MEETING OF: ARTS COMMISSION
DATE OF MEETING: April 7, 1994 (Regular Meeting)
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Chairperson Ladouceur called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Ladouceur, Batter, Platner, Willis and Wood.
Absent: Commissioner Spencer.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the Regular Meeting held March 3,1994, were
approved as amended.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Ladouceur stated she wished to painfully acknowledge the death of Michael Portera. He will
be remembered as a powerful voice and advocate of the arts in Carlsbad. She read a very moving tribute
to Mr. Portera, stating the art cans he fashioned for use at the jazz concerts will be a wonderful reminder
of his art work and will be used well. She said that in thinking of how he would want us to remember him
because of his art and contributions to the arts, it would be not just from the Commission, but also his
work at MiraCosta College and his own personal vision and art work. This is a loss to the art world.
Michael Portera will be missed for his humor and sense of right and wrong; he supported the Arts
Commission as a group and he will be missed for his enthusiasm and love of art and of jazz.
Chairperson Ladouceur stated that last month Commissioner Portera made the motion regarding the
Martha Heavenston piece. She suggested that in memory of that last motion for the park, that a plaque
be placed in Maxton Brown Park in memory of him.
Commissioner Batter also mentioned that one of the jazz concerts could be dedicated to Michael Portera.
ACTION: On motion by Commissioner Wood, the Arts Commission recommended that in
memory of Commissioner Michael Portera, a plaque be placed in Maxton Brown
Park dedicating the piece of art work, if approved and installed there, to his
memory.

Chairperson Ladouceur stated the Phoenix trip was a very positive experience and she thanked everyone
involved in making it a success. She said that as a group, this Commission has sat back and waited to
let time heal, and it doesn't always heal. She said the Commission needs to get art out there and educate
the people. In Phoenix, those making the trip saw big successes. Art pieces have become the pride of
the city. The mural in City Hall and the piece outside are now prized possessions of the city.
Commissioners Plainer and Willis added comments stating the trip was very worth-while. The comment
was made that people should be more involved in art works, as they then feel it belongs more to them,
and that should be done in Carlsbad.
Chairperson Ladouceur stated that doesn't always work. Sometimes a panel or committee is chosen; they
review slides and pictures and an artist is chosen for a specific area. She added that on the Heavenston
piece, that will not involve children, as that park is not an area for children. It is a small park that is used
by adults at lunch time, or for passive viewing.
Connie Beardsley asked the Commissioners to send her any ideas on images of the Lagoon, the plants,
etc., to pass along to the artist for Maxton Brown Park.
Chairperson Ladouceur discussed the recent Arts Commission Calendar events and called attention to
those coming up in April, reminding the Commissioners to check their Calendars.
Arts Associates
Connie Chartier gave the report, stating the Arts Associates had voted this morning to purchase a used
art cart for $500.00 plus shipping. The cart is 6 feet by 3 feet, solid oak, and needs refinishing. Half of
the cost of the cart will be funded by the monies left from the grant, and should be ready in time for the
first concert. It will take two men to lift the cart from a truck. Ms. Chartier stated the Arts Associates will
purchase nine portable picnic tables to raffle off at the jazz concerts, and will add a picnic basket, with
donation of $3 each or two for $5. T-shirts can also be sold from the art cart, and they will be purple with
short sleeves. The cart will be housed at the Library, and they will sell from the cart there on certain days.
The annual meeting will be May 11, 1994, at 7:00 p.m., with a musical presentation and refreshments.
Manager's Report
Connie Beardsley reported that Sister City art is displayed in the Paseo Camino Real Shopping Center
near the Branch Library. The statue for Alt Karlsbad is now to be 10 foot high. Contributions are needed
for the $20,000 cost. This artwork does not involve the Arts Commission, as it is a private commission
on private property.
Ms. Beardsley stated the Labor Day weekend concert will be on Sunday, at Stagecoach Park. This will
be a Salute to America. The Pacific Coast Concert Band and the Marine Concert Band will play, along
with different kinds of music at different times. It is hoped there will be copies of a North County Public
Art Brochure available for distribution in May or June, listing the major events. The North County Tourism
Association is paying for most of the cost of this brochure.
llene Mittman reported on the Rotating Art Exhibition, stating it is difficult to get art work since there is no
money to pay the artists, but she has located several pieces.

Connie Beardsley stated that before any new controversy starts, it is time to do a presentation on public
art in general. Commissioner Wood said that Channel 38 could do such a presentation.
Fund-raising Committee Report
Commissioner Wood reported the committee had met and discussed short-term and long-term needs for
fund-raising. Signed letters are going out to the same people that donated a year ago for the Pops
Concert. Some have been contacted by telephone, and they are willing to repeat their donation. If the
Arts Associates are going to have a raffle at the jazz conceits, that would eliminate asking for money.
Chairperson Ladouceur stated that the art cans could be left on the tables for people to make donations
if they wish.
Connie Beardsley said the Parks and Recreation Department has agreed to transport the stage from one
park to another. The people at the concerts will see the borrowed stage and hopefully contribute toward
the purchase.
Commissioner Plainer stated she had talked with Debbie Fountain of the Housing and Redevelopment
Office. Ms. Fountain had said the Carlsbad Theatre would seat 468 people and the front stage can be
used. Back stage the theatre is not fire or earthquake safe. It is all right to start showing movies at this
time. Performances would be in the late afternoon, evenings and weekends.
Chairperson Ladouceur said that the owners are willing to meet with the Commission, and suggested
Thursday, April 21, and Friday, April 22. On Thursday, the owner of the Theatre will meet with staff at the
Arts Office. The original uses for the Theatre are grandfathered in, but anything else to be presented at
the Theatre would have to go through the City process.
Arts Education
Connie Beardsley reported that the Superintendent has directed the Assistant Superintendent to come
up with an Arts Education Five Year Plan. The Task Forces are working on a plan and are moving forward
with a plan for community participation. It is up to the citizens to advocate for arts being placed as part
of the curriculum in the schools.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-agenda item.
NEW BUSINESS:
Videos for Public Art and Barrio Arte
Connie Beardsley stated that she will issue the videos individually to Commissioners who are interested
in seeing them.
Vendor Policy
Connie Beardsley stated the decision was made against having a vendor policy. Vendors will be asked
for a percentage of their gross sales.
Commissioner Batter left the meeting at 5:45 p.m.

Public Art - Discussion of site inventory
Connie Beardsley asked, in deciding the best location for art, does the Commission want to use a public
art panel to select sites or would the Commission like to do it. The Planning Department has appointed
Planner Brian Hunter to work with the staff and the Commission to identify sites for public art. There is
presently no Public Art Committee-just a panel for the Temporary Rotating Exhibition.
Chairperson Ladouceur stated she felt it would be good to list the viable sites for public art. There should
be a committee, with someone from the Commission and a mixture of others.
Commissioner Wood volunteered to represent the Commission on such a committee, with Chairperson
Ladouceur as the substitute.
