MEETING OF: ARTS COMMISSION
DATE OF MEETING: February 8, 1996 (Regular Meeting)
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Batter, Ladouceur, Willis and Wood. Commissioner Pynes arrived
at 4:40 p.m.
Absent: Commissioner Plainer.
APPROVAL OF MINUTES.
On motion by Commissioner Ladouceur, the Minutes of the Regular Meeting held December 7,
1995, were approved as amended.
AYES: Ladouceur, Willis and Wood
ABSTAIN: Batter
On motion by Commissioner Willis, the Minutes of the Regular Meeting held January 4,1996, were
approved as presented.
AYES: Batter, Ladouceur and Willis
ABSTAIN: Wood
NEW BUSINESS:
Election of Chair
Connie Beardsley stated that at the present time she does not know whether the Arts Commission,
the Historic Preservation Commission and the Sister City Committee will be merged. She
suggested that the Commission proceed as usual with the election of a Chairperson. The
Commissioners expressed some concern with the possibility of a conflict regarding budget issues
between the Historic Preservation Commission and the Arts Commission.

NEW BUSINESS: (Continued)
ACTION: On motion by Commissioner Ladouceur, the Arts Commission voted to inform the
City Council of the possibility of budget conflicts between the Historic Preservation
Commission and the Arts Commission, in the event that a proposal is submitted
to Council to merge those Commissions.
AYES: Batter, Ladouceur, Pynes, Willis and Wood
ACTION: On motion by Commissioner Ladouceur, the Arts Commission unanimously re-
elected Commissioner Batter to serve as Chairperson for 1996.
ACTION: By unanimous consensus, Commissioner Wood was re-elected Vice-Chairperson
for 1996.
ACTION: On motion by Commissioner Wood, the Arts Commission voted to have the term
of office for Chairperson and Vice-Chairperson designated as one year from the
February meeting, with the new Officers to take office in March.
AYES: Batter, Ladouceur, Pynes, Willis and Wood
Strategic Plan
Connie Beardsley stated that most of the wording of this plan was taken from the Arts Element,
with no changes made in the Mission Statement.
The Commission, by consensus, changed the wording in the Vision Statement to read:
Because of the programs of the Carlsbad Arts Office! residents and visitors of all ages and
backgrounds:
Connie Beardsley reviewed the Strengths, Weaknesses, Opportunities and Threats with the
Commissioners making changes to be incorporated into the final draft.
Appointment of Representative to Serve on Arts Education Grant Committee
Connie Beardsley explained that this is a community advisory committee that is required by the
Arts Council for applying for the Arts Education grant.
ACTION: On motion by Commissioner Wood, Commissioner Pynes was elected as the
Representative on the Arts Education Grant Committee.
AYES: Batter, Ladouceur, Pynes, Willis and Wood
PUBLIC COMMENT:
There were no requests to address the Commission.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter reported she has noticed no improvement in Split Pavilion and it is in need of repair.
She stated the Friends need to be commended for their help and support. She also stated that it should
be noted that the use of the Pine Avenue School is an opportunity for the arts.
Arts Associates Report
Mig Chaney reported that February is their membership drive month, with the theme "We Love the Arts".
She said that letters and telephone calls are going out from the members to recruit new members. Ms.
Chaney reported that the cookbook sales are going very well, and the T-shirts are in planning for next
summer.
Manager's Report
Connie Beardsley stated she had no report at this time.
