MEETING OF: ARTS COMMISSION
DATE OF MEETING: September 7, 1995 (Regular Meeting)

CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Batter, Ladouceur, and Wood. Commissioner Pynes arrived at
4:49 p.m.
Absent: Commissioners Plainer and Willis
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the August 3, 1995, Meeting were approved
as presented.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter reminded the Commissioners of the Carlsbad Arts Associates' reception honoring the
six participating artists in the next Temporary Art Exhibition, Thursday, September 21,1995, from 5:30 p.m.
until 7:00 p.m., at the San Dieguito National Bank, 675 Carlsbad Village Drive. She also called attention
to "An Evening in Spain" with the Yaelisa & Solera Flamenco Dance Company, Saturday, September 30,
1995, 8:00 p.m., at the Carlsbad Cultural Arts Center. This is being presented by the Carlsbad Arts
Associates and the Friends of the Carlsbad Library.
Manager's Report
Connie Beardsley reported that the RFP's for the I-5 corridor have gone out. The funding for the design
for the entire corridor project has been in place since 1990, and originally included the Poinsettia
interchange, the Palomar Airport Road and La Costa interchanges. This will be a landscape concept,
including special focus for the southern and northern boundaries of the City. Now it includes all seven
interchanges. The request is asking for landscape architects and artists to submit proposals. The Visual
Arts Committee will review the proposals, with three finalists to be selected. They will be paid to build
models and drawings which will be displayed at both libraries. Ms. Beardsley said that in order to get
public input information will be sent out through the paper and newsletter to have the public submit ideas
on what they think is important to have at the intersections. She said it is hoped that the finalists will be
determined by the beginning of October.

Manager's Report
The funds available are to develop the design concept only. A plan will then be in place when the money
becomes available to do the work. The designs will come before this Commission. Ms. Beardsley said
that Commissioner Willis is the representative from this Commission on the Visual Arts Committee.
Ms. Beardsley said that the City has been discussing the possibility of consolidating the Arts Commission,
Sister City Committee and the Historic Preservation Commission. She said she wanted this Commission
to know that this is being discussed.
The Historic Preservation Commission is educational. They have been staffed by Don Rideout in
Community Development.
Ms. Beardsley said that the Sister City Committee is already under the Arts Office's jurisdiction and the Arts
Office is servicing two commissions.
Commissioner Ladouceur stated that if there was only one commission, it would mean a lot less citizens
involved and less focus on each area. She said the only way that art is palatable, is to cloak it in a cultural
robe-as that is the only way the public will buy into it. She said she felt this would be a copout on the
City's part.
Chairperson Batter stated that the City Council should be approached on this subject, either in person or
with a letter, and a report given to them as to why this Commission would object strenuously.
Connie Beardsley stated that originally the Sister City Committee was a private committee, but they weren't
getting enough volunteers, so it was brought under the City. Because of the projects and staff having to
do more and more work, it now takes quite a bit of the Arts Office's time. However, they do not need to
do as many activities, and volunteers could do some of the things on their own. Ms. Beardsley said that
if consolidated, her office would do less than they do now for the Sister City Committee.
Commissioner Pynes stated that the City needs to keep all of its commissions in place, and that she has
heard that if this action is taken, Historic Preservation Commissioners have said they would resign.
The consensus of the Commission was to oppose the proposal to combine the three commissions.
Arts Associates Report
Mig Chaney reported they have a new Board Member. She reported funds raised from the T-shirts,
$1,500; Art Ala Cart, approximately $2,100; Art of the Picnic Cookbook is in process, with the deadline for
recipes December 30. She mentioned the upcoming "An Evening in Spain" on September 30, 1995, and
stated the Arts Associates are very pleased to co-sponsor the event with the Friends of the Library, and
hope to work with them more in the future.
PUBLIC COMMENT:
There were no requests to address the Commission.

OLD BUSINESS.
Pops and Jazz Concerts Review
The Commission discussed the Jazz Concerts first, with Connie Beardsley giving a report on the income
received for the nine concerts; a total of $15,600.00. She said money in the General Fund in the Arts
Office budget for the concerts totals $11,300; donations $4,300.00; with total expenses of $17,986 to
$18.000.00. It does include the traffic control and the staff hired to set up for the concerts; but all City staff
time, Arts Office and Police, are not included. This makes the concerts in the red for about $2,400.00.
Ms. Beardsley stated there is money in the Special Events Account to make up the difference. Many
things cost more money this year, and Ms. Beardsley felt that more money should be requested for the
concerts next year.
Commissioner Ladouceur said that staff and the people who helped should all be thanked. She said there
should be a table for the Arts Office at the concerts and more focus put on the literature available there.
Chairperson Batter stated that people asked why they were not walking around with the donation cans and
felt more people would give donations if they knew that this was a project of the City's Art Office. She said
the people should be told over and over that this a program put on by the City, and is their tax dollars at
work. The Commissioners agreed that more public relations is needed to let the public know who is
sponsoring the concerts.
Connie Beardsley stated that Magee Park presented a problem with the parking. They are trying to work
with the Army-Navy Academy to get more parking there. If the Special Events Committee determines that
it is a danger to have the concerts there, it is possible they may have to cancel any future concerts at
Magee.
Chairperson Batter stated there would be a lot of reaction from the public if that happened, because that
is the most popular park. Maybe that is because it is in a central location and easy to get to.
The consensus of the Commission was that the jazz concerts are an excellent project and should be
continued, and if possible, the number of concerts increased.
The Commission discussed the Pops Concert next, and Connie Beardsley reported that income was
$18,760.00; and expenses $27,275.00.
Commissioner Ladouceur said that the Pops is an added expense, and the City loves the things the Arts
Office does, and the people love it; however, our Commissioners (Batter and Wood particularly) spend
hours and hours trying to raise money. The City Council should support the Pops Concert and fund it if
they want it. The Commissioners should not have to beg for money. If the City wants to keep doing these
concerts, is it the Commissioners job to be raising the money? She said she thought the City should be
backing the concert with more money.
Commissioner Wood concurred, and said the Commissioners should not be fund-raising.
Chairperson Batter stated that the Pops Concert is a sensitive issue and she felt the Commission and Arts
Office could not continue to do this the way it has been done. The amount of energy that Commissioners
and the Arts Office staff put into this Concert is tremendous, and she said do they want to look at the Pops
Concert as it is now. Does the Commission believe that the community wants this concert, and if so, then
should this be put on the fund-raising list.

Commissioner Wood said he felt the City should be formally approached and told that here is the cost,
and if the City wants this concert next year, the City will have to come up with the money. If not; there will
be no Pops.
Connie Beardsley stated she has mixed feelings about the Pops Concert. The Concert is wonderful—-but,
a lot of money and a lot of work for a one-day event.
Commissioner Pynes said if Council is asked to give more money for the jazz concerts, she was not
certain they would want to ask them to fund the Pops.
The consensus of the Commission was that if the City Council would fund the Pops, they would be in favor
of having the Pops, although it is a lot of extra work for the Arts Office staff and the Commission.
Chairperson Batter suggested charging for the Pops, and the Commissioners felt that staff would do the
work and the charge would have to be fairly high to break even.
Commissioner Ladouceur suggested that there be concerts with small groups, classical included, during
the winter.
ACTION: On motion by Commissioner Wood, the Arts Commission voted to eliminate the
Pops Concert for 1996.

NEW BUSINESS:
Fund-Raising - Discussion for 1995/96
Connie Beardsley said that Commissioner Wood has suggested having a program book for the jazz
concerts next year. This would become a fund-raising vehicle for the Arts program in Carlsbad.
Commissioner Wood said this would be a fund-raiser, with a book of perhaps 28 pages.
Connie Beardsley stated she will put a priority list on the Agenda for next month to address what kinds
of events the Commission wants to focus on during 96-97.
Connie Beardsley asked whether the Commission wanted to cancel next month's meeting, or hold it on
the second Thursday, October 12, and the consensus of the Commission was to change the date to
October 12.
