Arts Commission Meeting
\November4, 1999 • 4:00 p.m.
City Council Chambers
The Meeting Was Called To Order at 4:04 p.m.
Present: Commissioners Wood, O'Meara, Pynes, Lignante, Willis,
Commissioner Shaw arrived at 4:54 pm.
Absent: Commissioner Chattier
MINUTES FOR APPROVAL
Commissioner Pynes requested the October 7 Minutes be amended to show that she was
present at the Meeting. The Minutes for the October 7, 1999 Meeting were approved as
amended.

NEW BUSINESS
Appointment of Commissioner to Serve on Public Art Committee for Faraday Building
Chair Wood appointed Commissioner O'Meara to serve on this committee.
Special Initiative for the Grants Program
Arts Manager Connie Beardsley gave a background to the Commission on how the initiative
was established. The Commission discussed various concepts designed to fulfill the goals and
objectives of the initiative. The Commission stated it would like staff to explore the
possibility of funding art projects focusing around the three lagoons in Carlsbad, with the
objective of developing community identity, developing community spirit and using local
artists.
Chair Wood requested Commissioner Pynes give the Arts Education Report at this time as
Ms Pynes had to leave the meeting early.
Arts Education Report
Commissioner Pynes asked Commissioners to contact the Carlsbad Unified School District
Board of Trustees requesting for the continuation of funding for music programs in the
elementary schools for the next school year. Mrs. Beardsley reported that the arts education
grant program with the Encinitas Union School District is in progress. The Steering
Committee has had several meetings and is developing a long range arts education plan at this
time.
Artwork on Blufftop Benches
Mrs. Beardsley reported that two more committee members have been asked to serve and
she will contact an artist. The two new appointees are: Jane Stimmel and Dennis Tico.

Update on Benbow Bullock Sculpture
Mrs. Beardsley stated she spoke to Recreation staff at the suggestion of the Arts
Commission about placing the sculpture at Calavera Hills Park. Two areas near the park's
entrance are possible site locations. However, the City may lease the Las Palmas facility and
the sculpture may not have to be moved. She will update the Commission as information
becomes available.
COMMITTEE REPORTS
Chair's Report
Chair Wood thanked the Commissioners who attended the City's annual Commission
dinner. He reported that the Village Merchants are holding an arts and crafts faire in the
Village on December 4. Commissioners Lignante, Shaw and Chartier will be judging students'
artwork on November 13 created for the faire which will then be displayed in a special booth
during the event.
Manager's Report
Mrs. Beardsley reported that staff changed the design format of the newsletter. She also
announced the Gallery Coordinator Karen McGuire, begins on November 8.
Gallery Report
Commissioner Lignante reported Debbie Owen has been hired to assist with the juried
artists' exhibition. The committee recently saw the slides of the artists selected to take part
in the exhibition. The committee also discussed the upcoming glass exhibition.
Arts Associates Report
President Barbara Nolder reported the Arts Associates earnings from the Library/Gallery
preview party were over $8,500. The board has been discussing expanding membership and
board membership for the upcoming year.
