ARTS COMMISSION (Regular Meeting)
June 6, 1996
4:30 p.m.
City Council Conference Room
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p m.
ROLL CALL:
Present: Commissioners Batter, Chartier, Lignante and Wood.
Commissioner Pynes arrived at 4:45 p.m.
Absent: Commissioners Plainer and Willis.
APPROVAL OF MINUTES:

Chairperson Batter welcomed the two new Members, Commissioner Chartier and
Commissioner Lignante. She asked the new Commissioners to introduce themselves
and the other Commissioners also told of their interests in the arts.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the Regular Meeting held
April 4, 1996, were approved as presented.

COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter stated she would like to remind the Commissioners of Committee
assignments to orient the new Commissioners.

Arts Associates Board - Commissioner Wood
Chairperson Batter stated that the Artists Gathering is the first Wednesday of the
month from 5:00 to 7:00 p.m., at the Arts House, and she encouraged all
Commissioners to attend.
Chairperson Batter suggested it is time to schedule another workshop for the
Commissioners. After a discussion, the consensus of the Commission was to
tentatively set the workshop for October 26, 1996, at 9.00 a. m. in the morning
Chairperson Batter stated that this will be to do long-range planning for the
Commission, and will last approximately four hours.
Chairperson Batter stated that the July meeting would occur on July 4, and she asked
the Commissioners to decide whether they want to cancel the meeting or hold it
another day. The consensus of the Commission was to hold the July meeting on
Wednesday, July 3, 1996, at 4:30 p.m.
Manager's Report
Connie Beardsley reported that the Jazz Concerts are coming up, and the program is
at the printers and should be here next week. She said the telephone is busy people
wanting copies of the flyers. She stated that the Arts Office has taken on the fund
raising for the dinner at the last concert. Ms. Beardsley said the Arts Associates will
be busy with the T-shirts and the opportunity drawing, and therefore, the Arts Office,
together with the Arts Commission, will be responsible for the dinner. She said that
Sammy's Pizza has agreed to work with them offering a choice of pizza and salad for
$15.00. This is the retail price, and food warmers will be provided to keep the pizzas
warm. The price to the Arts Office is $7.50, earning $7.50 on each dinner. She
stated that the order forms will be in the program and she asked the Commissioners
to help in getting out to sell dinners. It will be announced at the concerts that there
will be a dinner available at the last concert, and Ms. Beardsley said the
Commissioners will be contacted to find out whether they will be present at the last
concert; and, if so, they will be asked to help at the beginning of the concert She
said the date of the concert is August 23, at Calavera Hills Park, and the concert is
from 6 00 p.m. to 8:00 p.m.
Ms. Beardsley stated that the Commissioners will be given T-shirts, and asked for
sizes from the Commissioners.
Ms Beardsley stated that she will give the Commissioners details about the concert
later.

Ms. Beardsley stated the Carlsbad Theatre is having open houses on Saturday
afternoons for the month of June, from 100 p m. until 3 00 p.m., and the general
public is encouraged to attend to see the facility.
Ms. Beardsley commented that the Valley JHS Photography Exhibit was very nice.
There were approximately 30 people at the Artists Gathering last night, and that also
was a good program.
Arts Education Report
Commissioner Pynes commented on the grant written by the Arts Office for $20,000
from the State of California, to be matched by the Carlsbad Unified School District.
The competition is stiff and she said the grant was well-written. She said she had
tried to get networking in place among the schools for assemblies, to show the costs
and effectiveness of assemblies during the year. She hopes to get feedback in order
to compile a list of assemblies and art-related things in each school, the costs, and
critique them over the summer. The grant steering committee will be meeting over
the summer to start on long-range planning, whether or not they get the grant.
Arts Associates Report
Carol Landis gave the report, and stated they now have a complete Board and are
excited about all the new people and ideas.
Ms. Landis reported the Associates will donate $3,000 for postage for the newsletter,
and they are tentatively planning a fund-raising event in February. That is the month
they seek new members and renewals, and the theme will be "We Love the Arts".
Ms. Landis stated they are gearing up for the Jazz Concerts, and will be selling the
T-shirts, cookbooks and have the opportunity drawing. She said she had a sign-up
sheet and asked for help from the Commissioners. This involves sitting at the Arts
Associates table during the concert and/or selling tickets for the opportunity drawing
PUBLIC COMMENT:
There were no requests to address the Commission.

Shore Protection Wall
Ms. Beardsley stated it is exciting to be able to report something in the field of
public art. The sea wall project was started in May of 1990, and construction is
scheduled to begin in September or October. She said that this wall will be on
Carlsbad Boulevard in the area by Agua Hedionda Lagoon; where the sand blows
across the street and piles up in the median. The wall will be 42 inches high from the
sidewalk and will be attractive. She said that Raul has done a design on the wall and
there will be three access areas, and he will work on those. She said that in August
the Arts Commission meeting will be held in the Council Chambers and noticed to the
public so they can see the presentation. There was a selection committee in 1990,
and they met with Raul, and Ms. Beardsley said she felt they should be invited to the
meeting to make comments on the design
1-5 Corridor
Connie Beardsley reported there are two representatives on that committee, and they
will be deciding the process to be used. The three finalists' models are in the Arts
Office and the committee will be selecting the finalist to create a master plan.
Batiquitos Information Center
Connie Beardsley reported that there was funding appropriated for the duck feeding
area that was not used, and has been transferred to the Batiquitos Information Center.
She felt this would be an opportunity for an artist to work together with the
Batiquitos Lagoon Foundation involved in the Center. She said she would be talking
with the Batiquitos Lagoon Foundation and will come back to the Commission with a
report.
Chairperson Batter stated there will be a meeting of the committee in June and the
Commissioners should check with Connie Beardsley for the date and attend the
meeting, if possible.
Carrillo Ranch
Ms. Beardsley reported that the selected artist will be a part of the master plan team
and work with them.
"Drawing on Carlsbad's Past" - Evaluation and Discussion for Next Year's Project
Commissioner Pynes gave the report and Judy Schwei assisted her in reporting on the
art contest. Commissioner Pynes distributed copies of a report on the process to
enable the Commissioners to evaluate the amount of work involved with this contest.
and stated that they do need help with this project if it is to continue. She said she
would like to know whether the Commission supports this project.

OLD BUSINESS: (Continued)
Commissioner Pynes stated that the number of students participating in the contest
has grown considerably, with 350 this year, and some classes not participating. That
means there could possibly be 500 participants next year. She said the winners were
awarded an art kit at a City Council Meeting. The kits were donated by the Price
Club, and there were three winners from each school. She said that this was during
Historic Preservation Week, and a Proclamation was presented to the Historic
Preservation Commission, and then the Mayor presented the prizes to the children
After the presentation, cookies and punch were served in the patio.
Commissioner Pynes said that the surveys that were returned from the teachers
indicated they all wanted to do this. She said they got good press, thanks to the Arts
Office. She said that the cost for the contest was approximately $400 and it would
be nice if the prizes included sending some of the children to art camp, but this would
involve some help from the Commission in getting out to ask for possible donations
Chairperson Batter suggested that the Commissioners take this report with them and
read through it and return to the next meeting with recommendations. She said that
she feels this is wonderful public relations and should be continued.
Connie Beardsley stated that the Commissioners should be aware that this program
only addresses the Carlsbad Unified School District, and there are other districts
serving Carlsbad children, and that needs to be addressed.
Commissioner Wood stated he felt that the parents of the children need to be involved
to have some type of organization to help with the work.
Commissioner Pynes stated she didn't want to involve the parents and would rather
have Commission support.
The consensus of the Commission was that this was an excellent project and they
would like to see it continued. They will all study the report distributed by
Commissioner Pynes and will return with suggestions and recommendations.
NEW BUSINESS:
Appointment of Representative to Arts Associates Board
ACTION: On motion by Commissioner Wood, Commissioner Chartier was
elected the Arts Associates Board Member.
