HomeMy WebLinkAbout1994-07-07; Arts Commission; MinutesMINUTES MEETING OF: ARTS COMMISSION DATE OF MEETING: July 7, 1994 (Regular Meeting) TIME OF MEETING: 4:30 p.m. PLACE OF MEETING: City Council Conference Room CALL TO ORDER: Chairperson Ladouceur called the Meeting to order at 4:33 p.m. ROLL CALL: Present: Commissioners Ladouceur, Batter, Plainer, Spencer and Wood. Absent: Commissioner Willis. APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the Regular Meeting held May 5,1994, were approved as presented. AYES: Batter, Spencer and Wood ABSTAIN: Ladouceur and Plainer COMMITTEE REPORTS: Chairperson's Report Chairperson Ladouceur thanked the Commissioners for their attendance at all the Arts events and the work done by them at the jazz concerts in getting donations. She stated the concerts are off to a smashing start, and with the help of the Arts Associates, sales of tickets for the stage are going well. Ms. Ladouceur showed a brochure entitled San Diego North County Public Art, and complimented everyone on putting together a very professional brochure. Ms. Ladouceur gave a special thanks to the Arts Associates, stating they are a very supportive group. She mentioned the work done for the opening last night. Ms. Ladouceur suggested that there be a more detailed write-up about each piece of art work of the Temporary Art Exhibition. She stated there will be a Gallery Vista opening on Saturday, July 16, 5:30 p.m. to 8:30 p.m. Connie Beardsley stated that this will be a fund raiser for the Patrons, with 20 percent of the profit on purchases being donated to the Patrons. Ms. Ladouceur continued her report, stating the Children's Museum opened June 23, with a good attendance. She stated that this is a great place to take young people to allow them to spend time playing at the Museum. July 7, 1994 ARTS COMMISSION Page 2 Chairperson's Report (Continued) Chairperson Ladouceur listed events of interest to the Commissioners and events scheduled at the local colleges and the San Diego Museums. Arts Education Report Chairperson Ladouceur stated that the A. E. Task Force is trying to get all the Cultural Chairs from all the schools for next year. She mentioned that Connie Beardsley donated her time to the School District as advisor on the arts for the School District's strategic plan. There was a mandate to come up with a program. A subcommittee met four or five times, and designated a program for strings and instrumental in grades K through 12. It has been found that due to the lack of art in the schools, children are coming to the high school level with no skills in music. There is not much money available for an arts program in the schools at the present time, but it is hoped that a program for instrumental music can be developed. Manager's Report Connie Beardsley reported that the School District is doing an overall strategic plan, and she is serving on that committee. They are working on both curricula and extra-curricula programs. Ms. Beardsley said there is a strong feeling in the community that an arts education program is needed and has been neglected. The San Diego Institute for Arts Education is a group that is working on this program. Ms. Beardsley stated that the jazz concerts are going along fine--with parking not a problem. There has been wonderful support from the Carlsbad Police Department, and the Cappuccino in the Park will give the Arts Office a percentage of their profits to go toward special events. Ms. Beardsley said there will be no stage at tomorrow night's jazz concert. A stage was rented for the last two concerts. The Salute to America is programmed and Ms. Beardsley will give the schedule at next month's Commission meeting. The program will be music indigenous to America-County Western, Dixieland, Blue Grass String, Barbershop Quartets, Gospel and the Navy band. The Rotary Club will be helping by supplying volunteers and this event will be at Stagecoach Park, 3:00 p.m., on September 4. Ms. Beardsley added that more volunteer help is needed and she asked the Commissioners to consider volunteering. Ms. Beardsley stated the Temporary Art Exhibit opening was last night, with over 70 attending. She thanked the Arts Associates and the Commissioners. There are more pieces on display this time, and the Arts Office \a working on submittals for the next exhibit. She stated that the artists are also very pleased. Summer Camp starts next Monday, July 11, through July 22. There was a waiting list for the camp, and it is hoped that this will be expanded next year. Two people have been hired to work at the camp, which will be help Monday through Friday, 9:00 a.m. through 12 noon. Ms. Beardsley invited the Commissioners to stop by to visit the camp. Ms. Beardsley stated the trip to Karlovy Vary has been postponed, as there was not enough money for the necessary down payment. This is a Sister City Committee decision. July 7, 1994 ARTS COMMISSION Page 3 Manager's Report (Continued) Ms. Beardsley continued, stating the reception for the opening of the well at Alt Karlsbad will be July 24. The statue will be arriving in October. Approximately $10,000 of the $20,000 needed has been raised. The artist will be coming to Carlsbad when the sculpture is dedicated. Ms. Beardsley asked the Commissioners to consider whether they wanted to host an artists in residence program while the artist is in Carlsbad. He does not speak much English, and this would cause a problem. He will be here in October. Fund Raising Report Commissioner Wood reported on the funds received, stating that Commissioner Batter raised $5,000, with $4,000 for the September 4 event and $1,000 for the purchase of a stage. He stated that combined with the Arts Associates, there will be approximately one half of the necessary funds available for the purchase of a stage. Commissioner Batter added to the report, explaining about the donations received and listing the ones that are pending at this time. Arts Associates Connie Chartier gave the report, listing the donations and subscribers to Arts Associates. She explained how the reception held last night was nearly free, due to the great team effort in getting donations. Ms. Chartier reported on the fund raising for the Arts Office stage, stating that at the first jazz concert, there were six volunteers, who collected $792.00; last week there were ten volunteers, and $1,087 was collected. She stated that she had nine volunteers available for the jazz concert tomorrow night; and several Commissioners volunteered to join the other nine. PUBLIC COMMENT: There were no requests to address the Commission on a non-agenda item. NEW BUSINESS: The next item was taken out of order. Presentations bv Mr. McConnhea Regarding Art Exhibitions in the Village Area Mr. McConnhea stated that his organization, CAPA, is a non-profit association of professional arts to present outdoor art shows in the north coast area They would like to present shows in Carlsbad. Mr. McConnhea said he had made a presentation to the Redevelopment Agency and now is asking for the support of the Arts Commission. They show in Oceanside at the present time, with a show every Thursday morning at the Farmers' Market and two Sundays. This coming Sunday they will be at the Oceanside Harbor and Civic Center. Mr. McConnhea stated they would like to show on Saturdays in Carlsbad. This would be an outdoor show, and they are not asking for any funding; just support. They would also get involved in the education program in Carlsbad. Connie Beardsley stated that there will be a Farmers' Market in Carlsbad in September-on Wednesday afternoons. July 7, 1994 ARTS COMMISSION Page 4 ACTION: On motion by Commissioner Wood, the Arts Commission endorsed the efforts of the CAPA and support them to bring their art shows into Carlsbad. AYES: Ladouceur, Batter, Plainer, Spencer and Wood Sculpture Garden Connie Beardsley asked the Commissioners to consider various issues involved in establishing a sculpture garden in the lawn area of the Elmwood House. People cannot be going through the area on a daily basis, and Ms. Beardsley thought maybe an open fence could be placed so people could view the sculpture from the street. Also, if the house is open for a reception, then the people could go into the garden to view the sculpture. It could be open certain hours, with someone on duty to monitor the public. Ms. Beardsley stated that the paintings that are to be placed in the new Library when it is built, will be hung in the main Library tomorrow. Chairperson Ladouceur requested a note of appreciation be sent to the Arts Associates. Note was made that the jazz concerts do not always indicate that the City of Carlsbad Arts Office is the sponsor of the concerts.
