Chairperson Batter called the Meeting to order at 4:30 p.m. ROLL CALL: Present: Commissioners Batter, Ladouceur, Plainer and Wood. Commissioner Pynes arrived at 5:02 p.m. Absent: Commissioner Willis APPROVAL OF MINUTES: On motion by Commissioner Wood, the Minutes of the September 7, 1995, Meeting were approved as presented. AYES: Batter, Ladouceur and Wood ABSTAIN: Plainer COMMITTEE REPORTS: Commissioner Plainer called attention to a COVA OPEN STUDIOS - 95 thai will be in North County Oclober 14 and 15. She had a brochure describing the showing and slaled lhal perhaps ihis is something thai Carlsbad could do on a smaller scale. Chairperson's Report Chairperson Bailer staled she had no report at this time. Manager's Report Connie Beardsley reported that ihe LaQuinla is bringing a lour lo Carlsbad. There will be a luncheon at Neiman's on Thursday, October 19. The Commissioners were invited to participate, as Ms. Beardsley said she fell Ihis was a complimenl lo Carlsbad's program that they will be louring Carlsbad. Ms. Beardsley stated that lawn bowling will be on the Parks & Recreation Commission agenda nexl Monday, and Ihe proposal is lo build Ihis al Magee Park. If lhal happens, Ihen the jazz concerts cannot be held ihere. She said lhat if the Commissioners wanl lo lake a posilion on ihis, ihey need lo go lo ihe Parks & Recrealion Commission meeting on Monday and perhaps also send a letter lo them. October 12, 1995 ARTS COMMISSION Page 2 Manager's Report (Continued) Commissioner Wood stated he did not see how they could get a lawn bowling area into Magee Park. It will take all of the grassy area and would eliminate having any other activities there. It also is a never- ending maintenance job. The area would have to be fenced off and locked. Ms. Beardsley stated that the City thought that Redevelopment funds might be available for installing the facility at Magee Park. Commissioner Ladouceur stated that she felt the people would be aghast if they knew about this proposal; also the Historical Society. Connie Beardsley said that another consideration is that there is a sponsor for the jazz concerts there and if the concerts were moved, that sponsor would be lost. Chairperson Batter stated that the Magee Park concerts are by far the most popular of the jazz concerts; even though there is a problem with the parking. Commissioner Wood stated he will attend the Parks & Recreation Commission meeting on Monday at 5:00 p.m., and Laurie Batter said she will send a letter on behalf of the Commission. Arts Education Report Commissioner Ladouceur reported that the group met on Monday at Valley Junior High School, and there was good attendance. Almost all the cultural chairs have been appointed from the different schools; not only the Carlsbad District but San Marcos schools. Richard Keely distributed a sheet telling what each school would be doing and about the Institute for Arts involvement. Some schools have blocks of artists come in and work with the children ten weeks at a time. Some schools have artists in residence funded through the California Arts Council. She said the Commission should be very excited about that and she hopes that a slide library will be started showing some of the art events in the different schools. A framework for the arts that the district is working on was handed out to review by grade level and give feedback. Commissioner Ladouceur stated that there are only four meetings in the school year, and the schools were urged to mail in the events of interest in their schools for the arts newsletter. Chairperson Batter suggested having a throw-away camera in each school and the pictures could be turned in to the Arts Office. Commissioner Plainer stated that the arts teacher at Vista high school has managed to get a gallery that cost approximately $30,000, added on to the school. She said that artists are brought in to show work along with the students, and it is a very impressive gallery. October 12, 1995 ARTS COMMISSION Page 3 Arts Education Report (Continued) Commissioner Ladouceur stated that there should be more school art displayed at the Senior Center Building on a rotating basis. Arts Associates Report Connie Beardsley gave the report, stating that there will be a sale on Saturday, from 10:00 am. to 2:00 p.m. Arts Associates have allocated $2,000 toward the Sculpture Garden and they are in the process of printing 500 "Art of the Picnic" cookbooks. They will cost $6.00 and should be ready by December. The Christmas Volunteer "Thank-You" will be December 14, from 5:30 p.m. to 7:30 p.m., at Hap and Ann L'Heureux's home. "The Evening in Spain" event was a huge success, and was sold out, with over one hundred people being turned away. The Friends and the Arts Associates each cleared over $600. PUBLIC COMMENT: /There were no requests to address the Commission. NEW BUSINESS: The presentation by artist Wes Buist was taken out of order at this time. Presentation by Artist Wes Buist Mr. Buist stated he is President of the Creative Center in Vista. The Center is a non-profit organization and its primary purpose is to fund worthwhile organizations that can use help, and that help is provided by using art. He is hoping to find sponsors to help the pelicans at Pacific Wildlife in Laguna Niguel. They rehabilitate pelicans that have been injured, and work with volunteers. They are overworked and understaffed, and do not have time to raise funds to feed and care for the birds. He explained that there are 54 pieces of art in total; with the majority in private collections now. The object is to distribute the original to a sponsor, with prints going to other backers. There are eight sponsors at $5,400 each, and they get the original painting, with the benefits going to Pacific Wildlife. There are 100 limited prints, which will go to (12 each) to the people working as associates, and lithograph signed copies going to the supporters. There is one sponsor; 12 associates and 28 supporters. Mr. Buist stated the reason he is at this meeting today is to ask for the Commission's support in considering Carlsbad coming in as a sponsor, and using their facilities to encourage associates and supporters. He said that Oceanside and Carlsbad are two major spots for pelicans. The Commissioners explained to Mr. Buist that this Commission has no funds available and has to rely on fund-raising to continue their projects. Suggestions by Commissioners consisted of having Mr. Buist contact the Audubon Society; the Buena Vista Lagoon Foundation, the Sierra Club, the Nature Conservancy, and any other group concerned with saving the birds of the lagoons. The suggestion was made to have literature available as a learning tool in the schools and available in the Arts Office. Also, the suggestion was made to contact SDG&E. Mr. Buist stated he would like to have the pelicans included in the proposed artwork for the SDG&E plant. October 12, 1995 ARTS COMMISSION Page 4 Presentation by artist Wes Buist (Continued) Chairperson Batter stated she did not know how this Commission could provide any support, other than if one of the Commissioners would know of an organization looking for a project like this to sponsor. OLD BUSINESS: Report on 1-5 Corridor Landscape Design Project Connie Beardsley reported that the three finalists have been chosen for this project and she met with them yesterday. They will all be making models of one of the interchanges (the same interchange for each one) and they will make drawings and a note book describing their ideas. Presentations will be made at the December 7, 1995, Arts Commission Meeting at 4:30 p.m. The Commission will take no action at that time; it is an informational session, and they will give final presentations and the models will go on display at the Library. Ms. Beardsley stated that the Arts Office is doing as much advertising as possible to get public input as far as the community concept or any ideas the public would like to see to represent Carlsbad. She said the Arts Office has gotten a few responses and these have been forwarded to the finalists. The December 7 meeting will be advertised as a public meeting and the public will be encouraged to come. At the public meeting in March, the public was asked for input, and those suggestions have been given to the finalists. Ms. Beardsley stated that any place there are residences along the I-5 corridor from La Costa through the downtown area, notices are being posted and homeowner associations are being notified. The concept will cover the entire area from the south end of Carlsbad to the north end, and does not just involve the onramps and offramps. Chairperson Batter stated that she hopes as this process is going to the community that they are aware that this is an art funded project. Connie Beardsley stated this is an engineering project in which the Arts Office is helping with funding to allow artists to be a part of the team; but basically it is an engineering project. Chairperson Batter said it is important for the arts efforts to become more publicized-the good things that are done for the community and the things that the community likes. Discussion of Priorities for 1995/96 Connie Beardsley summarized the Program Priorities for the Arts Office, with the following listed in the order of their importance: TGIF Jazz Concerts Information Services Community Arts Grants Arts Education Visual Arts Fund-raising/grant writing Visiting Artists Festejando a las Madrecitas Summer Camp Pops Concert October"! 2, 1995 ARTS COMMISSION Page 5 Discussion of Priorities for 1995/96 (Continued) Chairperson Batter stated that she wanted to think back on the priorities and what the Commission is trying to do for the community. She wanted the Commissioners to think about their own talents and personal aims and determine whether they are using those talents to the best of their ability as far as the Arts Commission is concerned. Ms. Batter asked the Commissioners to think about what they feel individually they could bring to the Commission and to the community-why we are here and what do we do best, and are we utilizing our skills the best we can for the Commission-or, suggestions on how we can do that. Chairperson Batter stated she does not want to go into January without a more specific focus. She wants to feel there is a cohesive effort and that what the Commission is working on is an important project. Ms. Batter said more awareness of the importance of art needs to be developed in this community; what it is about and what we are doing. One example is the formation of a speakers bureau. Commissioner Wood stated that Connie Beardsley had mentioned at the last meeting about the possibility of the Historic Preservation Commission, Sister City Committee and the Arts Commission being combined. He asked about the status of that suggestion. Connie Beardsley stated that nothing more has been heard other than that she had expressed the Arts Commission's concerns to the Assistant City Manager and Assistant to the City Manager. She said the Historic Preservation Commission's function has changed drastically. Community Development does not feel it should have that Commission under its wing and wants someone else to take over. Ms. Beardsley said the only way the Arts Office could handle an additional commission would be to add more staff. Commissioner Ladouceur stated that she did not feel three such different groups of people should be put together with such different interests. She said that art, the way that former Mayor Casler envisioned it, needs to have one Commission focused on art. Chairperson Batter reiterated her desire to have the Commissioners state their goals and visions to be accomplished by each one in their own spectacular way. Connie Beardsley stated that the mission statement for the Commission says that they will develop and promote the arts. By consensus, the Commission agreed to have the November meeting start at 4:00 p.m. October 12, 1995 ARTS COMMISSION Page 6 NEW BUSINESS: Carrillo Ranch Committee Representative By consensus, Commissioner Wood was chosen to represent the Arts Commission on the Carrillo Ranch Committee. Connie Beardsley will ask whether the Chairperson could also attend their meetings. Presentation by Artist Wes Buist This item was taken out of order.
