Arts Commission Meeting
April 3, 1997 • 4:30 p.m.
City Council Conference Room
Meeting Called To Order at 4:30 p.m.
Present: Commissioners Wood, Batter, Pynes, Platner, Lignante
Absent: Commissioner Chartier, Willis
MINUTES FOR APPROVAL
On Motion by Commission Batter, The Minutes of February 6, 1997, were approved with the
request that Committee Reports be included with all Minutes in the future.

OLD BUSINESS
Revision of Library Artwork Design - Ellen Ziegler
Arts Manager Connie Beardsley explained that Ellen Ziegler informed her after the March
Arts Commission meeting, the granite rock she planned on using in her artwork was too
expensive and she would need to use other material. However, between the time the agenda
was posted and the meeting, the artist located a granite rock to be used. This item is now
only for information purposes.
Mrs. Beardsley showed the Commission the model of Ms. Ziegler's artwork design.
Commissioner Platner asked Mrs. Beardsley if she knew how the artist proposed to keep the
water level regulated in the cistern. The Commission stated the model needed to be
displayed in scale to the space where it will be placed in the Library courtyard.
Commissioner Batter asked if there were water safety issues with this piece. Commissioner
Pynes asked how the granite rock was going to be placed on the smaller rocks surrounding it.
She stated she understood that the concept was to try to place the granite rock to look as if it
was "emerging" from the courtyard flooring. Her concern was about whether the rock is
placed in the ground or whether it will have to be placed above the ground.
Commissioner Batter stated she wanted a more complete concept from the artist.
Discussion ensued on the technical aspects of the design. Mrs. Beardsley stated the technical
details should be the responsibility of the artist. Commission Batter stated she wanted to
know how the water ran. Commissioner Pynes stated she was concerned about maintenance.

Commissioner Lignante asked if a screen was going to be placed over the top of the pool.
Mrs. Beardsley responded no. Mrs. Beardsley stated that this model and Jan Sanchez's model
would be on display in both libraries for the next month and would be brought before the
Commission for approval again in May along with public comments. She also stated that the
artwork designs would be brought-before Library Board later this month. Chair Wood
requested the Arts Office/Commission contact the Friends of the Carlsbad Library to attend
the Arts Commission meeting in May.
NEW BUSINESS
Fund-Raising
Chair Wood requested the Commission's policy on fund-raising be placed on the agenda for
discussion with emphasis on the Carlsbad Village Faire Gallery fund-raising event. Mr. Wood
provided a brief explanation and background on how and why the Commission's fund-raising
policy was created. Discussion by the Commission ensued on past fund-raising events held
with Commission participation. Mrs. Beardsley stated that it the past, the event was held in
May, and this year the timing of this event will conflict with fund-raising for the jazz concerts as
it will be held in July. Commissioner Batter requested that if the Commission chooses to
fund-raise, was it possible for Chair Wood obtain tickets in advance to be sold by
Commissioners to avoid the conflict with the jazz concerts.
On Motion by Commissioner Batter, the fund-raising policy of "no soliciting" has been
suspended for the Carlsbad Village Faire Gallery fund-raising event.

COMMITTEE REPORTS
Chair's Report
Chair Wood thanked Commissioners for attending the many activities held during the past
month. He informed the Commission that the Carrillo Ranch workshop has been postponed
until the end of May. Mr. Wood also stated he contacted Betty Laurs at NCTD regarding the
information rack at the train stations.
Manager's Report
Mrs. Beardsley reported the artwork design for the Shore Protection Wall was approved by
Council. A dedication is being planned for the end of May or first part of June. The 1-5 Master
Plan is currently being reviewed by staff and the Committee. Festejando a las Madrecitas will
be held on Mother's Day, May I I, at Holiday Park from Noon until 6:00. Mrs. Beardsley
further reported that the Arts in Bloom festival at the Flower Fields was taking place on April
5. The Arts Office provided resources. Attendance at the multicultural festival was not as

high as last year. Staff will debrief on this event and determine ways of improving attendance
next year. The Arts Office was informed that it is the recipient of a special program grant and
will be hosting an Irish dancer for a month this coming fall. The Arts Office is responsible for
obtaining housing for this artist. The Arts Office has also heard informally that its has received
a grant from the California Arts Council for the sculpture garden. Funding will take place after
July I. The Arts Office received a $3,000 CDBG grant to be used towards after school
programming or youth-at-risk. Funds will be applied to the Valley Jr. High photography
project or an after-school program at Pine.
Arts Education Report
Commissioner Pynes reported that the steering committee has been working with staff on
the 5-year plan for CUSD. Mrs. Beardsley and CUSD Arts Coordinator Richard Keely
developed a chart that depicts what arts education is taking place in the CUSD school system.
She stated that Assistant Superintendent Sue Bentley is working with the Arts Office to
prepare the grant for year 2 of the California Arts Council grant. Mrs. Pynes informed the
Commission that another middle school is planned at Aviara Oaks.
The Drawing on Carlsbad's Past contest is underway. The Committee is in the process of
obtaining judges for the artwork.
Commissioner Pynes thanked Commissioners who attended the School Board meeting on
March 12. The School Board has 'bought into" the arts education policy . The 5-year plan and
funding will be going before the School Board later this year.
Arts Associates Report
Carol Landis reported that the Arts and Lecture series was successful and is being given
serious consideration to continue. The Associates received 200 membership renewals the
past month. The annual meeting will be held on May 15, 7:00 p.m., at the Carlsbad Senior
Center.
