Arts Commission Meeting
September 3, 1998 • 4:30 p.m.
City Council Chambers
The Meeting Was Called To Order at 4:35 p.m.
Present: Commissioners Wood, Chartier, Shaw, Pynes, Roberts
Absent: Commissioners Lignante and Willis
Approval of the Minutes
On motion by Commissioner Chartier, the Minutes of August 6, 1998 were amended to
change Commissioner Chartier's vote to indicate accepting T.J. Dixon/James Nelson's design
with the change of substituting a junior golfer for the caddy.

OLD BUSINESS
Sculpture Garden Exhibition
Mrs. Beardsley introduced Annette Ridenour from Aesthetics, Inc. who was hired as the
curator for the Sculpture Garden exhibition. Eight concrete pads for sculptures are available.
The first exhibition is scheduled to be a year long. Aesthetics, Inc. has done work for many
corporations and knows many San Diego area artists. Ms. Ridenour curated a temporary
exhibition for the City of Carlsbad in 1989.
Ms. Ridenour stated her vision for the sculpture garden was to use the exhibition as an
educational venue for the City. The intimacy of the garden created greater opportunities for
people rather than placing the art in parks. She further explained that she felt that looking at
art and creating art is healing. The theme for the Sculpture Garden's exhibition is "The Art of
Healing: Wind, Water and Relaxation". She then showed Commissioners the works of the
eight artists that she proposed to have commissioned for the exhibition.
Bruce Johnson, had several works available from which to choose. The Commission was
asked to choose one or more if it so desired. Italo Scanga presented three metal trees. The
Commission was asked to choose one for the exhibition. Other artists were Ellen Phillips,
who is creating a site specific sculpture, Alber De Matteis, who is proposing a water fountain,
and Ross Barrable, who is proposing a wind harp. Jeff Laudenslager is proposing a wind
sculpture and Robert Miley is creating a stone sculpture/fountain.
Commissioner Pynes asked how the "commission" worked.
Ms. Ridenour explained that each artist was being asked to install his/her piece for one year
for $ 1,000 and to collect the piece at the end of the year if not sold.

Commissioner Chartier asked if the artists who presented more that one sculpture had
groupings or could each artwork stand alone.
Commissioner Pynes asked if benches would be placed in the Sculpture Garden.
Mrs. Beardsley responded that she will contact the Parks department for temporary ones until
the Arts Office can arrange to purchase permanent ones, or perhaps use benches as a fund-
raising tool.
On motion by Commissioner Pynes, all eight artists presented were selected to participate in
the first exhibition of the Carlsbad Sculpture Garden.

Chair Wood then asked the Commission to select one artwork from Bruce Johnson.
It was decided to also select a "backup" artwork from Mr. Johnson in case the first piece
selected did not work with the rest of the exhibition.
The Commission was asked to take a vote on "Wind Tool" and the "Traveller".
The Commission voted 3-2 in favor of the "Traveller".
Chair Wood asked the Commission to also vote on one of Italo Scanga's works.
The Commission voted 3-2 on the middle piece.
Status of Temporary Art Exhibition
Mrs. Beardsley informed the Commission that the City had appropriated funds for the
Temporary Art Exhibition. This exhibition has evolved over the years, and now has between
two and three exhibitions per year. The Arts Office has placed artworks around the City.
The exhibition has been well received, but requires a lot of work by staff. There have been
problems with vandalism and finding display areas. There is a demand for two dimensional
work, but there is a lack of appropriate space. The Arts Office is using some of the funds
from the Temporary Art Exhibition for the Sculpture Garden. The Arts Office will also place
temporary art in other areas if opportunities arise.
Arts Commission Workshop
The workshop will take place on November 5, in place of the Commission's November
meeting. The agenda for the workshop will focus on a single item: Getting out the message
about the arts in Carlsbad, and what that message should be.
COMMITTEE REPORTS
Chair's Report
Chair Wood stated the last jazz concert had the biggest attendance ever. Arts Office staff,

Connie, Colleen, Naomi, Cheryl and Sherry along with the Arts Associates work hard on this
successful event during the concert season. He reported the City Council approved the
Caballeros Gates. The Boards and Commission's annual dinner will take place in October.
He announced a Temporary Art Exhibition reception is scheduled for September 24 in the
Library Courtyard. The Commission's October meeting will be held on site of the new
Library for a tour of the gallery. A Commissioner will be appointed to the grants panel
committee at the October meeting.
Manager's Report
Mrs. Beardsley stated that there was a new gallery brochure and thanked Commissioner
Chartier for his assistance. The shows for the gallery have been scheduled. Visiting artist in
residence Yaelisa is scheduled for October 10-13. The Arts Office and North County Lifeline
received a Critical Hours grant for after school arts programming at Valley Jr. High.
Facilities Report
Commissioner Chartier reported that a Facilities Committee was appointed by City Council
approximately 10 years ago. The meetings were put in the background during the economic
crises until recently. The committee met with Assistant City Manager Frank Mannen in
August. Mr. Mannen briefed Committee members on what was happening in the City and
where potential facilities may exist. It was determined by the Committee that it knows what
is needed but City Council needs to be convinced that the public needs what the Committee
is proposing. The Committee's next step is to identify user groups.
Arts Education Report
The first meeting of the School/Community Arts Education Advisory Committee took place
at NAMM recently. The status of the district arts education plan was presented to the school
board in June. No action has been taken as of yet. Ms. Pynes reminded Commissioners to
continue to write letters to the Board or Administration requesting sequential music
education by a credentialed teacher and to attend CUSD Board meetings.
Arts Associates Report
President Barbara Nolder thanked all that helped with the fund-raising during the jazz
concerts. It was a very successful year. The Associates are earmarking funds towards the
"founder's club" level for the gallery. The Associates will be participating in the November
1st Street Faire. The membership form is being revised as they are looking for more active
participation.
