MEETING OF: ARTS COMMISSION
DATE OF MEETING: March 4, 1993 (Regular)
TIME OF MEETING: 4:00 p.m.

CALL TO ORDER:
Chairperson Ladouceur called the Meeting to order at 4:00 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Batter, Portera, Spencer, Straub, Wood and
Wrench.
Absent: None.
APPROVAL OF MINUTES:
On motion by Commissioner Wrench, the Minutes of the January 7, 1993, Meeting were
approved as amended on page 2 to change "!" to "1".
AYES: Batter, Spencer, Straub, Wood and Wrench
ABSTAIN: Ladouceur and Portera
On motion by Commissioner Wood, the Minutes of the Workshop held February 6, 1993, were
approved as presented.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Ladouceur reported that the Workshop was very productive and that perhaps another
Workshop should be held in six to nine months. She asked the Commissioners to think of their
individual goals and keep them in mind.
Chairperson Ladouceur stated that fundraising is an issue for all existing programs as well as the
Pops Concert. She reminded the Commissioners that March 25 is the opening for the Rotating
Exhibition from 5:00 p.m. to 7:00 p.m. Recent arts events were mentioned by Ms. Ladouceur and
coming events that Commissioners might want to attend.
Chairperson Ladouceur introduced Council Member Ramona Finnila, who was in attendance.

Manager's Report
Connie Beardsley distributed copies of the calendar with high-lighted dates for this month and April.
She stated she will keep the Commissioners apprised of events that were funded by grants from this
Commission. She mentioned a two-day conference on fundraising skills and key issues in the arts.
Any Commissioners interested in attending should let Ms. Beardsley know immediately. Chairperson
Ladouceur indicated she would attend the conference.
Ms. Beardsley stated there would be a Barrio Arte Public Art Workshop, tentatively scheduled for May
15 at the Harding Center. Students will attend the workshop and then develop a portable mural.
Commissioner Wood reported that four finalists had been chosen in the Sister City Student
Ambassador contest, and an announcement will be made in a few weeks.
Ms. Beardsley called attention to the draft of the Annual Report 1992. She stated there will be a few
minor changes in the final report.
Arts Education Task Force Report
Chairperson Ladouceur reported on the January and March meetings where discussions were held on
the goals and objectives and how to implement them. Funding was a major issue and identifying
resources, as well as the need to get the information out to the schools and the community. She
stated that arts education for the schools, seniors and all different areas of the community is a very
important issue. The Task Force will meet quarterly, and there may be a yearly plan for them to go
into the schools.
Fundraising Committee Report
Commissioner Wrench reported there is a total of approximately $10,000 that has been pledged for
the Pops Concert, and this is almost half way to the goal of $25,000.
Workshop Follow-Up Reports
Commissioner Wood stated he had met with the Mayor about a presentation at the Quadrant
Meetings; however, there is such a small attendance at those meetings, and for anyone watching on
TV, the graphs are very difficult to read. The Mayor said to submit a request in writing if the
Commission wishes to be placed on the Agenda. He stated he attended the Planning Commission
meeting last night, and Culbertson Winery from Fallbrook was approved for a wine tasting room by
Pea Soup Andersen's.
Commissioner Batter left the meeting at 4:30 p.m.
Commissioner Straub stated that the Arts Commission overlaps with other City Commissions, and that
communication with the other Commissions is very necessary in order to combine forces for more
efficient programs. She said she had attended an Ad Hoc Committee meeting where the
Redevelopment area cultural plan was being reviewed, and some of the items discussed there would
be of interest to this Commission.

Carrillo Ranch
Commissioner Wrench stated that the land use decisions for the area surrounding the Ranch are
slowly grinding forward. Two recommendations to the Parks and Recreation Commission were
approved at its last meeting outlining the requirements for the developers. The committee has
established guidelines for the desirable and undesirable characteristics if and when the Ranch is
developed, and that work is substantially finished. There will be no theater or gallery, but there will be
a community lecture facility and rooms available for group meetings.
Arts Associates
Ann L'Heuruex, Vice President of the Arts Associates, reported on a recent Workshop and stated their
goals and those of the Arts Commission were almost identical. She stated that the meeting time of
Arts Associates will be changed, and that will be discussed at their next meeting. The Arts Associates
will be hosting the reception for the Rotating Art Exhibition, March 25.
OLD BUSINESS:
Commissioner Wood asked if Ms. Beardsley had a response from the City Attorney regarding the
artist's contract for Larwin Park. Ms. Beardsley reported she had spoken with the City Attorney and
he agreed something should be included in future contracts which would terminate the contract after
a period of time, should the project not be built or be extended indefinitely.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-agenda item.
tNEW BUSINESS:
1993 Summer Pops Concert
Connie Beardsley reported that the Pops Concert will be at the Saiga Property, and the total cost is
$25,000. With an admission charge, approximately $5,000 to $10,000 could be earned. The
fundraiser with Vista Gallery should bring in more funds. Ms. Beardsley requested the Commission to
take action at this time on whether a commitment should be made with the orchestra: The concert will
be held September 5, 1993, Labor Day Weekend. If funding is short, the fireworks could be
eliminated. She added that with an admission charge of $10 per vehicle, a minimum of $5,000 should
be raised.
ACTION: On motion by Commissioner Wood, the Arts Commission directed staff to
make a commitment to the orchestra for the 1993 Pops Concert to be held
September 5, 1993, at the Saiga Property.

The request was made to review the wording on paragraph #4 of the Policy Statement Regarding
Vendors at Annual Pops Concert.

1993 TGIF Jazz in the Parks Concerts
Connie Beardsley reviewed her previous report on the jazz concerts to be held this year. The Special
Events Committee had concerns about pedestrian traffic on Carlsbad Boulevard, and Ms. Beardsley
asked for the Commission's direction on whether to hold the concerts at Stagecoach Park and
Calavera Hills Park only. The suggestion was made to paint a pedestrian crosswalk by the Park to
enable people to cross with some degree of safety. The Commissioners felt it was important to hold
the concerts at Magee Park.
ACTION: On motion by Commissioner Wood, the Arts Commission voted to continue
the jazz concerts with the same schedule as in the past.

1993 Rotating Art Exhibition
Connie Beardsley reported that there will be four art works in the temporary exhibition. The first one
will be placed March 9, and the others between March 20 - 25. The art work at the Safety Center is
entitled "Cowgirl". The second one will be installed at the Paseo Plaza Real Shopping Center (where
the new Library will be built), and will be three ceramic figures, eight feet tall. The third piece will be
placed by the main Library and will be three bronze children figures. The fourth piece will be installed
in the courtyard of City Hall where the reception will be held, and will be a zebra and egg. These
pieces will stay through June and then new ones will replace them every three months. The Arts
Associates are paying for the insurance on the art works.
The consensus of the Commission was for staff to proceed with the planning for this Exhibition.

Commissioner Wood stated he would like to see the City take a hard look at the format for their
Quadrant meetings and maybe change them back to small neighborhood meetings.

City of Carlsbad Arts Commission
POLICY STATEMENT REGARDING VENDORS AT ANNUAL POPS CONCERT
Whereas, the annual Summer Pops Concert has expanded to an audience of 6,000
people; and
Whereas, the enjoyment and convenience of this audience may be enhanced by
the provision of on-site vendor services of food, novelty items and other consumer
products.
Therefore, the Carlsbad Arts Commission establishes the following policy
concerning vendor operations at the annual Summer Pops Concert:
The number of on-site vendors shall be limited to five, including the Arts
Associates.
The vendor shall be a local not-for-profit organization whose proceeds will
be used for community benefit, or
The vendor shall be a business operation contributing a specified sum of
monies to the Carlsbad Arts Office or its designee in exchange for vending
privileges.
No on-site cooking of foods shall be allowed excepting certain beverages
and snack goods by pre-arrangement.
All vendor applications shall be reviewed and approved by the Carlsbad
Arts Commission, with first consideration being given to the Arts
Commission's support group, the Arts Associates.
Food will not be sold during the concert performance.
