ARTS COMMISSION
May 20, 1993

CALL TO ORDER
Chairperson Ladouceur called the Meeting to order at 4:00 p.m.
ROLL CALL
Present: Commissioners Ladouceur, Batter, Platner, Spencer, Wood and Wrench
Absent: Commissioner Portera arrived at 4:14 p.m.
APPROVAL OF MINUTES
On motion by Commissioner Wood, the Minutes of the April 1, 1993, Meeting were
approved as presented.

Chairperson Ladoucuer welcomed Commissioner Platner, who was appointed to replace Patra
Straub.
By consensus of the Commission, the following items were taken out of order.
NEW BUSINESS
The LEGO Family Park
Hope Wrisley, representing the Legoland Advisory Committee, presented a video on the Legoland
park in Denmark. She answered questions of the Commissioners regarding the location of the
proposed park and stated Lego will make a decision on the location of their park in American
by July. Ms. Wrisley explained the benefits to the area that would accrue if Carlsbad is chosen
as the location for the proposed park.
Ms. Wrisley told of a local competition sponsored by the Advisory Committee, where youngsters
built a historic building, with ten groups participating. Jefferson Elementary School second and
third graders won with a replica of the train station. The prize was $500 for equipment for the
school.

OLD BUSINESS
Gallery Vista Pops Fund-Raiser
Victoria Bobbett, representing the Gallery Vista, showed the design of the announcement for the
Summer Pops fund-Raiser. There will be five donated fine art pieces to be won as prizes. All
" the proceeds from the tickets will go to the Summer Pops fund. (Connie Beardsley distributed
photographs of the donated artwork.)
Ms. Bobbett explained that the event will be from June 26 to July 3, 1993, with all of the profits
of the Gallery going toward the Summer Pops, and 20 percent of the gallery's commission on
art sales during that time. The artists' reception will be held Saturday, June 26, from 5:30 to 8:30
p.m., with the drawing for the prizes on July 3.
The suggestion was made to have a poster with the pictures of the prizes to be displayed at the
June 25 and July 2 jazz concerts. Ms. Bobbett volunteered to make a poster and give it to
Connie Beardsley.
Ms. Bobbett said the tickets to be sold for the donated artwork will be available tomorrow, May
21, and suggested that the Arts Commission be given a portion of the tickets to sell. They are
to sell for $1 each or six for $5. Chairperson Ladouceur suggested that the Commissioners
attend the June 26 opening.
Publicity for this event was discussed, and suggestions made for press releases to be done by
the Arts Office. Ms. Bobbett will write a press release and send to Ms. Beardsley to use.
NEW BUSINESS
Big Band Hall of Fame
Harold Van Roy and Donald Harris made a presentation for a Big Band Hall of Fame museum
and concert hall proposing to be built in Carlsbad. They were asking for support from the Arts
Commission for this proposed project.
Mr. Harris stated he and Mr. Van Roy have been working on this idea for 16 years to preserve
the artifacts and memorabilia of jazz and the big band musicians. The building they are
proposing would be multi-purpose, with a museum to educate young people and music lovers.
They are proposing a 4,500 seat auditorium for performing arts and also to hold band
competitions for high schools.
Mr. Van Roy stated they had met with SDG&E and the parcel of land between I-5 and the Agua
Hedionda Lagoon would be an ideal spot for this building. SDG&E had stated that they would
work with Mr. Harris and Mr. Van Roy if they received the backing of Carlsbad. They
acknowledged that parking would present a problem.

Commissioner Wood stated that there are environmental constraints around the lagoon area that
are very strict. Also, there would probably be some reaction from residents in that area.
Mr. Van Roy used an artist's .drawing of the proposed building to explain what would be
contained in the different areas. In reply to query, he stated there are no working drawing of this
proposed building.
Commissioner Wrench stated this proposal might be premature. He said that Carlsbad is ripe
for a cultural center as such, and perhaps the concert hall portion should be stressed at this
point.
Mr. Harris said the musicians will donate the funds for the building, but the immediate problem
is to obtain a site.
Suggestions were made by the Commission that Mr. Harris and Mr. Van Roy should read through
the Cultural Plan and should talk with the Chamber of Commerce.
Commissioner Wood made a motion to support the concept of a Big Band Hall of Fame to be
developed in the City of Carlsbad. There was no second.
Commissioner Wrench stated he would amend such a motion to state that he supported the
concept of a large auditorium complex in the North County and believed that the Big Band Hall
of Fame could provide an avenue for getting that auditorium complex and would be compatible
with that. He added that consultants have made studies and that information is available on what
is needed as far as a cultural arts complex. There was no second.
COMMITTEE REPORTS
Chairperson's Report
Chairperson Ladouceur thanked Commissioner Spencer for his help with the Classics Unlimited
concert in April. There will be a meeting Monday, May 24,1993, at 2:00 p.m. to discuss how to
improve the attendance. The next concert in Carlsbad will be Sunday, June 13, 7:30 p.m., at the
Cultural Arts Center. .
Chairperson Ladouceur reported that there have been several events that were very successful.
She stated that the Festejando was May 8. The Path Theatre performance is still going on. The
San Diego Youth Symphony performed May 8 at the Carlsbad Community Church.
Mrs. Ladouceur reminded the Commissioners to get tickets to sell for the donated artworks for
the Summer Pops affair at the Gallery Vista and to attend the opening. -
Connie Beardsley stated that Patra Straub had arranged with the drama group at the high school
for students to walk around at the jazz concerts with the Pops Concerts Cans (made by
Commissioner Portera) for donations for the Pops Concert. There will also be a staffed table with
a Pops Concerts Can for donations.

Chairperson Ladouceur stated that the Commission should plan something to honor Patra Straub
for her seven years on the Arts Commission. The consensus of the Commission was to have
a potluck dinner before the June 25 jazz concert. Sue Ladoucuer will contact Mrs. Straub to
determine whether she will be available to attend the concert.
Chairperson Ladouceur thanked the Arts Associates for its help with the Temporary Exhibition.
Arts Associates
Norm Dolnick reported that the Associates had purchased Diane Toomey's sculpture and a
plaque will be placed on it stating it was donated by the Carlsbad Arts Associates. He stated
that the Festejando was very successful, with the cooperation of the barrio a very vital part.
Mr. Dolnick announced that the Annual Meeting of the Associates will held be June 21,1993, at
the Senior Center.
Manager's Report
Connie Beardsley stated she had just been informed that part of the art piece at the La Costa
shopping center had been knocked over by a child and damaged.
The Arts Education Task Force will meet on June 1, at the Arts Office, at 4:00 p.m.
Ms. Beardsley announced that there will be four pieces possibly five for the second phase of the
Temporary Exhibition. Slides were shown of the pieces, with Ms. Beardsley explaining that what
is shown in the slides may not be what the final pieces will be, as they are paintings that have
to be made larger and adaptable to the outdoors.
Chairperson Ladouceur suggested that perhaps folders could be made for each artist with the
publicity and newspaper articles in them.
Ms. Beardsley reminded the Commissioners of the Classics Unlimited concert June 13.
Ms. Beardsley reported she attended the League of California Cities meeting, which was
community services-not just arts. The cuts in city budgets was discussed, with all community
services affected by declining municipal funds.
Ms. Beardsley said that AB 473 is in committee. There is discussion about changing the wording
in California law that says an artist has the rights for his/her lifetime plus 40 years to a shorter
time period. The bill as presented exempts public art. The vote in Committee was 5:5 and will
be heard again next week.
There is $30,000 in the public art fund that was for the I-5 interchanges. The City decided it did
not want the initial proposal done. The City Engineer has informed Ms. Beardsley that there will
be a 500 foot sound barrier wall on the west side of Palomar Airport Road. The suggestion was
made to perhaps include some tile work spaced along that wall. This is being considered. There

are also plans to consider submitting a proposal for art enhancement for interchanges.

Ms. Beardsley reported that the fund-raising stands at $17,000 for the Pops Concert. If anyone
wishes to staff the table for donations at the jazz concerts; let her know; also help is needed for
traffic control at Calavera Hills Park.
Carrillo Ranch
Commissioner Wrench stated there is a consensus report in the file at this time. The Committee
was very firm about wanting such a report in the file, so that when the time comes for
development, that report will be there.
PUBLIC COMMENT
There were no requests to address the Commission on a non-agenda item.

By proper motion, the Regular Meeting of May 20, 1993, was adjourned at 6:11 p.m.
