MEETING OF: ARTS COMMISSION (Regular Meeting)
DATE OF MEETING: August 1, 1996
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL
Present: Commissioners Batter, Chartier, Lignante, Platner, Pynes, Willis
and Wood.
Absent: None.
APPROVAL OF MINUTES:
On motion by Commissioner Wood, the Minutes of the June 6, 1996, meeting
were approved as changed.
AYES: Batter, Chartier, Lignante, Pynes and Wood
ABSTAIN: Platner and Willis
On motion by Commissioner Wood, the Minutes of the Regular Meeting held
July 3, 1996, were approved as presented.
AYES: Batter, Chartier, Lignante, Platner, Pynes, Willis and
Wood
COMMITTEE REPORTS:
Chairperson's Report
Chairperson Batter stated the jazz concerts are continuing to be very successful, with
record crowds every week.
Manager's Report
Connie Beardsley reminded the Commissioners about the fund raiser at the last jazz
concert. She stated they have not heard formally about the Arts Education (AE) grant
approval, but met with the AE Steering Committee and are going forward with the
long-range plan.

Ms. Beardsley stated that the 1-5 design consultants were selected and Chairperson
Batter will report on that. She stated that the new library is going forward, and with
that, the gallery will be moving forward. This will be a 2,000 square foot gallery,
and the plans are being looked at now. She said if any Commissioner wants to see the
plans, to let her know.
Carrillo Ranch Report
Commissioner Wood reported that he took a field trip to Long Beach on June 26 to
check out three rancheros there. He said that Los Cerritos was the best of the three
and he stated that they have programs there on making adobe bricks.
Commissioner Wood stated that Los Alamitos is a sophisticated rancho that is being
rebuilt from the original one small room. They receive $300,000 a year from Long
Beach and they raise over $450,000 a year. He added that it costs $50,000 to have a
wedding there. However, there are some large donations received from individuals.
Commissioner Wood stated that on August 6, Carrillo Ranch will have the dedication
of the plaque which designates the Ranch as a California Historical Site.
Arts Education Report
Commissioner Pynes reported that at their last meeting they assessed the needs of the
individual schools in the Carlsbad Unified School District. She stated they are
starting to talk about the music program and where help is needed. She said there is
a $1,000 stipend for a consultant to help formulate goals and vision of what is
wanted for the music program, and there has been talk about a band. She stated that
the next meeting will be August 9 at the Carlsbad High School and will include the
High School and Jr. High School band leaders to discuss the program and what needs
to be done.
1-5 Corridor Report
Chairperson Batter stated that Commissioner Pynes and she are on the committee and
there was a meeting on Monday to rate the three finalists. She said the two top
finalists were very strong runners and the final selection was KTUlA, with a split
vote. (She noted that the two Arts Commissioners did not vote for the firm that was
chosen. She said she was looking forward to working with the firm that was chosen
and encouraged the Arts Commissioners to attend some of the meetings.
Commissioner Pynes added that while they were looking forward to working with the
firm chosen, they have reservations about the design and would like the Arts
Commission to become involved in this. This firm had worked with CalTrans before
and that seemed to be important to some of the committee members. She said that
four of the members were looking at the project with the design as the first priority
and the others on the committee had a different prospective.

Arts Associates Report
Carol Landis gave the report and said they have been very busy every Friday night
and are doing a tremendous job. They have re-ordered T-shirts and 2/3 of all of the
shirts have been sold; also, she stated the opportunity drawing is doing very well, and
they hope to set some new records. She said there will be a party at the end of the
season to thank everyone for their hard work, and renewals, and the theme will be
"We Love the Arts".
PUBLIC COMMENT:
There were no requests to address the Commission.
OLD BUSINESS
Presentation of Artwork for Access Areas at Shore Protection Wall
The Members of the Selection Committee present were introduced, as follows:
Richard Keeley, Artist and Teacher; Ophie Escobedo, Business Woman; Mario
Monroy, Chairman of the Beach Erosion Committee at the time; Patra Straub, former
Arts Commissioner.
Artist Rail Guerrero presented his proposed artwork for the access areas of the wall,
giving a history of how his design came about, starting six years ago. A model of the
wall was displayed in the Chambers, and Mr. Guerrero explained the wall would be
concrete with a stylized fish and wave design to be included in the casting of the
wall. This concrete will be a buff color and contain no coloring.
Mr. Guerrero explained his thoughts in presenting painted tiles and mosaic tiles to
portray the meeting of the eastern Pacific with the California coast and the migration
of the covered wagons to the west. He stated that the wagons will be more literal,
and the portrayed woman and man, the hand with sifting sand and the bottle with a
note in it will be more abstract. He said that people driving by will see the mosaic
images and those walking up to the benches will see the long strips of tile.
Connie Beardsley stated that if the Commission likes the concept, the models will be
in the Library this month to allow for public comments. The Commissioners felt
there should be a written piece about this to give people the background for the
artwork.
Steve Jantz, from the Engineering Department, stated that there was a minor change
to be made in the wording to satisfy the Corps of Engineers, and there will be a
meeting to determine the cost sharing. He stated that construction should start this
fall, as they need to be finished by next April.

ACTION. The Arts Commission, by unanimous consensus, approved
the concept of the artwork as presented by Artist Raul
Guerrero, to be included in the access areas of the Shore
Protection Wall, and called for it to be displayed at the
City Library.
ADJOURNMENT
By proper motion, the Regular Meeting of August 1, 1996, was adjourned at
5:35 p.m.
