MEETING OF: ARTS COMMISSION
DATE OF MEETING: July 3, 1996

CALL TO ORDER:
Chair Batter called the meeting to order at 4:35p.m.
ROLL CALL:
Present: Commissioners Batter, Wood, Willis, Platner, Chartier and Lignante. Commissioner Pynes
arrived at 4:43 p.m.
APPROVAL OF MINUTES:
On motion by Commission Wood, approval of the Minutes of the June 6, 1996 meeting were moved to the
August I, 1996 meeting.

OLD BUSINESS
Shore Protection Wall Update
Connie Beardsley explained the process of the Shore Protection Wall artwork project to the Commission. She
discussed how the Selection Panel chose the artist for the project and the status of the project to date.
Commissioner Platner asked if Raul Guerrero had any artwork displayed locally. Mrs. Beardsley stated that
Carlsbad purchased one of his pieces, "Messagein a Bottle," a tiled bench located on the blufftop walkway on
Carlsbad Boulevard. Mrs. Beardsley further explained that the Commission will be asked to approve the tile
artwork design for the access areas only at its September meeting. The artist will present his concept at the
August I Commission meeting, which will be open to the public and will be held in City Council Chambers. City
staff from the Engineering Department will attend to answer any questions on the Shore Protection Wall.
Historic Preservation Week Art Contest
Commissioner Pynes gave the Commission a report which detailed a timeline and budget for this project.
Discussion ensued on the amount of funds requested for the 1997 contest, which inlcuded a $200 increase from
this year. Connie Beardsley stated that the request of funds for the 1997 art contest was submitted with the
Department's 1996/97 budget which was approved in June, and that any increase in funds for this project would
have to be submitted with the following year's budget. She futher explained that the Arts Office may not sponsor
a student to attend the Arts Camp as a prize of this contest out of General Fund monies. The Commission may,
however, approve providing a sponsorship with Trust Fund monies.
Commissioner Pynes motioned that the Commission request an increase of $200 in the 1997/98 budget to
continue Drawing on Carlsbad's Past Art Contest.

COMMITTEE REPORTS:
Arts Education Report - Commissioners Pynes
Commissioner Pynes stated that the California Arts Council has awarded the City an arts education partnership
grant with the Carlsbad Unified School District. The Long Range Plan Committee has met and will begin planning
how arts education can be further incorporated into the school's curriculum.

Manager's Report
Connie Beardsley stated the jazz concerts were doing well. She requested the Commissions' assistance in selling
dinners for the final jazz concert to be held at Calavera Hills Park. Sammy's California Woodfired Pizza is
donating 200 dinners at cost. Mrs. Beardsley informed the Commission she had a conflict with the date chosen
to hold the workshop. She requested the workshop be held on Saturday, November 2, 1996.
Arts Associates Report -Carol Landis
The Associates raffle and jazz t-shirt sales are doing very well. The t-shirt design is very popular.
1-5 Corridor Report- Chair Batter
Laurie Batter stated that the 1-5 Corridor Committee has been meeting and will hear the presentations of the
three finalist architect groups at its July 22 meeting.

SHORE PROTECTION WALL PROJECT - BACKGROUND
Budget: $30,000 (includes artist's fee and construction)
Total Project: 1.3 million State funds
2.0 million Federal funds
0.8 million City funds 4.1 million
Artist: Raul Guerrero, San Diego, CA
Artwork: Includes tile on the backs of four benches, tile along the top of the wall at the
three access areas and tile at the planter areas
1. Selection of Artist
The selection process used in selecting an artist for the Shore Protection Wall Project
(Seawall) was a juried limited competition. Public Art Coordinator Katya Williamson
contacted eleven artists having expertise or previous experience with projects similar to
the Shore Protection Wall project. Eight artists submitted application materials in
response to the Request for Qualifications.
The jurors for this Selection Panel met May 17, 1990, and were asked to consider the
function of the Shore Protection Wall, the neighborhood context and the aesthetics of
the site. The meeting was open to the public. The Selection Panel consisted of:
A) Mario Monroy, Carlsbad Beach Erosion Committee, Carlsbad resident
B) Patra Straub, Carlsbad Arts Commissioner
C) Richard Keely, artist and teacher, Carlsbad resident
D) John Cahill, Municipal Projects Manager
E) Pat Entezari, Engineering Department
The budget of $30,000 includes implementation as well as the artist's fee. The
Selection Panel determined that the amount was not sufficient for the artist to make
something to cover the entire wall. It was suggested that the artists look at the public
access areas.
The three finalists, Juanishi Orosco from Sacramento, Maria Aquilar from Santa Cruz
and Raul Guerrero from San Diego were interviewed by the Selection Panel.
The Selection Panel met May 30, 1990. The meeting was open to the public. The
Panel selected artist Raul Guerrero.
2. Arts Commission Approval
The Arts Commission approved the selection of Raul Guerrero as the finalist for the
Shore Protection Wall Project on June 7, 1990. The meeting was open to the public
with opportunity for public input.
3. Artist/Design Review Committee
A design review committee was formed by adding two community members to provide
community input to the Selection Panel (community representatives live near the site.)
The Design Review Committee met on July 31, 1990. The purpose of the design
review meetings are to advise the artist on community context. The two residents
added to the Panel were:
Ophie Escobedo and Sarah Marquez
The Design Review Committee discussed the importance of relating the artwork to the
ocean environment, the multicultural nature of the neighborhood, and the need to
embellish the "function" of the boardwalk area. Also discussed was safety and
resistance to vandalism.
Shore Protection Wall Project Public Art Process
*4. Arts Commission Review
The Arts Commission voted to accept the preliminary drawings and concept of the
artwork for the shore protection project as presented by the artist. The meeting was
held on December 6, 1990 at the City Council Chambers. The meeting was open to
the public.
The artist Raul Guerrero met with the Design Review Committee on December 19,
1990 to discuss design requirements for the artwork in relationship to the Carisbad
Boulevard Shore Protection Project. Raul Guerrero reviewed his design concept with
the group.
The Design Review Committee met on January 4, 1991 to review preliminary designs
as discussed in the prior meeting. The Committee agreed to approve the design at this
stage and to recommend the design to the Arts Commission.
5. Working Drawings Completed:
Engineering Department and project consultants completed working drawings.
6. US Army Corps of Engineers Approval
Obtained on July 27, 1990.
7. Planning Commission Approval
Obtained on January 31, 1991.
8. Coastal Commission Approval
Obtained on July 1, 1991 and November 15, 1994.
9. Artist's Model
The artist constructed project models accurately illustrating the appearance and scale
of the project. The models include:
A) Drawings of the shore protection wall
B) Models of 2 access areas
C) Section of wall, actual size, 5'x4' section, showing concrete color and texture
D) Drawings of tile work for the bench backs (to be presented to the Arts
Commission 8/1/96)
*10. Arts Commission Review
The Arts Commission will review the artist's final design for the tile to be placed on the
backs of benches and around the planter areas, on August 1, 1996 at its regularly
scheduled meeting. The artist will give a presentation and opportunity for public input
will be encouraged. The meeting will be publicized in advance. In addition to the Arts
Commission, the Design Review Committee will be asked to attend and participate in
the discussion prior to approval.
11. Public Display
A. The models will be displayed at the City Library and the Branch Library.
B. Public Information
Shore Protection Wall Project Public Art Process
The Arts Office will publicize both the artwork and public display information through
press releases and photographs distributed to the media.
*12. On-Going Public Information
On-going public information will be presented at appropriate public meetings.
*13. Arts Commission Approval
The Arts Commission will review public input and approve or recommend changes to
the final design at a regularly scheduled meeting.
14. Project Construction
Project is scheduled to begin construction in September/October.
