MEETING OF: ARTS COMMISSION
DATE OF MEETING: April 1,1993

CALL TO ORDER:
Chairperson Ladouceur called the Meeting to order at 4:00 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Batter, Straub and Wood.
Absent: Commissioners Portera, Spencer and Wrench.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the March 4, 1993, Meeting were approved
as presented.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Ladouceur reported that she attended the second day of the Fundamentals Workshop,
and found it very interesting, because of the information presented. She stated she will try to get a
copy of the book used at the meeting, and names and addresses for other literature that would be
helpful to the Arts Office, if the budget allowed them to be purchased. Ms. Ladouceur stated it was
interesting to see that all the different groups have the same needs and are all working for the same
dollars. There are not that many dollars available for the arts and there is a need to share those
dollars. Ways to do this in fundraising were discussed and the need for the arts to share audiences,
with the marketing phrase "cash cow" used.
To explain that phrase, Commissioner Batter stated that the term refers to a product where you make
most of your money and where your profit is the highest. She said that she felt the jazz concerts fit
that category in Carlsbad, as they have the lowest output of money for the most benefit.
Chairperson Ladouceur continued, stating that fundraising was the major issue at the Workshop and
there were a lot of good suggestions. If there is not a vision for the arts in a City, everything gets lost.
Chairperson Ladouceur mentioned the Rotating Art Exhibit the Arts Office is sponsoring, and stated it
has received good publicity. She said she enjoyed the reception by the Arts Associates and wanted
to extend the Commission's thanks to them. Ms. Ladouceur urged the Commissioners to visit all the
different locations of the exhibit. She thanked Jim Wilstermann for the descriptions at each of the
pieces and she also thanked the Members of the Selection Committee.

Chairperson Ladouceur mentioned recent arts events of interest and stated the last program of Arts
Associates speakers' series will be April 7 and will feature contemporary art in San Diego, at 8:00
p.m., at the Cultural Arts Center. She stated the Fern Street Circus had good reviews.
Chairperson Ladouceur stated that April 20 is the cutoff date to submit work for the next temporary
exhibit.
Manager's Report
Connie Beardsley stated her office is working on a brochure for public art for North County with
Escondido and other cities and this will be funded through the North County Tourism Board. There
will be an Artist's Equity Workshop on Saturday, April 3, at 9:30 a.m. at the Harding Center. Jim
Wilstermann will talk about the arts program and the opportunities for artists.
Ms. Beardsley discussed the 1993/94 arts budget, stating staff has been requested to stay with the
base line budget now and proceed, with not many significant changes between this year and next
year, as most of the cuts were already taken this year. The Pops Concert and the temporary
exhibition are still eliminated. The grants programs has been reduced, and the visiting artists program
cut in half. The jazz concerts were cut from 12 to 9, and the newsletter was changed from quarterly to
the newsletter/calendar combination (with help from the Associates on that). The technical assistance
program was also cut from the budget. The insurance for special events has to be picked up by the
Arts Office, as well as inter-departmental costs for big concerts, such as Police Department and Parks
and Recreation.
Commissioner Batter suggested that when an event such as the Carlsbad 5000 is in town, that
perhaps an art program could be planned to take advantage of the additional visitors.
Connie Beardsley continued her report, stating that the Big Bang Committee.is holding a "It's A
Country Affair", from noon to 7:00 p.m., with a band from 4:00 p.m. to 7:00 p.m. A booth can be
rented for $25. This event will be held Sunday, June 13, at Holiday Park.
Commissioner Batter was in favor of renting a booth and volunteered to be in charge of getting a
booth and manning it to advertise the jazz concerts and to have the Pops Concert Cans there for
donations. Chairperson Ladouceur will help Commissioner Batter to plan for this booth.
Connie Beardsley stated that she wanted to discuss the possibility of Lego World Family Park with the
Commission to determine what role this Commission might play. She stated there will be a children's
event on Saturday, April 17, at the Carlsbad Inn, which is free to everyone. There will be Lego blocks
there for the children to pay with, entertainment and refreshments. She asked whether the
Commission wanted to tie in with that event. The Commission requested the video on Lego World to
be shown at the next Commission meeting.
Chairperson Ladouceur suggested that the children at the schools could write letters in support of the
proposed Lego park.
Ms. Beardsley distributed photographs of the. artwork of the Mayor of the Czechoslovakia Sister City
and stated he would like to exhibit some of those here, but the cost of transportation is prohibitive.
There may be other ways of having an exchange. She also showed an article on Lloyd Hamrol in The
Guild 8.

Arts Education Task Force Report
Chairperson Ladouceur stated she gave the current report at the last meeting. There will be a
meeting of the Task Force some time in June.
Fundraising Committee Report
Connie Beardsley reported that there have been a few individual contributions and commitments, but
not of any significance. There will be a meeting of the Committee next Monday.
Arts Associates
Connie Beardsley stated that the present plan for the Pops Concert is to charge $10 per vehicle with
two or more passengers, and $5 for one person. Commissioner Wood stated that the Arts Associates
had indicated there would be a parking charge. Ms. Beardsley will contact the Arts Associates to
make certain there is no confusion about this charge.
OLD BUSINESS:
Jazz Concerts
Connie Beardsley reported that the plan is to hold nine concerts, and hopefully that will stay in the
budget. She said that the biggest problem with the concerts is the parking. Also, next year, there is
a possibility that some charge will have to be made. This would require fencing and probably holding
the concerts at only one location. The idea of a "Save the Concerts" plea was discussed to be held
one time at each location, to indicate support for the summer concerts, which would include the Pops.
Pops Concert
Connie Beardsley stated this topic has been covered.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-agenda item.
NEW BUSINESS:
Public Art Presentation
Jim Wilstermann gave an abbreviated slide presentation of the program to be presented at the Artist
Equity Workshop on April 3.
ANNOUNCEMENT:
Chairperson Ladouceur announced there would be a meeting of the California Assembly of Local Arts
Agencies on April 16, Oceanside City Hall, from 9:30 a.m. to 2:00 p.m.
