MEETING OF: ARTS COMMISSION
DATE OF MEETING: January 7,1993 (Regular)

CALL TO ORDER:
Vice Chairman Wrench called the Meeting to order at 4:00 p.m.
ROLL CALL:
Present: Commissioners Wrench, Batter, Straub and Wood. Commissioner Spencer
arrived at 4:22 p.m.
Absent: Commissioners Ladouceur and Portera
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the November 5, 1992, Meeting were
approved as amended.

COMMITTEE REPORTS:
Chairperson's Report
None.
Manager's Report
Connie Beardsley distributed copies of the schedule for Chris Procter, Visiting Artist. The deadline for
the Rotating Sculpture Exhibition is tomorrow. There will be a meeting next week to decide which
pieces will be placed on exhibit. Ms. Beardsley announced the jazz conceits have been set for next
summer, with ten concerts instead of twelve. There will be three concerts at Stagecoach, starting
June 25; three at Magee Park and four at Calavera Park.
Ms. Beardsley stated she had met with the Gallery Vista owners, who are interested in having a fund
raising event for the Pops Concert. They will plan a gallery opening. In addition, 20 percent of the
sales for the week following will be donated toward the cost of the Pops Concert. They have done
this type of project before, and have netted as much as $1,000. The dates suggested for the opening
are June 18 or June 26. The suggestion was made to select June 26, as this could be announced at
the jazz concert on June 25.
Ms. Beardsley said she had talked with Kathy Boyle of the Children's Museum, and they are planning
a fund raiser on February 11, at the Cultural Arts Center. This will be a talent show for elementary and
junior high students, with funds to go toward the Children's Museum.

Ms. Beardsley stated that the City Council requested a public art survey, to find what kind of public art
the public would like to see. She asked the Commissioners for any suggestions they might have
regarding this survey.
Arts Education Task Force Report
No report due to Chairperson Ladouceur's absence.
Fundraising Committee Report
Commissioner Wrench reported this Committee continues to meet, and have finalized a list of potential
sponsors and made a mailing at the beginning of December.
Arts Associates
Norm Dolnick reported that last night was the first presentation in the speakers' series, with over 70
people in attendance. He stated the Associates have endorsed the Temporary Art Exhibition and will
donate up to $2,000 for expenses.
Report on Sister City Student Ambassador Program
Colleen Finnegan reported on the Sister City Student Ambassador Program, and stated this was
presented to City Council on December 8,1992. She stated there had not been a delegation to
Futtsu since !990, and there has never been one to Czechoslovakia The students selected to make
the trip will complete the trip before July 5. The students are to submit a literary essay of 500 words,
a visual art piece or a performing art video. The contest is open to any Carlsbad resident in the 10th
and 11th grades. The deadline for the contest is February 12, 1993, and Ms. Finnegan urged the
Commissioners to spread the word about this program. The Arts Commission will judge the art work
and the Sister City Committee will judge the literary work. In reply to Commission query, Ms.
Finnegan stated that other students are encouraged to go along on the trip-but they must pay their
own way. Commissioners Batter and Spencer and Wood volunteered to represent the Commission on
this project.

There were no requests to address the Commission on a non-agenda item.
NEW BUSINESS:
Panel for Selection of Rotating Sculpture
Connie Beardsley requested the Commission to select the composition of the Committee for selection
of the artwork.

ACTION: On motion by Commissioner Wood, the Arts Commission recommended the
panel to review artwork submitted for the first and possibly the second display
of rotating artwork to be an Arts Commissioner, Arts Associates Member, and
two members of the public, to be selected by staff.

Allocation of 1993 Community Grants - for approval
Seena Trigas gave the report for the panel on the recommendations for distribution of $13,000 in
community grants for arts organizations or arts projects. She stated the panel reviewed all requests
and made the choices to serve the community of Carlsbad.
ACTION: On motion by Commissioner Straub, the Arts Commission approved the
recommendations of the review panel for the distribution of $13,000 in
community grants to arts organizations or arts projects, as submitted.

Bach Festival - information item
Mr. Jed Mills reported on his plans to produce a Bach Festival in Carlsbad during the summer of
1993. He stated he was not asking for funding from the Commission, as they would be doing their
own fund raising. The Commissioners expressed concern that this might conflict with the fund raising
being done for the Pops Concert. Suggestions made were that it might be better if held indoors and
at a different time of the year.
Newsletter Publication - for approval
Connie Beardsley stated that she was recommending a monthly one-page newletter/calendar. The
new format would include six ads at the bottom of the calendar to help offset the costs.
The Arts Commission, by consensus, approved staff recommendation for a monthly one-page
newsletter/calendar.
Plans for February 6 Arts Commission Workshop - for discussion
Connie Beardsley reminded the Commissioners of the Workshop planned for Saturday, 9:00 am. to
1:00 p.m., February 6. She said the Commission needs a five-year vision and a two-year work plan.
She stated she has the notes from the previous workshop if any Commissioners wish copies.
