MINUTES OF: ARTS COMMISSION
TIME OF MEETING: 4:00 P.M.
DATE OF MEETING: JUNE 4, 1992
PLACE OF MEETING: Council Chambers, 1200 Carlsbad Village Dr.
CALL TO ORDER:
Chairperson Ladouceur called the Meeting to order at 4:07 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Batter, Straub, Portera, Wood and Spencer.
Commissioner Wrench arrived at 4:12 p.m.
Absent: None
Staff Members Present: Connie Beardsley, Arts Manager
Cliff Lange, Library Director
APPROVAL OF MINUTES:
On Motion by Commissioner Wood, the Minutes of the Regular Meeting held May 7, 1992, were
approved as presented.

COMMITTEE REPORTS:
Chair's Report
Chairperson Ladouceur stated she was trying to put together the workshop. The date that
seems to fit more people's schedules is Saturday, July 25, between 9 and 1 pm. The
Commission agreed to hold the workshop on that date. Mrs. Beardsley will inform the
Commission of where the workshop will take place - either the Senior Center or the Arts Office.
Manager's Report
Mrs. Beardsley explained that she is preparing a review of the public art process. This process
will go before City Council sometime in July. It will be given to the Arts Commission before going
to Council. Each individual art project will be addressed separately as well as the overall general
process.
She also informed the Commission the 1992 Pops Concert will be an issue statement before City
Council at its June 16 meeting when Council is asked to adopt the budget. This item has been
pulled from the overall operating budget and will be discussed separately by City Council. The
Arts Office is checking with the Symphony to see if the date is still available so that if Council
decides to go ahead it can do so. The only way the Symphony could perform would be for the

City to underwrite it. If the Arts Office charges, the City would be reimbursed with whatever
monies were raised. Mrs. Beardsley further explained there is a certain risk for the City if it is not
fully reimbursed. Council may not be willing to do that. The Commissioners discussed funding
possibilities.
It is possible to rope off the Pops site area, have two entrances and charge $5 per person. Even
with could have a lot of volunteers, there's no way to keep people who don't want to pay out.
One just has to rely on most people being willing to contribute to have it happen. Commissioner
Batter stated that we could do PR and use the local newspaper for free advertisements and
explain why we need to charge.
Mrs. Beardsley stated that $5 per person probably won't pay for the whole concert. For the City
to charge much more than $5 probably wouldn't work. Commissioner Wood asked if Mrs.
Beardsley would anticipate any dropoff of attendance if we charge. Mrs. Beardsley and
Commissioner Ladouceur stated yes. Commissioner Ladouceur stated that what has been so
wonderful about the concert is the goodwill that it creates and the fact that it is free. Roping the
sets it apart. People would probably sit on the outside of the rope and listen to the music.
Commissioner Spencer stated we should ask for a donation instead of charging and let it go at
that. He further stated that we're putting people on a more positive footing about it. Mrs.
Beardsley stated that Escondido and the Batiquitos Foundation had tables in front for people
who could contribute large amounts.
Commissioner Wood stated that if we're going to pay we should keep it as simple as possible -
it would be better to keep it $5 per adult. Commissioner Wrench agreed that it should be kept
simple because of using volunteers, but thought charging by the car would be better. Mrs.
Beardsley stated that the drawback to charging by the car would be whether the police would
let us do it. We don't know how it would back up traffic, it could be a problem from their point
of view.
Mrs. Beardsley suggested waiting until the 16th, and if Council decides to go ahead with the
Pops concert, she would get together with the Police Department and see if charging by car is
feasible. She felt the Arts Office could get volunteers from the Big Bang Committee, Rotary and
the Arts Associates to help out.
Commissioner Straub stated that Harold Stidolph would love the City to have the Youth
Symphony perform and they are a less expensive. She further stated she understood that Mrs.
Beardsley had reservations on whether they would draw a crowd. Mr. Wrench stated that on a
given day they are certainly as good as the Symphony. Mrs. Beardsley stated she explained to
Mr. Stidolph the City does not have a stage, lights, shell, etc. Mr. Stidolph seemed to think that
they could probably arrange to use the Symphony's.
Mrs. Beardsley asked the Commission if they wanted her to pursue the Youth Symphony. Mrs.
Ladouceur stated that it may be a good idea to have the figures for the youth symphony. Mr.
Wrench stated that his feeling was that the Youth Symphony was not as good a draw as the San
Diego Symphony although they should be.
Mr. Spencer asked if Mrs. Beardsley was going to present this request to the City Council on
June 16. She stated she would not. She explained that the Finance Department prepares the

information for Council and she would be at the meeting for further clarification and to answer
questions from Council. Commissioner Batter felt that Council was still interested in the Pops.
Mrs. Beardsley updated the Commission regarding Tuesday night (June 2, 1992). The City
Attorney has talked with Andrea Blum. She is going to go ahead with the landscape changes.
The Parks planner will be talking to her during the next week. The landscape changes will be
underway probably in the next couple of weeks, and then the artist will be asked to remove the
north boundary bars. Then Council will decide at that point whether or not they want to proceed
to the next step. Ms. Batter asked if Andrea was aware of the waiver. Mrs. Beardsley stated that
Ms. Blum was aware. Mrs. Beardsley said she will get a copy of the minutes of the Council
meeting to the Commission when they are available. She will see that the Commission gets a
copy once they become available to look at. Commissioner Wrench asked if there was a tape
of this meeting as well. Arts Staff replied that there is a videotape of this meeting that is available
to be checked out at the Library. Mr. Wrench stated it would be interesting to compare the
official record with the videotape.
Consultants to the Housing and Redevelopment Department have recommended a black box
theatre showing movies in the Village. The Arts Commission needs to be aware of what is
happening with the Housing and Redevelopment Advisory Committee.
Commissioner Straub asked if regular movies were going to be shown at the Carlsbad Theatre.
Staff did not know of any plans.
Mrs. Beardsley informed the Commission she would be attending the National Assembly of Local
Arts Agencies conference taking place in Phoenix and Tucson June 5 through June 9.
Mrs. Beardsley also informed the Commission about the CALAA (California Assembly of Local
Arts Agencies) Board Meeting/Retreat taking place on July 17 and 18. She suggested that
perhaps the Commission would like to host this group before or during the July 17 jazz concert.
Arts Associates Report
In the absence of an Arts Associates Board member, Mrs. Beardsley gave the Arts Associates
report.
The Festejando a las Madrecitas was held on May 9 and was a very successful multi-cultural
event. Throughout the day attendees at the event numbered more than 500 even though the
weather was not the best. It represented the cultures from South America not just Mexico.
The Arts Associates will be holding their fundraising event for the new art gallery during the last
jazz concert of this year, August 28 at Calavera Hills Park. They will be selling box suppers and
would appreciate the Arts Commission's support on this event.
The Arts Associates also held their annual meeting on May 21 at the Arts Office. It was a time

to recognize the board members as well as being a very nice affair.
Mrs. Beardsley also stated that Mrs. Wrench has been president of this organization since its
inception in 1987 and she is going off as President and off the Board. Commissioner Straub
stated it would be nice for the Commission to give outgoing President Jackie Wrench a goodbye
celebration/thank you at one of the jazz concerts with the Arts Associates Board of Directors.
The Commission chose June 19. Mrs. Straub will organize the event and ask other
Commissioners to contribute. She also stated it would be nice to give Mrs. Wrench a coffee mug
or plaque in recognition of her contribution.
New Business
Arts Element
Chairperson Ladouceur introduced the revised Arts Element and stated Commissioners should
be addressing the Element that was dated June 1,1992 Revision No. 5. Mrs. Beardsley informed
the Commission she had invited Planning staff to the meeting to address the Commission.
Commissioner Wrench asked if Planning had seen this draft. Mrs. Beardsley stated they had.
She further said that Planning staff said they wanted them all to be similar in form and she did
not know if they wanted any changes to this or not. Principal Planner Dennis Turner commented
that the Planning Department did not like to refer to other documents because it was easier for
the citizens to have it all in one. Mrs. Beardsley informed him that the Committee felt that the
Cultural Plan was too much to put into one document.
Chairperson Ladouceur stated that if the Commission had been able to compare it to the last
draft received from the Planning Department, that one could see that it has been a changed
document. It's been condensed and also you might notice the emphasis on aesthetics on all of
the City's landforms, landscaping and architecture.
Commissioner Wood asked if at the end of page one if there should be a period at the end. He
stated that a period should be put there.
Mr. Wrench asked if the Commission was familiar on how this issue came to be before it? The
Planning Department put the Arts Commission on notice that the General Plan was being redone
and if we wanted to have any input, then we better get busy - this was about four months ago.
There has been some consistency in pursuing this. Chairperson Ladouceur asked if there was
anything they were concerned about or had any additions. Mrs. Beardsley stated that the next
step was for this to go to the Planning Department. Commissioner Wrench stated it seemed to
him that if there are any changes introduced to this by any other department.city or citizens or
commission that this Commission should have the opportunity to a) be informed of it and b)
comment on it. Mr. Wrench moved that the Arts Element be forwarded to the Planning
Commission with the two provisos. Mr. Wrench stated that the Commission should have the
opportunity to comment on anything that's changed without its involvement. Commissioner
Wrench moved that this draft be adopted for forwarding to the City and processing into the

Commissioner Batter asked if the Arts Commission would be forming a fundraising committee.
Chairperson asked Commissioner Batter if she would also serve on the kite festival.
Chairperson Ladouceur asked if there was a date chosen for the kite festival. Mrs. Beardsley
stated it was April 24. Mrs. Beardsley further explained some of the programs that could take
place during the kite festival but nothing has been decided. She stated that the San Diego Kite
Club will be handling the kite portion/competition of the event. Chairperson Ladouceur asked
if the schools were going to be involved. Mrs. Beardsley replied they were. Commissioner
Straub suggested that the Arts Commission enter a kite in the event.
