MEETING OF: ARTS COMMISSION
DATE OF MEETING: August 12, 1993
TIME OF MEETING: 4:00 p.m.
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Chairperson Ladouceur called the Meeting to order at 4:00 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Batter, Portera and Wood.
Absent: Commissioners Plainer, Spencer and Wrench.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the July 1, 1993, Meeting were approved as
presented.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Ladouceur thanked the Commissioners that are going to the Jazz Concerts. She reminded
the Commission that the last concert will be August 20 at Calavera Hills Park. She reminded the
Commissioners that the Arts Associates will be selling sack dinners at that concert. Ms. Ladouceur said
she attended "Charlotte's Web" and that was well done by the Patrons of the Arts.
Chairperson Ladouceur stated that the Rotary Club will be manning most of the assignments at the Pops
Concert. She said a sign-up sheet will be available for those who would like to help at the Concert.
Commissioner Gary Wrench has resigned from the Commission, due to a move to San Francisco.
Chairperson Ladouceur will contact him to find when he will be in town for the Commission to honor him
for his service to the Arts Commission.
Ms. Ladouceur mentioned the MiraCosta Art Faculty show and the shows at the Art Museum in Balboa
Park and in La Jolla. She explained how the "Make-A-Circus" people entertain the children and stated that
it is fun for the adults as well. She also stated that Target Stores should be thanked, as they were the
major sponsor for the event.

Manager's Report
Colleen Finnegan gave the Manager's Report, as Connie Beardsley is recovering from surgery.
Ms. Finnegan reiterated that the last Jazz Concert will be August 20, and the Arts Associates are
sponsoring a picnic dinner. The concerts have been very successful--in fact so much so, that parking
has become a big problem. She estimated that between 1,000 and 2,000 people attend each concert.
The concerts at Calavera Park are the most popular and staff has been working with the homeowners
associations in that area to make arrangements to keep people from using their private parking. There
is a shuttle bus available at Hope School, but even that has been filled to capacity.
Commissioner Batter suggested that perhaps in planning for the concerts next year, consideration could
be given to having the concerts in one central location that would be larger and provide more parking.
Commissioner Wood concurred that parking is a big problem, and commented that when the concerts
are at Magee Park, people do not complain about parking several blocks away.
Ms. Finnegan continued her report, stating that approximately $200 per concert has been collected from
donations.
Chairperson Ladouceur reported on the Rotating Art Exhibition, stating that some pieces are up for the
next phase.
Arts Associates
Connie Chartier gave the report, stating that part of Diane Toomey's art that was damaged is to be re-
installed, but the third figure is damaged beyond repair. She encouraged the Commissioners to purchase
the picnic suppers that will be on sale at the August 20 concert.
Ms. Chartier reported that Meg Chaney will get volunteers for twelve major donors for the Pops Concert.
There will be special tables for the donors and the Arts Associates will help sell sweatshirts. The
sweatshirts will be black with white lettering. The Arts Associates have helped distribute the posters
advertising the Pops Concert.
NEW BUSINESS:
1993 Summer Pops Concert
Colleen Finnegan gave the report, stating there are many different groups involved in getting the property
ready for the Pops Concert. The property will be mowed, and there is much to be done to get the parking
lot area ready. The grounds need to be cleaned, and that is the Arts Department's responsibility. The
Utilities and Maintenance Department and the Parks and Recreation Department are all involved. On the
Friday before the Concert, the people will set up the staging area, and Coast Waste Management will loan
dumpsters for use. On Saturday night, the stage crew will test the lights.

On Sunday the volunteers will be working on setting up the stage flooring, placing the chairs and
arranging the back stage area and a tent for shelter. The tables and chairs for the guests will be put in
place (donor tables), trash cans placed around the area and the road dividers and barricades put in
place. The orchestra rehearses in the afternoon, and the band begins to play at 5:00 p.m.
Ms. Finnegan continued, stating there will be traffic control at Poinsettia and I-5, and with everything
feeding into Avenida Encinas, there will be Police at the traffic signal. Also, there will be volunteers in the
parking lot of the Poinsettia Center to keep people from parking there and walking to the concert.
However, those who think they can walk in free will be surprised to find a barricade on the sidewalk where
admission will be charged.
The primary source of volunteers will be the High Noon Rotary Club. There will be an Arts Office table
with someone sitting there, there will be a medic van and security back stage.
Chairperson Ladouceur stated that the Commission had decided that there should be a charge for people
walking in to the concert, but that if that becomes a matter of good will, the charge should be determined
on a case-by-case basis. People should be informed that the City cannot afford to fund the concert, and
that is why a charge is being made.
Ms. Finnegan stated that after the concert, there will be certain clean-up crews needed. There will be
fireworks following the concert.
Chairperson Ladouceur stated that the Arts Office staff needs to be commended for all their work on this
concert.
Chairperson Ladouceur stated that the Vendor Policy needs to be discussed by the Commission.
Ms. Finnegan stated that "Cappuccino in the Park" would like to be one of the vendors for the Pops
Concert. Chairperson Ladouceur commented that the only vendor for the concert at this time is Arts
Associates. The consensus of the Commission was that this would be a good vendor to have at the
concert, and Ms. Finnegan said she would check with the City Attorney to be certain the vendor complies
with City codes.
ACTION: On motion by Commissioner Batter, the Arts Commission invited "Cappuccino in
the Park" and Chipwich to be vendors at the Pops Concert and staff to negotiate
with the vendors for the financial arrangements.

NEW BUSINESS:
Save Outdoor Sculpture (SOS!
David Richardson, SOS! Project Manager and Mario Lara, SOS! Project Coordinator, presented their
program for recruiting volunteers to train for surveys of outdoor sculpture throughout San Diego County.
This program is part of the Urban Corps non-profit youth job training organization dedicated to developing
cultural awareness and preservation of cultural and historic resources.
The Urban Corps of San Diego is coordinating a year-long survey sponsored by the National Museum
of American Art (Smithsonian Institution) and the National Institute for the Conservation of Cultural
Property. The volunteers need to be people who know their communities and will be trained in the
volunteer program before they go out to conduct the survey.
Mr. Lara stated he would like to have the support of this Commission to help them make the proper
contacts in Carlsbad to get the volunteers. There will be a workshop September 25, 1993, at Balboa Park
in San Diego. There will probably be another workshop some time in November. The survey should be
completed by May of 1994.
Chairperson Ladouceur stated that the Arts Office would be an excellent source of information for the
project and the Arts Associates. Also, the Arts Departments of the junior colleges would be another
source for recruits for the training. Ms. Ladouceur stated the Arts Commission would certainly be in favor
of any program that furthered the preservation of outdoor sculpture.
