MEETING OF: ARTS COMMISSION
DATE OF MEETING: November 5, 1992
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Manager's Conference Room
CALL TO ORDER:
Chairperson Ladouceur called the Meeting to order at 4:00 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Portera, Straub, Wood and Wrench.
Commissioner Spencer arrived at 4:33 p.m.
Absent: Commissioner Batter.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the October 1,1992, meeting were
approved as amended.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Ladouceur stated that the production by the Highbrow Playreaders on October 23,1992,
was well received.
Chairperson Ladouceur reported that the Arts Office was planning to hold a Christmas party for
Carlsbad Arts Organizations staff and would like to know if the Commission would like to participate.
Consensus of the Commission was yes. Connie Beardsley will report on the proposed Christmas
party at the December meeting. The tentative plans are to hold the party on December 17, 1992, at
the Arts Office.
Commissioner Portera will have a show from November 8 through December 11,1992, at the Keller
Art Gallery, 3900 Lomaland, San Diego, entitled "Change In Sight".
Chairperson Ladouceur reported there will be an opening of a new show at the Vista Gallery on
November 20, 1992, from 5:30 p.m. to 8:30 p.m. She stated that one of the duties of the Arts
Commission is to educate the public--both young and old--about the arts, and if there is a program
any Commissioner is interested in, she encouraged them to be present. Mrs. Ladouceur said that it is
very important for the Commissioners to be present at as many art functions as possible.

Manager's Report
Connie Beardsley reported that she had met with DeLoss McGraw and discussed the new Library art
work. She had samples of the paper to be used on the book and samples of the way the book will be
laid out. Mr. McGraw is about to go to press on the book and Ms. Beardsley had asked him whether
the Commission could see how it was going to look. There will be text on one page and an original
painting on the next one. Ms. Beardsley asked whether Commissioners would be interested in a visit
to the bindery. She will let the Commissioners know when this has been organized.
Ms. Beardsley gave an update on the Streetscape, Phase V, which involves Carlsbad Village Drive
from the freeway to Neiman's. Permission was refused by CalTrans for a marker at the freeway
entrance, and as far as other markers, the new Housing and Redevelopment Director prefers to ask
City Council to place the funds into a special fund earmarked for public art. The Master Plan for the
Redevelopment Area is being worked on, and there will be opportunities for public art to be a part of
that plan.
James Hubbell has a marker at the divider as you enter the Redevelopment Area going west on
Carlsbad Village Drive, which is similar to the one as you enter from Oceanside. This is in the median
planter. The entryway to Rotary Park and fences will be eliminated.
Ms. Beardsley continued, stating that she had talked with Andrea Blum and there has been no
decision on removing the bars on the north end of the Split Pavilion. Ms. Blum feels that the planting
needs to grow more before making any decision.
Ms. Beardsley stated that the Kite Festival has been canceled, since there are no funds and Hope
Wrisley did not want to Chair the Committee and work on fundraising.
Arts Education Task Force Report
Chairperson Ladouceur reported on an October 26, 1992, meeting where the Arts Education goal
statements were reviewed. The Task Force discussed the economic factors that affect the schools.
Arts in the schools was discussed, including how the voucher plan might affect the schools. The
program at Hope Elementary School was discussed and the consensus of the group was that for a
program to be successful in any school, the Principal had to be very involved and interested. The
goals and objectives will be re-worded and a plan for the schools at the next meeting, November 16.
Carrillo Ranch
Commissioner Wrench reviewed with the Commissioners the reasons for the Committee's formation
originally, stating that they were to help staff in negotiating with the developers for the dedication of
the parcels of land surrounding the Ranch. He stated that the consensus of that Committee is that
Carrillo Ranch should be a passive park, a beautiful spot encompassing historic documents and
buildings and open space. The Committee hopes to compile a report of all the meetings held and the
decisions made in order to have the report available before any actual work is begun on the park. Mr.
Wrench said there is good support for a general purpose educational area in the park, but he doubts
there will be a major theater or gallery, due to the lack of space.
In reply to query about the buildings, Mr. Wrench stated there is no master plan for the buildings,
other than to restore the present buildings. He said that if any new buildings are to be added, they
should be designed to be very interactive with the space.

Fundraisinq
Commissioner Wrench reported that the Committee has met twice to discuss funding for the Pops
Concert next year. Staff has secured the concurrence of other City Departments and the property
owners at the Saoga (formerly Sammis) property. Parking is available and does not present a
problem for the Police Department. Mr. Wrench said that the Committee is working on contacting key
people in the area with a well thought out marketing plan.
Arts Associates
Norm Dolnick reported on the Speakers Series, which will consist of four lectures and demonstrations,
starting in January at the Cultural Center. He listed the programs and stated that the programs will be
free with an Arts Associates membership, or $15 per program. The brochure will be available in
December.
OLD BUSINESS:

PUBLIC COMMENT:
There were no requests to address the Commission on a non-agenda item.
NEW BUSINESS:
Children's Museum
Cathy Boyle stated she is a parent helping to create a Children's Museum in Carlsbad. She explained
the proposed areas that would be included in such a museum and told of museums in other cities
that she has visited. In reply to query about the cost of such a museum, she felt it would take
$40,000 to open the museum. She explained plans to hold fundraisers. She is negotiating at present
with the City on obtaining a piece of property to house the museum and is having some problems.
The Commissioners thought it was a wonderful idea and offered to help, if they could.
Temporary Rotating Sculpture Exhibition
Connie Beardsley stated that she would like to proceed with the proposed Exhibition, if the
Commission approves. She said that such the temporary exhibition was eliminated from the budget,
she would like to have a rotating exhibition, with the art changing every three or six months. There
are artists willing to donate their work on a temporary basis. Concrete pads and insurance are the
expenses. Ms. Beardsley stated that the area in front of City Hall where the xeriscape is to be
installed is a possibility for a spot to display the art. Calavera Hills Park was suggested as a possible
location for art. Ms. Beardsley stated that the selection of artwork could be made by staff or there
could be a panel. Ms. Beardsley further stated that she would suggest to the Arts Associates funding
the insurance for the exhibit.
Commissioner Straub suggested having some artwork in the Village area, and suggested several
locations there.

The Commissioners were requested to give ideas to the Arts Office as to locations for the artwork and
any suggestions they might have with regard to the program.
The suggestion was made to eliminate the word "Temporary" and call it the Rotating Sculpture
Exhibition.
ACTION: On motion by Commissioner Wood, the Arts Commission instructed staff to
proceed with the Rotating Sculpture Exhibition.

ADJOURNMENT:
By proper motion, the Regular Meeting of November 5, 1992, was adjourned at 5:30 p.m.

TEMPORARY ROTATING SCULPTURE EXHIBITION
Instead of commissioning artists to design and construct artworks for exhibition within the City,
the Arts Commission proposes to arrange for artists to loan existing artworks to the City for
display at pre-designed locations.
Modest size concrete pads would be installed at four locations to facilitate the installation and
security of artworks. Each installation would be changes every four months, thus insuring a
variety of medial and styles. Each work would be insured for the wholesale value and artists
would be responsible for installation and removal of their works. Artists would be expected to
their works at no charge. The City would be expected to cover insurance costs and labeling.
