MEETING OF: ARTS COMMISSION
DATE OF MEETING: January 4, 1996 (Regular Meeting)
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Batter, Ladouceur, Plainer and Willis. Commissioner Pynes
arrived at 5:10 p.m.
Absent: Commissioner Wood
APPROVAL OF MINUTES:
Sherry Freisinger of the Arts Office was present to discuss the Minutes of the December 7, 1995,
meeting. She stated she had changes submitted by Commissioner Pynes, and after Commission
discussion on other changes, the Minutes were continued until they are returned with the changes.
NEW BUSINESS:
Annual Report Slide Show
Connie Beardsley narrated the slide presentation, stating it is not in final form at this time, but gives some
idea of the general overview. She said this shows what the Arts Commission and the Arts Office do in the
community. It will be available to show to civic organizations to inform them what is going on with the arts
in the City.
PUBLIC COMMENT:
There were no requests to address the Commission.
OLD BUSINESS:
Recommendations of Visual Arts Committee for March Temporary Art Exhibition
Connie Beardsley reported that five artists have been selected for the March Temporary Art Exhibition, but
the sites have not been finalized at this time. She showed slides of four of the works and a photograph
of the fifth. Ms. Beardsley commented that much better art is being submitted by the artists, partly due
to the fact that each artist is now paid $350 to help defray expenses.

OLD BUSINESS: (Continued)
ACTION: On motion by Commissioner Ladouceur, the Arts Commission approved the
selection of the Visual Arts Committee for the March Temporary Art Exhibition; and
extended their appreciation to the Committee and their representative,
Commissioner Willis.

Discussion of Recommendations of Cultural Plan
Connie Beardsley stated that the Arts Office staff is developing a strategic plan which will update the
Cultural Plan. The Plan is almost five years old and staff wants to get a basic outline for the Commission
to review and then take to the public and focus groups. She said that the Cultural Plan was accepted by
City Council in 1991, which meant it approved the general concept, but not each specific recommendation.
Ms. Beardsley said that four Task forces were set up and they completed their assignments; however, the
results were not taken to Council.
Ms. Beardsley went through the Cultural Plan recommendations item by item with the comments that were
written in the margins. The Commissioners had copies of the report and a copy is attached to the original
Minutes on file in the Arts Office.
COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter stated she had no report at this time.
Manager's Report
Connie Beardsley reported that estimates had been received from the landscape architect for the Sculpture
Garden at the Arts Office, and they range from $20,000 to $24,000. The Arts Associates have committed
to $2,000 at this time, and staff is looking at ways to cut the costs in order to move forward with the
project.
Ms. Beardsley stated she has slides of the "Yes to Art" mural the students painted and will show it at the
end of the meeting.
Chairperson Batter inquired whether any repairs will be made to the Split Pavilion, as it is widely used and
is looking very shoddy at this time. Connie Beardsley stated she will check on this and report back to
Chairperson Batter.
Arts Associates Report
Carol Landis gave the report, stating that the second annual membership drive will be held in February.
The theme is 'We Love the Arts". She stated the cookbook sales are going well, with over 200 copies sold.
