Arts Commission Meeting
July 3, 1997 • 4:30 p.m.
City Council Conference Room
Meeting Called To Order at 4:30 p.m.
Present: Commissioners Wood, Batter, Chartier, Kacher/Dolnick, Lignante, Willis
Absent: Commissioner Pynes
MINUTES FOR APPROVAL
On Motion by Commission Batter, The Minutes of June 4, 1997, were approved.

OLD BUSINESS
Report on Communicating the Arts - Commissioner Chartier
Commissioner Chartier gave a brief overview of the Commission's workshop that resulted
in a report on communicating the arts. He stated the purpose of this meeting's report was to
review where the Commission is on the tasks it undertook. (Please refer to attached list.)
Adopt Another Commission:
Planning Commissioners Lignante and Willis have been observing and will
continue to observe the Planning Commission. Staff will request
that Planning Commission agendas be sent to both.
Seniors Chair Wood has and will continue to observe the Senior
Commission.
Chamber Commissioner Lignante stated he promotes the arts with the
Chamber of Commerce.
Chair Wood stated he has been communicating with Council. Commissioner Batter stated
she felt more "friendly" public art would be a way to generate Council support.
Commissioners then discussed seeking private champions for the arts. Chair Wood asked
that public art/private champions be presented on a separate agenda for Commission
discussion.
School Arts/Arts Ed. Arts Manager Connie Beardsley stated that Commissioner Pynes
has been actively involved with both areas.
Communication Plan Commissioner Chartier presented an outline of a
communication plan to the Commission. (Please refer to
attached)

Review of Cultural Mrs. Beardsley informed the Commission that a couple of arts
Facilities specs. organizations had approached staff regarding space needs. A
meeting has been scheduled for August 4 to discuss this issue.
Commissioners Batter and Willis will attend the meeting if
available. Chair Wood also appointed Commissioner
Kacher/Dolnick to this task.
Design generic slide Mrs. Beardsley informed the Commission she has both a public
art presentation and generic art slide presentation.
Commissioner Batter asked Mrs. Beardsley to provide
Commissioners with a script.
Reprint format Commissioner Chartier presented the new form to the
Commission. It will be used for reprinting various arts articles
and be made available to the public.
Develop logo/theme Commissioner Chartier showed Commissioners the new arts
office logo staff developed.
Information sheet Commissioner Chartier stated this task is on hold at the present
time.
NEW BUSINESS
Consider a design competition concept for lifeguard towers on Shore Protection Wall
Commissioner Batter stated that during the shore protection wall dedication ceremony, Raul
Guerrero mentioned the concept of the City holding a design competition for the lifeguard
towers. Ms. Batter spoke to a State representative during the ceremony who expressed
interest in the concept.
Mrs. Beardsley informed the Commission that if the Commission was interested in
supporting such an endeavor, certain steps needed to be followed as there several agencies
involved. The Arts Commission directed Mrs. Beardsley to inquire with the State how
proceed with this project.
COMMITTEE REPORTS
Chair's Report
Chair Wood reported that the raffle drawing at the Carlsbad Village Faire Gallery will be held
on July 19. He also reported that there will be a Carrillo Ranch open house on July 23. Paul
Hobson, a San Diego artist, has been involved with this project and will have models on
display.
Manager's Report
Mrs. Beardsley reported that the number of copper trellises that Jan Sanchez is creating is five
(5). Modern dance visiting artist Mary Noonan will arrive from Ireland on September 15.

She will be here for four weeks to work with Carlsbad High School and La Costa Canyon
High School.
Arts Associates Report
Chair Janice Merrill-Green stated that 13 of the 15 board positions have been filled. The
Associates made $2300 during the first jazz concert, and the t-shirts are very popular.
The September Arts Commission meeting will be moved from Thursday, September 4, 1997
to Thursday, September I I, 1997.
The meeting adjourned at 5:50 p.m.

ARTS COMMUNICATION PLANS
Each major arts event or project that involves the arts
requires an Arts Communication Plan. Communication to the
various audiences will happen even without a plan, but it
will happen in an uncontrolled and haphazard way. If the
process is thought through in advance and a road map is
prepared, then the communication process is directed and
maximum benefit results.
The following outline will be used as a basis for all Arts
Communication Plans:
OBJECTIVE: What clearly are the objectives?
MESSAGE: What is it we want to say?
AUDIENCE: Whom do we want to say it too?
ASSUMPTIONS: What assumptions can we make?
STRATEGY: How should it best be said?
SCHEDULE: What is our detailed sequence of events'?
RESPONSIBILITIES: Who specifically will do what?
COST: How much will it cost?
MEASUREMENTS: How will results be determined?
By planning the communication of arts events and project
involving the arts we can know better what is going to
happen, secure necessary support in advance, reduce surprises
and help to guarantee success.
