HomeMy WebLinkAbout1998-08-06; Arts Commission; MinutesMINUTES Arts Commission Meeting August 6, 1998 • 4:30 p.m. City Council Chambers The Meeting Was Called To Order at 4:30 p.m. Present: Commissioners Wood, Chartier, Lignante, Pynes, Roberts, Willis Absent: Commissioner Shaw Chair Wood introduced new Commissioner Constance Roberts. Approval of the Minutes On motion by Commissioner Willis, the Minutes of July 3, 1998 were approved as presented. AYES: Commissioners Wood, Pynes, Lignante, Chartier, Willis, Roberts OLD BUSINESS Sculpture Garden Gates Mrs. Beardsley explained to the Commission that the model it was viewing was a revised model of the Callaberos Gates (bucking broncos) by San Diego artist Paul Hobson, which incorporated changes made at the Commission's request. The gates are now more secure. Mr. Hobson has checked with KTU&A on the measurements required for the gates at Carrillo Ranch and the fencing at the Arts Office has been adjusted to fit these measurements (12' wide). The model has been on display for public comment at the Library for two weeks. Twenty comments were received - 13 from Carlsbad residents who liked the design, 5 from North County residents who liked the design, and 1 from North County residents who did not like the design. Commissioner Chartier asked if the gates opened in the middle and if the grillwork was secure and safe. Mrs. Beardsley replied the gates did open in the middle and the gates are more secure. Commissioner Roberts stated she was pleased with the design. Commissioner Lignante asked what the gates were made of. Mrs. Beardsley replied that the gates will be constructed from some kind of steel and painted to keep from rusting. Commissioner Pynes stated she liked the design. Chair Wood asked about the plaque for the gates. Mrs. Beardsley replied that staff will take care of this detail. Arts Commission Minutes - August 6, 1998 I Commissioner Lignante asked if the area behind the gates will be illuminated at night. Mrs. Beardsley responded that the sculptures in the Garden will be illuminated but the gates will not. On motion by Commissioner Willis, the Commission accepted the Sculpture Garden gates design and forwarded the recommendation to City Council for approval. AYES: Commissioners Wood, Lignante, Willis, Pynes, Chartier, Roberts Golf Course Artwork Mrs. Beardsley informed the Commission that each had copies of the comments from the public regarding the models which were on display in the Library for review. Commissioner Lignante stated the Golf Course Artwork Committee met and unanimously chose the T.J. Dixon/James Nelson design as the artwork for the Golf Course. He stated the Committee had suggested changes to the design attached to its approval. Mrs. Beardsley reminded the Commission that during this discussion, it should take into consideration the Committee's suggestions to Ms. Dixon and Mr. Nelson, which were: - adding a youth to the design and eliminate the caddy - make new models to include the youth Commissioner Pynes stated she preferred the design of artist Michael Davis. She stated that adding a youth to this design is okay and likes the fact that the statues are not "perfect looking" people. Commissioner Willis stated he liked the proposal the way it is. Commissioner Lignante stated he like the T.J. Dixon/James Nelson design. Commissioner Roberts stated she preferred the T.J. Dixon/James Nelson design. Mr. Davis's design was difficult to interpret. Commissioner Chartier liked artist Will Nettleship's design. It is an area piece that is also functional. He liked this concept. He stated the Dixon/Nelson budget proposal is the most brief, the two other artwork proposals have a more detailed cost analysis. He also stated that the quality of Mr. Nettleship's proposal was superior to the Dixon/Nelson proposal. Chair Wood stated he preferred the Nettleship artwork to the Dixon/Nelson artwork. Commissioner Lignante stated that the Committee felt that the Nettleship artwork was flat and golf carts would be on it most of the time since it was a staging area and the artwork would rarely be visible. He also stated the Committee was pleased about the number of public comments received. The Arts Commission voted to approve the T.J. Dixon/James Nelson artwork design as the artwork for the Golf Course and this recommendation should be forwarded to City Council Arts Commission Minutes - August 6, 1998 2 to City Council for approval. AYES: Commissioners Pynes, Willis, Lignante, Roberts NOES: Commissioner Chartier Chair Wood asked if the Commission wanted to amend the Golf Course Artwork Committee's recommendation. Mrs. Beardsley replied that the artwork design would be presented to the Golf Course Steering Committee and the Parks and Recreation Commission. The Golf Course project has been put on hold and the artwork design will not go forward to City Council until the project is back on line. Commissioner Pynes stated when artists are asked to do specific things in a redesign, that what the artist redesigns is not what is expected. She said she was inclined to accept the design as is. Mrs. Beardsley stated that the sculptures in the drawing are positioned differently from the model. Commissioner Chartier stated the statues are going to be placed in a prominent position. The artists should be asked to add a youth to the design - to remove the caddy and replace it with a youth. Commissioner Willis stated that if only one figure was going to be changed and replaced with a youth this would be okay with him, but he would not okay an additional figure. Commissioner Roberts liked the idea of "family" and said Carlsbad was a family-oriented community. Chair Wood stated he liked the idea of only keeping the three statues but making one younger. Discussion then centered on the recommended age of the youth. It was determined that a junior golfer (age 10-13) was a good age to depict. Commissioner Lignante amended the Commission's earlier vote of accepting the T.J. Dixon/James Nelson design with the change of substituting a junior golfer for the caddy. AYES: Commissioners Wood, Roberts, Pynes, Willis, Lignante NOES: Commissioner Chartier Sculpture Garden Exhibit Mrs. Beardsley stated she met with staff and the deadline for completion of the Sculpture Garden is October I. She has talked to Aesthetics, Inc. about curating the show. There are eight sculpture pads. The City is interested in using primarily San Diego area artists. The exhibition will be in place for a year. The theme suggested for the first exhibition is Arts Commission Minutes - August 6, 1998 3 "movement - air and water," which deals with fountains and wind pieces. Aesthetics, Inc. will bring slides/photos of the works of up to 12 artists for the Commission to choose from. Also as part of the exhibition, one to two drawings of the sculptures will be exhibited in the Arts Office conference room. Commissioner Pynes asked that Carlsbad artist Kenneth Capps works be exhibited in the Sculpture Garden in the future. On motion by Commissioner Pynes, the Commission accepted the concept for the first exhibition of the Sculpture Garden. AYES: Commissioners Woods, Pynes, Willis, Roberts, Lignante, Chattier COMMITTEE REPORTS Chair's Report Chair Wood stated he attended the Carlsbad Village Faire Gallery's reception, which is their annual fund-raising event. He further reported that he, Commissioner Pynes, and Lignante visited our Creative Arts Camps held during July and enjoyed Club Pelican. He stated the jazz concerts were fantastic this year with huge crowds. He appointed Commissioner Chartier to the Facilities Committee. Manager's Report Mrs. Beardsley thanked Commissioner Willis for housing Eric Runningpath during Club Pelican. She stated that over 270 children attended camps this year. The first year band camp was very successful and is part of the five-year plan with CUSD. The Gallery Committee met and asked for research on exhibitions for the gallery. Some of the shows the Committee is looking into are: Fieldstone painting exhibit of early California artists; Polaroid show; artists sales show; woodcut show, flower juried show, the works of DeLoss McGraw; a jazz/Claxton show and Going Strong. She informed the Commission that the Aviara Foundation has listed the Gallery as a recipient for fund-raising from its festival of trees held over the holidays. She stated the Gallery is scheduled to open late July or August. Fund-raising letters are being sent out to corporations. The Arts Associates will be conducting Art A La Carte sales. Also, a brochure is being designed which will be incorporated into the fund-raising solicitations. Arts Associates Report President Barbara Holder stated that jazz fund-raising was going well. Volunteers are still needed, however. A thank-you volunteer party will be held sometime in October. The Associates are looking for new members and will be participating in the November Village Street Faire. The meeting adjourned at 5:43 p.m. Arts Commission Minutes - August 6, 1998 4
