MEETING OF: ARTS COMMISSION
DATE OF MEETING: December 1, 1994 (Regular Meeting)
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Batter, Ladouceur, Plainer, Willis and Wood. Commissioner
Spencer arrived at 4:39 p.m., and Commissioner Pynes arrived at 4:40 p.m.
Absent: None.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the Regular Meeting held October 7, 1994,
were approved as amended.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter reported that Connie Beardsley and she met October 27 to discuss celebrating the
Tenth Anniversary. The decision was made to have an event each month to highlight the Anniversary and
to call attention to that event in the newsletter. It is hoped that these events will be on cablevision, if
possible. Other ideas discussed were T-shirts, a contest in the schools for the children to come up with
art designs and to get the message into the homes through the children. The plans also include making
the Pops concert on Labor Day, a grand finale concert.
Chairperson Batter stated that another item discussed was a chart to show where the Arts Commission
is going and what their vision is for the year, along with the projects they are working on, to keep the
mission for the year available to remind everyone just what is to be accomplished.
Commissioner Wood stated that the Arts Associates had discussed that same thing at their meeting this
morning. He suggested that perhaps the two charts should be coordinated.
Connie Beardsley stated that they are doing a calendar and will combine the Commission's dates with
those of the Arts Associates, and perhaps take it a another step to outline the dates and who is working
on what.

Chairperson Batter stated that the calendars could be separate and where they are doing projects
together, that could be highlighted.
Commissioner Ladouceur said that this would make everyone more aware of their commitment to
communicate with the other groups, including City Council and the other Commissions. Hopefully this
Commission will follow through with attendance at their meetings. She suggested assigning one
Commissioner to the other Commissions and have them attend a meeting of that group. For example,
she felt someone should be attending the Carrillo Ranch Committee meetings.
Chairperson Batter stated that the next item discussed was the Pops Concert on Labor Day Weekend, and
the consensus was to have that with the Symphony Orchestra. She said that Dick Roberts, the largest
contributor, had suggested bringing various business people together to find ways to fundraise. A
luncheon meeting had been tentatively planned for December 14, with Cablevision as the host.
Chairperson Batter completed her report stating that public art had been discussed at the meeting, and
that will be covered under New Business.
Manager's Report
Connie Beardsley reported that some of the paintings that were at the Vista Gallery had to come down,
and they are now at the Cultural Arts Center for the month of December. She said there are a number of
functions to be held at the Center this month, and that should provide good exposure for the paintings.
Ms. Beardsley listed activities planned for December and January, and stated they are listed in the Arts
Calendar. The grant requests are in and they will be reviewed by the panel. She reminded the
Commission that Commissioner Spencer is the Representative on that panel. Ms. Beardsley stated she
wanted to present to the Commission the suggestion that the Commissioners take the responsibility of
visiting the groups that have requested the grants to see what is happening with each group. The grants
will be on the January agenda for approval.
Fundraisinq Report
Commissioner Wood stated that no funds have been raised at this time. Letters have been sent out to the
contributors and he felt that plans for the luncheon should go forward. Those businessmen could be
asked for names of people they feel might become contributors.
Commissioner Wood stated that the statue of John Frazier will be unveiled on Sunday, December 4, at
2:00 p.m., with Vaclav Lokvenc, ex-Mayor of Karlovy Vary (formerly Karlsbad) Czechoslovakia-Carlsbad's
Sister City here for the ceremony. This will be at Alt Karlsbad, 2802 Carlsbad Boulevard.
Arts Education Report
Commissioner Ladouceur reported that the Task Force meeting was well-attended, with a few
representatives from the parents still to be obtained. She stated that Richard Keely explained the
programs going on in the schools, and she felt that great progress has been made in establishing arts
programs. The next meeting of the Task Force is January 10,1995, and Commissioner Ladouceur invited
everyone to attend that meeting.

Arts Associates Report
Connie Chartier reported on a meeting held this morning, and stated that a full-scale membership drive
is planned for February. She stated that the Arts Associates are trying to put together a 1995 calendar with
regular events listed, plus the new things they are thinking of doing. The Associates agreed to sell tickets
for the Vista Gallery for a fundraiser in May. They hope to have the Art Cart in business by February at
the time of the membership drive. The Associates are also planning fundraisers for the cultural garden
to be placed outside of the Arts Office.
Ms. Chartier announced the Arts Associates Christmas Party will be December 15,1994, at Commissioner
Wood's home, 4770 Brookwood Court, 5:00 p.m. to 7:00 p.m.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-agenda item.
OLD BUSINESS:
None.
NEW BUSINESS:
Benbow Bullock Artwork
Connie Beardsley referred to the memorandum dated November 9, 1994, regarding this artwork, a copy
of which was included in the packet. She stated that the question before the Commission is whether to
accep't this artwork. There is work to be done, such as re-painting and re-finishing and putting the artwork
in another site, or installing it correctly in its present site. It will cost approximately $2,000 to do the
necessary work on the sculpture.
Commissioner Ladouceur inquired whether there is not a procedure for accepting artwork, including a
committee to study the offer and make a recommendation. Ms. Beardsley agreed that there is a
procedure for this type of donation, but the artist needs to know right away, and a separate panel had not
been formed.
Ms. Chartier stated there was mixed reaction to the art piece and some people objected to the cost to
repair the work at the Temporary Art Review Panel.
Connie Beardsley stated that it was felt that the present site was not a suitable spot for the artwork, and
it would have to be discussed and decided where to place it. She thought it would be better to ask the
Charles Schwab Office whether it could be left where it is temporarily, until there is time to take the offer
through the proper process.
ACTION: On motion by Commissioner Wood, the Arts Commission agreed to ask for an
extension of time for moving the Benbow Bullock artwork to allow the offer of the
donation of the artwork to proceed through the regular acquisition process.

Temporary Art Exhibition
Connie Beardsley showed slides of the applicants for the next Temporary Art Exhibition.
ACTION: On motion by Commissioner Wood, the Arts Commission accepted the
recommendations of the Panel for the January 1995 Exhibition.

Public Meeting
Chairperson Batter stated that a public meeting had been discussed with the public invited to talk about
public art.
Connie Beardsley stated that Naomi Nussbaum, Visual Arts Coordinator, had prepared the information for
this proposed public meeting, and a copy of her proposal was included in the packet. The idea is to talk
about the public art program and the next steps; particularly, in conjunction with the tenth year anniversary.
Chairperson Batter suggested that public art from other communities and other times should be discussed.
Art work that was controversial at one time, and is now accepted and appreciated should be included.
Connie Beardsley stated she had talked with the Planning Department today and they are just beginning
the plan for the Barrio and ways to incorporate public art into that plan. She said they felt it would be
appropriate for the Arts Commission to meet with some of the people from the Barrio prior to the January
or February meeting to discuss ways to include public art in their master plan.
Commissioner Wood asked Commissioner Ladouceur what she meant by her comments at the last
meeting regarding public art.
Commissioner Ladouceur stated that her intent by the comments she made was to have the City Council
be aware that the people in Phoenix had watched what happened in Carlsbad with public art and although
the long, fair process was followed, when it came down to the Council backing the process, they did not.
She said that in Phoenix the art program was better supported by their City Council. Ms. Ladouceur said
that she felt that kind of information should be given to the City Council, and that should be done following
a trip to another City when the information is still fresh in the Commissioners' minds.
Ms. Beardsley stated she did not feel this was a good time to bring this up. She felt that now there is a
new Council and what has gone on before is over and done with.
Commissioner Ladouceur suggested that perhaps it could be discussed at the public meeting as to how
other cities handle different situations with regard to public art. She felt when the Commissioners have
information about how other cities feel about what happened in Carlsbad, that the information should be
in the minutes.
Connie Beardsley suggested a report from any trip the Commissioners took be made with a copy sent to
the City Council Members.

The consensus of the Commission was to continue with the plans for a public meeting some time the first
part of 1995.

RE: SUMMARY OF ISSUES RELATING TO ACCEPTING DONATED WORK
Marmalade Dragonfly by Benbow Bullock
Description of Marmalade Dragonfly by Benbow Bullock:
Mr. Bullock has generously offered to donate this three-element (triptych) painted
steel sculpture to the City of Carlsbad. Currently, the work is installed at the corner of
El Camino Real and Faraday, just in front of the Charles Schwab office. The donor
has requested that the sculpture be sandblasted, primed and repainted and then
correctly installed on a concrete pad. Of course, he wishes that it be prominently
exhibited in the city. Anticipated cost of this refurbishing is $2,000.
Like many of Mr. Bullock's sculptures, Marmalade Dragonfly was inspired by ancient
history and mythology. The brightly colored geometric shapes, made of steel and
aluminum, give an archetypal feeling. Its human scale gives it a certain dynamism,
especially with the design echoes created by its shadow effect.
All of Mr. Bullock's works are unique, one-of-a-kind sculptures, although his style is
quite distinctive. Marmalade Dragonfly was completed in 1990. Dimensions are 9'H x
15' x 2. It can be approached from any angle thereby offering multiple views, all of
which are different and interesting.
Aesthetic Quality:
Utilizing the artwork's ability to create interesting shadow effects increases its
aesthetic value. Location is a very important factor in maximizing this sundial
mechanism. The three brightly colored geometric shapes stand out, especially
against a light background.

Suitability for Public Display:
Unless carefully positioned, this triptych could be vulnerable to being used as a
"jungle gym" by children who don't know any better. Perhaps because of its sharp,
angled corners and edges, children will stay away. The yellow and orange colors will
show signs of vandalism easily.
The resetting of the piece in concrete will be a one-time occurrence. The special
paint can be used to recoat every 3-5 years, depending on need. Whether or not
sandblasting will be required every 3-5 years, is unknown.
Estimated cost of refurbishing and reinstalling this time: $2,000.
Wholesale Value of Artwork:
Currently, this artwork is insured by Parsac at a wholesale value of $10,750.

COMMENTS:
Many of my sculptures reveal myths and ideas that are rolling a round in my head. The use of
geometric shapes gives some of them an archetypal feeling. I feel that the process of creativity is as
much a process of discovery as it Is the generation of something that did not exist before. A
sculpture looks and feels right if the discovery process is achieved. Concept gives art its strength and
unity. The product Is the physical evidence that a creative process has occurred. Conceptual ideas
belong to whoever understands them.

PUBLIC ART MEETING
In discussion of the 1 0th year celebration, the Arts Commission recommended public
meetings to discuss public art and other issues identified in the Cultural Plan. Staff is
recommending that a meeting be scheduled for January or February.
The proposed Public Art Meeting should be open to all members of the public and widely
publicized to garner the broadest representation possible.
The meeting will solicit input from the public on how they would like to see the program
develop. 1995 begins the 10th year of the program. A variety of kinds of artwork has
been placed in the City. Initially meetings were held to determine the direction of the
public art program and these ideas were incorporated in development of the public art
program thus far. This meeting will offer an opportunity for community members to make
recommendations on sites, kinds of art and the direction they would like to see the
program grow in the next five years.
Attached is a memo from the Visual Art Coordinator outlining a possible concept for a
community sculpture. This could be introduced in the discussion at the meeting to see
if it is of interest to those attending.

PROPOSAL FOR JANUARY '95 PUBLIC MEETING
CONCEPT:
A participatory project involving all community segments. A joint effort will
consolidate community spirit while producing an artwork for the City.
PROCEDURE:
1. Upon approval of the Arts Commission, this project should be placed on the
agenda of the next Public Meeting to be held in January/February '95.
2. Invitations to interested and active community members should be sent to
encourage community participation at the meeting. Groups represented should
include:
* art/art-related professionals
* teachers & professors (not necessarily teaching art)
* business and corporate community members
* Hispanic community leaders and other minority representatives
* Armed Forces & Veterans
* Historical society, Lagoon Foundations, and other interest groups.
3. At the Public Meeting, rather than define what we would like as the next public art
project, we need to encourage all present to actively give their own suggestions. Use
of a facilitator may be necessary to build consensus.
4. Depending on the public's response, a press release should be written describing
the outcome of this meeting and the projected plans for the installation or creation of
the public art work.
PROPOSAL FOR A COMMUNITY-PARTICIPATORY PUBLIC ART WORK:
A public meeting will assist the city in a public art program which allows and
encourages community participation. This would not only enhance the spirit of the
community, but also foster a sense of empowerment to all segments of the
population. In selecting a qualified artist to design the project, one of the stipulations
to be made to the artist within the scope of the project is to actively incorporate
community members in the building of the project so as to reflect all ethnic
persuasions of the community at large.
Some examples are:
1. A Community Wall:
Each brick or stone is personally engraved by a community member and a whole
ritualistic event is planned for the installation of the wall. Each segment of the
community must be involved so that every single person living in Carlsbad can
identify and enjoy at least some of the "stones" in the wall.
2. Special Path:
In the vain of the Snake Path (Alexis Smith, Stuart Collection, UCSD Library - see
attached), some kind of interesting path could be built using the same philosophy as
described in 1. above. There are many possible locations. A special path could be
designed to be embedded in the seawall area near downtown. Another location
could be on a path along one of the City's lagoons, or in one of the City's many
parks, or it could be tied to the Barrio plans.
3. Bus Stop Shelters:
An artist could design a generic bench to be used wherever a bench was ordered
throughout the city. Components would include a consistent design with multi-
cultural elements differentiating each one.
4. Fountain:
There are many ways to encourage community participation in the construction of an
interesting fountain. The key again is to have the artist create the design which would
encourage and reflect all segments of the City without losing the aesthetic integrity.
5. Lagoons:
Use an artist to work with one or more lagoon foundations to assist in educating the
public about the plants, ecology and history of the lagoons.
These are just a few suggestions to help the community participants begin discussion
on the direction they would like to see public art develop in the City of Carlsbad.
