MEETING OF: ARTS COMMISSION (Regular Meeting)
DATE OF MEETING: November 7, 1996
TIME OF MEETING: 4:30 p.m.
PLACE OF MEETING: City Council Chambers
CALL TO ORDER:
Chairperson Batter called the Meeting to order at 4:30 p.m.
ROLL CALL:
Present: Commissioners Batter, Chartier, Lignante, Platner and
Wood. Commissioner Willis arrived at 4:32 p.m., and
Commissioner Pynes arrived at 4:36 p.m.
Absent: None.
APPROVAL OF MINUTES
On motion by Commissioner Wood, the Minutes of the September 5, 1996.
meeting were approved as presented. There were no Minutes for October, as
the Meeting was canceled.
AYES: Batter, Chartier, Lignante and Wood
ABSTAIN: Platner
PUBLIC COMMENT:
There were no requests to address the Commission on a non-agenda item.
OLD BUSINESS:
Artwork for Shore Protection Wall
This item is for discussion of the proposed tile artwork at access areas by artist Raul
Guerrero. The Commission may consider to approve the artwork, approve the artwork
with recommended changes, or reject the proposal. The art has been on public
display and comments have been submitted. '
Carlton Lund, Realtor, addressed the Commission, stating that he has talked with a
number of people with regard to this artwork on the wall and there are concerns about
what the tile artwork shows; particularly the covered wagons and the Polynesian
faces.

Mr. Lund stated he has been working with Wyland with regard to a mural which he
would like placed on the Encina Power Plant stack. Wyland would like to create a
couple of tile projects a year. He said that Carlsbad will become a world class city
and he would like to see an opportunity explored to have Wyland submit a couple of
renderings for the tile work on this sea wall. Mr. Lund stated that the people are
very concerned about the artwork for this wall and the majority of City Council
Members are also concerned and would endorse his idea of using Wyland.
In reply to query, Mr. Lund stated that the Encina stack project is proceeding, but it
will be three to five years before that project is undertaken.
Commissioner Wood requested a summary of the comments; stating they did receive
copies of the comments in the packet.
Connie Beardsley stated that 96 comments were received from the public, although
some were with regard to the wall itself and did not apply to the artwork. She said
that the main comment was that the tile artwork should be more relevant to Carlsbad,
instead of the covered wagons coming to the West and the Polynesian faces of people
traveling from the East.
ACTION: On motion by Commissioner Wood, the Arts Commission
rejected the concept of the tile artwork as submitted.
AYES: Batter, Chartier, Lignante, Platner, Pynes, Willis and
Wood.
ACTION: On motion by Commissioner Wood, the Arts Commission
referred the conceptual artwork submitted by Raul
Guerrero, back to Mr. Guerrero for a re-submitting of new
designs as soon as possible.
AYES: Batter, Chartier, Lignante, Platner, Pynes, Willis and
Wood.
Ms. Beardsley stated that the matter should be discussed with the artist and he should
be given copies of the written comments to help with new designs.
ACTION: On motion by Commissioner Wood, the Arts Commission
agreed to ask Raul Guerrero, the artist, to consider the
comments and objections of the public when he creates the
new designs.

Commissioner Pynes stated she objected because she felt the Commission should meet
with Raul on a casual basis.
Commissioner Pynes made a motion, which at first was not seconded, and then was
seconded for discussion, and the motion was to schedule a meeting with Raul and the
Art Commissioners for a roundtable discussion regarding the designs.
Commissioner Willis stated he was not in favor of meeting with Raul, but felt one or
two Commissioners could relay the idea to him.
Chairperson Batter stated that Commissioner Plainer wanted to meet with the artist to
discuss concerns about the technical aspects and renderings. Commissioner Platner
stated that the technical information could be dealt with separately, but she did want
to meet with Raul and ask for submission of renderings which would be closer to the
finished project.
Mr. Lund, speaking from the audience, stated that the renderings should be more
relevant to Carlsbad.
Commissioner Chartier stated the artist should be given freedom to re-submit
renderings using his own creativity and should not be too restricted by instructions
from the Commission.
The Commission discussed this at length, with the consensus being that the artist
needs to be informed as to what makes Carlsbad unique. The general opinion was(
that sketches need to be submitted to the Commission, but no &ai»frreT"of the artwork^
made until the concept is one that the Commission approves. /
In reply to query, Ms. Beardsley stated that the comments from the public were 33
against and 16 in favor, and these comments were specifically with regard to the tile
artwork on the wall.
Commissioner Pynes withdrew her previous motion at this time, with the consent of
the second.
Commissioner Pynes made a motion to have Commissioner Platner, Connie Beardsley
and herself meet with Raul. She withdrew the motion.

ACTION. On motion by Commissioner Wood, the Arts Commission
appointed Commissioners Plainer, Pynes and Chartier to
meet with the artist, Raul, together with staff, and present
the public input to him and ask him to re-submit renderings
to the Commission as soon as possible.
AYES: Batter, Chartier, Lignante, Platner, Pynes, Willis and
Wood
Chairperson Batter stated that Raul is a very talented artist and there is other work of
his on display in Carlsbad. She said the Commission wants to do what is right for
the community and to continue to be able to work in a highly professional way with
the artists they hire.
The Commission, by unanimous consensus, voted to put this item to rest and proceed
with the remainder of the agenda.
COMMITTEE REPORTS:
Chair's Report
Chairperson Batter reported on the Arts Commission workshop last weekend, and
stated that projects were assigned to the Commissioners, and that will be reported on
in January.
Manager's Report
Connie Beardsley thanked the Commissioners for attending the workshop and stated
there will be a w-orkshop on the 1-5 corridor design concept on November 14, at 6:30
p.m., at the Senior Center. She said the second visiting artist was very successful,
with a performance and a workshop. Ms. Beardsley stated that the Sister City
Committee is entertaining the Karlovy Vary delegation of 40 people tomorrow at Pea
Soup Andersen's.
Carrillo Ranch Report
Commissioner Wood suggested that Commissioners be able to ask questions at the
end of each report.
Commissioner Wood reported that progress at the Ranch is slower than the schedule.
There was a workshop on October 12 on the history of this Ranch and the other
ranches that they had toured, and the workshop was followed by a tour of Carrillo
Ranch.

Arts Education Report
Commissioner Pynes said she would defer to Connie Beardsley on part of her report.
She said the Steering Committee is making a five-year plan for art in the schools and
the subcommittee is working on a program of what should be happening in. Carlsbad
with regard to music in the schools in grades K through 12. The Art Education
Advisory Committee met and asked for volunteers to work on the art contest for the
third graders, and did get some volunteers. They are also putting together a program
for the PTA's to present on why art education should be included as core curriculum.
1-5 Corridor Report
Chairperson Batter reported that the committee met September 23, and on the way to
that meeting, she was involved in a serious car accident.
Connie Beardsley stated that the scope of work was reviewed and the contract is
ready to be signed. She urged everyone to attend the workshop on November 14.
Chairperson Batter added that the Art Commissioners have a very large interest in
this project to make certain that the art element is included in all phases.
Arts Associates Report
Carol Landis reported the Associates held a meeting this morning, and the Holiday-
Party will be on December 11, with Barbara and Arthur Wood as hosts. There will be
a lecture series starting in January, with three artists. This will be co-sponsored with
the Friends of the Library. Two Board Members are working on better support from
the business community to become members of the Associates.
Ne\v Business
The request was made by Commissioner Ruth Plainer to ask the Council to look at
Bauer Lumber as a possible site for a cultural space center. and put this item on a
future agenda.
