HomeMy WebLinkAbout1998-07-02; Arts Commission; MinutesMINUTES Arts Commission Meeting July 2, 1998 • 4:30 p.m. City Council Conference Room The Meeting Was Called To Order at 4:35 p.m. Present: Commissioners Wood, Kacher/Dolnick, Pynes, Chartier, Batter Commissioner Willis arrived at 4:50 p.m. Absent: Commissioner Lignante MINUTES FOR APPROVAL Commissioner Batter requested to amend the Minutes to state she asked the Arts Office to issue a press release on Ellen Ziegler's change in her artwork design for the new Library. Chair Wood asked that his report also be included in the Minutes. On Motion by Commissioner Batter the Minutes of June 4, 1998 were approved as amended. AYES: Wood, Kacher/Dolnick, Chartier, Batter, Pynes OLD BUSINESS Sculpture Garden Gates Connie Beardsley reported the Arts Office sent out Requests for Qualifications for gates and received three responses. Artist Paul Hobson (the artist who worked on the Carrillo Ranch Master Plan) was one of the three who responded. Mrs. Beardsley stated that at the May meeting, Commissioner Chartier expressed his concern about spending $12,000 to build and install wrought iron gates for the sculpture garden. In addressing Commissioner Chartier's concerns, Mrs. Beardsley suggested temporarily using one of the two gates Mr. Hobson designed for Carrillo Ranch at the Sculpture Garden until the Ranch is built and the gate is needed there. The Arts Commission approved the design concept of the gates as part of the arts and culture component to the Carrillo Ranch Master Plan (December 1997). Commissioner Batter asked if Mrs. Beardsley knew when the gates would be needed at Carrillo Ranch. Mrs. Beardsley responded that neither gate designed by Mr. Hobson has been approved for Carrillo Ranch - both models could be presented. Commissioner Pynes stated she likes the idea of using the Carrillo Ranch gate and likes the peacock design. She would like to see a plaque installed at the gate to let people know it is intended for Carrillo Ranch. Commissioner Batter asked how the gate would be funded. Mrs. Beardsley replied that the Arts Office budgeted $12,000 for the sculpture garden gates. Mr. Hobson indicated that his gate could be designed, built and installed in the Sculpture Garden for less. The Arts Associates are donating funds toward the gate. Funds have also been allocated from a California Arts Council grant. There are no funds available from the Carrillo Ranch project. When the gate is ready to be moved to Carrillo Ranch, the Arts Office could, at that time, Arts Commission Minutes - July 2, 1998 I request funds to replace the gate in the Sculpture Garden. Commissioner Chattier stated the Sculpture Garden could be placed out in the parking lot with the remodel of the Cole Library. Mrs. Beardsley stated that no renovation is expected for this Library for some time. Chair Wood stated when Carrillo Ranch comes on line, the Commission should ask the City to replace the Carrillo Ranch gate with another wrought iron gate for the Sculpture Garden. Commissioner Chartier said he thought this was a good idea. Mrs. Beardsley stated Mr. Hobson could come back before the Arts Commission if the Commission has questions on his design that he needs to deal with. Commissioner Chartier asked if those involved with Carrillo Ranch would be amenable to any gate design. Perhaps we should go for a neutral design. Commissioner Willis stated the white wrought iron gate did not remind him of peacocks. Commissioner Batter motioned to approve hiring Paul Hobson to construct a temporary gate for the Sculpture Garden. AYES: Commissioners Wood, Batter, Pynes, Willis, Chartier, Kacher/Dolnick Commissioner Batter motioned to invite artist Paul Hobson to submit a new design or variation of one of the two designs he made for Carrillo Ranch. Discussion followed. Commissioner Willis stated a sketch should be enough. Chair Wood stated that the Arts Office public art process requires a model to be made. Commissioner Chartier asked if Paul Hobson would be paid to design a new model. Mrs. Beardsley replied that the artist would be paid upon approval of the design. Chair Wood stated Mr. Hobson was paid to work on the Carrillo Ranch Committee. Mrs. Beardsley stated the bucking bronco designed gate had significance for Carrillo Ranch. Chair Wood said he understood that $8,000 was estimated for each of the two gates, with $1,200 for fabrication, supervision and installation at Carrillo Ranch. Chair Wood closed the discussion and called for the vote on Commissioner Batter's motion. AYES: Commissioners Wood, Batter, Pynes, Willis, Chartier ABSTAIN: Commissioner Kacher/Dolnick Commissioner Kacher/Dolnick rescinded her abstention of the vote to AYE. Arts Commission Minutes -July 2, 1998 2 Commissioner Kacher/Dolnick stated she was concerned that the Arts Commission is opening the design on something it already approved for Carrillo Ranch. Commissioner Batter motioned to approve the gate as temporary for the Sculpture Garden and for Carrillo Ranch to purchase the gate when needed. Mrs. Beardsley stated the purchase of gates was not presented to Parks, KTU&A and the Kindles. She asked for clarification from the Commission on whether it was leaving it up to the artist to modify his original design or submit a new design. Commissioner Kacher/Dolnick stated the Commission was pleased with the original designs but there are reasons for modification for the Sculpture Garden. Commissioner Chartier said Mr. Hobson should be given the concept and let him decide. Commissioner Pynes stated it was important for the artist to take security and safety issues into consideration on the gate design. Chair Wood stated Mrs. Beardsley could advise the artist on these issues. Mrs. Beardsley stated for clarification that the Commission liked the two gates, the artist should, however, take security and safety issues into consideration for the Sculpture Garden and either submit a new design or take the original design and go with it. Chair Wood asked Commissioners whether they liked the bucking broncos designed gate or the white "peacock" design gate. The Commission voted for the bucking broncos gate. COMMITTEE REPORTS Chains Report Chair Wood reported he recently completed a "Take 5" taping with staff. There was a large crowd at the first jazz concert. He attended a City Council meeting where he announced the upcoming jazz concerts and told about our fund-raising jazz program. He also announced that artist Raul Guerrero will have an exhibition in San Diego opening on July 25. Manager's Report Mrs. Beardsley reported a flyer on the new Gallery will be distributed at the jazz concerts. The idea is to get the word out to help with future planning and fund-raising. The golf course models are on display in the Library. There was a large article on the artwork in the San Diego Union Tribune. Daniels is also interested in doing a piece. The opening of the golf course has been put on hold. The artwork designs will go through the process through Arts Commission approval and then will be placed on hold until a decision to go forward is made. Chair Wood asked about the comments on the artwork designs. Mrs. Beardsley replied that over 100 comments have been received and that while a majority state they approve of the Dixon/Nelson design of the three golfers, there is a good cross section of comments which Arts Commission Minutes -July 2, 1998 3 will be brought before the Commission when the artwork is considered. The golf course selection committee will meet in August. Club Pelican, part of the Creative Arts Camps, just finished. The Arts Camp and Band camp will start July 6. Staff is scheduling the Cultural Facilities Committee meeting. Commissioner Batter stated the City Council did list cultural facilities as one of its goals. Commissioner Chartier asked about the Skateboard Park. Mrs. Beardsley stated the park was still going to be built. Arts Associates Report President Barbara Nolder stated the jazz fund-raising was off to a good start - they are ahead of last year. More volunteers are needed to sell opportunity tickets. There are 13 members on the Arts Associates Board. The Associates are looking into obtaining space at the Carlsbad Village Street Faire in November. The meeting adjourned at 5:26 p.m. Arts Commission Minutes -July 2, 1998 4 TO: ARTS COMMISSION FROM: Arts Manager OLD BUSINESS: GATES FOR SCULPTURE GARDEN Council appropriated $12,000 for hand-wrought iron gates to be designed and built at the Sculpture Garden. An RFQ was mailed to numerous artists in the area and three artists responded. One of the three artists is Paul Hobson, the artist hired to work on the Carrillo Ranch Master Plan. At the June Arts Commission meeting, one the Arts Commissioners mentioned that perhaps we should consider a less expensive gate or a temporary one. I have since spoken with Mark Steyaert and the Kindles about the possibility of constructing the proposed gates for Carrillo Ranch as described in the Master Plan, in place of the gates for the Sculpture Garden. If we did this, the gates would be placed at the Sculpture Garden temporarily until the appropriate time to have them moved to Carrillo Ranch. Mark has spoken with the consultants KTU&A who have confirmed that the dimensions will work. All that I have spoken with are in favor of the idea since there is available funding from the California Arts Council grant we received last year. If the Arts Commission approves of this concept, a contract, using the proposed design, would be issued to artist Paul Hobson. It would then go to City Council for approval. CONNIE BEARDSLEY
