Batter, the Minutes of the Regular Meeting held March 5, 1992, were approved as presented. Ladouceur, Batter, Portera and Spencer. COMMITTEE REPORTS; Chairperson's Report Chairperson Ladouceur gave an update on the Council's selection of a Committee to meet with the artist regarding Split Pavilion. Dave Sammons will be the Community Member. The other Members of the Committee are Council Members Stanton and Larson, and Arts Commissioners Batter and Wrench. Carrillo Ranch Connie Beardsley distributed information on the activities of the committee and suggested that this item be placed on the next agenda. She will request a copy of the meeting schedule of the committee and suggested the Commission consider appointing an alternate to ensure a representative from this Commission will be present at all meetings. Arts Element Chairperson Ladouceur stated that Commissioner Wrench had written a report and she distributed copies to the Commissioners. Copies of the old Element were also distributed to the Commissioners. Chairperson Ladouceur stated that the Element is concerned primarily with land use and she felt the Commission should discuss all issues relating to the arts. Connie Beardsley stated it is important that when any programs are being planned in the City, that those programs relate to goals and policies stated in the Element. For example, the objective in the Arts Element referring to providing financial assistance to artists and arts organizations resulted in the development of the grants program. April 2, 1992 ARTS COMMISSION Page 2 Arts Element (Continued) Commission discussion brought out the question as to whether the Element was specific enough, and the thought that there needs to be an outline for getting to the result and/or program that the Commission feels necessary. Commissioner Batter volunteered to be an Alternate Member to work on the Element. Chairperson Ladouceur asked the Commissioners to go over the old draft and look at the Cultural Plan and tie those recommendations into the Element and be prepared to discuss this at the next Arts Commission Meeting. The Programming Task Committee, Cultural Facility Committee and Public Arts Committee have all made recommendations that should be incorporated into the new Element. Arts Education Workshop -rf* Commissioner Spencer reported on the Workshop, which was held yesterday, April 1, 1992. This was primarily school people, and the discussion was about the implementation of this program in the schools. The "At" Program, Academic plus Arts equals Excellence in the school program was discussed. The idea was to get a school to develop funding from local and national sources and have visual arts in dancing in P.E., drama and music, and not be limited to a fixed time or space. This would have flexible scheduling and would be a mainstay in the curriculum. Commissioner Spencer felt this was a worthwhile project for the Arts Commission to support. Connie Beardsley stated that if the Commission did form such a committee, it would be critical to have people such as school board members also on the committee in order to have the decision makers informed. She said the Commission would have to decide whether or not they wanted to be involved in such a program. Commissioner Straub arrived at 4:40 p.m. Manager's Report Connie Beardsley said the next breakfast will be April 29, 1992. Michael Freedland will speak on earned revenue for non-profits. The California Arts Council has funded $3,000 to the Arts Associates to pay for an intern to look at earned revenue sources to help fund the gallery in the .new Library. Ms. Beardsley reported that AB 3632 would generate funds for arts education and local projects. She said that Assemblyman Frazee is on the Committee, and the Commissioners should get word to him to vote for this bill. This would give the public a chance to voluntarily fund arts programs through the fees charged on graphic design automobile license plates. Ms. Beardsley gave a list of the proposed jazz concerts, stating it is tentative at this time. The last item reported by Ms. Beardsley, was the budget for the City. She said it appears that the Pops Concert will be eliminated in 1992. The other large budget item still in the budget is for the grants given out by this Commission. Ms. Beardsley asked if given the choice, does the Commission want to eliminate the Pops concert or the grants to Arts organizations? $27,000 is needed for the concert, and the contract would need to be signed this month. Chairperson Ladouceur stated she would hate to see the grants go, but she also thinks the Pops Concert is a wonderful activity. April 2, 1992 ARTS COMMISSION Page 3 Commissioner Batter suggested going to the large grocery chains and asking for funding for the Pops, and Ms. Beardsley stated it would be difficult to do in time for the concert to be held this year. Commissioner Batter felt that some of the large corporations could be approached for funding and she volunteered to make telephone calls. Jackie Wrench, of the Arts Associates, said if the San Diego Pops group was not feasible, perhaps an alternate program might be available for _a Labor Day Weekend performance. Commissioner Straub said she might recommend the Pops over the grants, as so many people enjoy that concert and look forward to it each year. Chairperson Ladouceur stated that the grants are building for the future. The consensus of the Commission was to be committed to the concert, but did not want to eliminate the grants. Commissioner Batter will attempt to raise funds in the next few weeks. « Commissioner Spencer suggested that a commitment should be made for future years and a long-term approach developed, with a way to get recognition for contributions made to the concert. Arts Associates Jackie Wrench stated she was happy to hear the Commissioners were committed to the concert, and that if there is no concert, something should be planned for that site as a fundraising event for next year for either the concert or the gallery at the new Library. She reported on a "thank you" party for the volunteers and donors. The last of the speakers series will be on April 15, 1992, at 8:00 a.m. She said the Associates have been thrilled at the attendance, and there have been side effects with more ticket money and new members. She announced upcoming events planned by the Associates. PUBLIC COMMENT; There were no requests to address the Commission at this time. ADJOURNMENT; .
