MEETING OF: ARTS COMMISSION
DATE OF MEETING: April 4, 1996 (Regular Meeting)
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Conference Room
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Batter, Plainer, Pynes, Willis and Wood.
Absent: None.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the Regular Meeting held March 7, 1996, were
approved as presented.
AYES: Plainer, Pynes, Willis and Wood
ABSTAIN: Batter
PUBLIC COMMENT:
There were no requests to address the Commission.
Chairperson Batter read a note from former Commissioner Ladouceur, thanking the Commission for the
gift and farewell party.
OLD BUSINESS:
Carlsbad Community Arts Grants - Policy Clarification - Discussion
Connie Beardsley stated that this item originated with the approval of the grants at the December meeting.
She stated that at that time the Institute for Arts Education request, which the panel recommended, was
not approved. She said that since this topic seems to come up every year with the Community Arts
Grants requests, the Commission requested further discussion. Ms. Beardsley said that due to the $1,000
recommended request not being awarded, the total of the grants was $12,000, instead of $13,000. She
said that part of the reason the Commission turned down the recommendation of the panel was the
question of whether it was the school's responsibility to pay for this type of project. In response to query,
staff indicated that the drama club at the school is strictly on its own. They sell tickets to help defray costs,
but they get no money from the school.
Staff indicated they would like some guidelines from the Commission, so the panels will know which
requests are eligible for grants. Also, that these grants cannot make up for the schools not having arts
in their curriculum.

Chairperson Batter stated she liked the concept of matching money from the schools, which would then
indicate that the schools are interested in having arts in the curriculum.
Connie Beardsley said it is possible to have a separate fund set up for education and keep that apart from
the community grants. There could be a separate screening by the panel for those requests and they
could have their own competition for the money in those funds. Also, those requests could be screened
by the Arts Associates and other arts groups, who may want to help fund them. The suggestion was made
that specific fund-raising-projects could also be designated for the education fund.
Following a long discussion, the Commissioners agreed that perhaps a portion of the $13,000 should be
designated for education grant requests.
Connie Beardsley stated her concern with having the time to do a second process with the requests. She
stated she would contact the Chamber of Commerce and see whether they are interested in becoming
a partner with the City in this. She emphasized that the Arts Office is not a fund-raising organization, and
the only way any fund-raising would work, would be if other groups took over the program.
Commissioner Pynes made a motion to continue to fund the arts programs that affect the schools, but
have a separate panel review those requests, and fund these out of the $13,000 total grant money. The
motion was amended to specify 25 percent of the amount in the Community Arts Grants program. The
motion died due to the lack of a second.
ACTION: On motion by Commissioner Pynes, the Arts Commission recommended that 25
percent of the Community Arts Grants funds are set aside specifically to fund
requests dealing with arts education in the schools. These requests will be
entered in and selected by a separate program.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter questioned how the proposed noise ordinance being considered by the City might
affect the arts programs. Connie Beardsley stated that it will not affect arts as far as the City is concerned.
It will involve commercial establishments with amplified music and those serving alcoholic beverages. It
would not apply to indoor or outdoor concerts.
Chairperson Batter stated the flower fields festival is next weekend, and asked whether there should be
an Arts Office table at this event.
Connie Beardsley stated this was discussed at the last meeting, and this festival would not be a proper
place for the Arts Office to have representation.
Chairperson Batter stated the Torch Festival will be Sunday, April 28, 1996, at Magee Park. The band will
play and the runners will be there about 2:00 p.m.

Manager's Report
Connie Beardsley reported that the Arts Office is working on the Arts Education grant and on the visiting
artists program for next year. She stated she will be attending a Conference of the League of California
Community Services next week.
Ms. Beardsley listed some of the upcoming events planned by the Arts Office.
Carrillo Ranch Report
Commissioner Wood referred to the copy of the Strategy & Schedule for Carrillo Ranch Park Master Plan
given to each Commissioner. He asked them to read the report and note the proposed schedule of
events.
Arts Associates Report
Mig Chaney gave the report, stating there will be long and short-sleeved shirts at the jazz concerts. She
said the reception for the artists on the 28th was very nice, and they had over four hundred dollars worth
of food and drink contributed for that party. She reminded the Commissioners that the Annual Meeting
will be May 16.
