Arts Commission Meeting
February 3, 2000 • 4:00 p.m.
City Council Chambers
The Meeting was called to order at 4:04 p.m.
Present: Commissioners Wood, O'Meara, Lignante, Chartier, Shaw, Pynes, Willis
MINUTES FOR APPROVAL
The minutes for the Arts Commission meeting of December 2, 1999 were approved as submitted.

NEW BUSINESS
Sunset Serenades
The Commission discussed Commissioner O'Meara's proposal (attached). Connie Beardsley
explained that the City did not encourage entertainers in the area. She further explained that
Housing and Redevelopment Department explored this and that the City took this position in 1995.
Commissioner O'Meara stated he would like staff to explore his proposal further. Discussion also
ensued on the administration of the program. Commissioner Shaw recommended that
Commissioner O'Meara develop this concept further. Commissioner Chartier asked that public
input also be obtained. Commissioner Shaw motioned that the Commission accepts the conceptual
idea of Sunset Serenades and that Commissioner O'Meara expand his proposal and return to the
Commission with the expanded proposal.

OPPOSED: Commissioner O'Meara
Election of Chair
Commissioner Lignante nominated Commissioner Wood to serve as Chair.
AYES: Unanimous
Election of Vice Chair
Commissioner Shaw nominated Commissioner Pynes to serve as Vice Chair
AYES: Unanimous
OLD BUSINESS
Sculpture Garden Benches
Chair Wood announced that artist Kenneth Capps was removing his benches from the Sculpture
Garden. The one year lease has been completed.
Amphitheatre
Commissioner O'Meara gave a brief explanation of his proposal to build an amphitheatre in Carlsbad
and of the meetings he has held with City staff and various members of the community. He stated he
wanted this proposal to go to City Council. Mrs. Beardsley explained to the Commission that how
this recommendation is presented to City Council will be determined by the City Manager's Office.
Possible options include an item in the City's budget process under the Capital Improvement
Program or a presentation in the form of an agenda bill.
Commissioner Pynes motioned that the recommendation to build an amphitheatre go to City
Council as Mrs. Beardsley stated.
AYES: Unanimous
PUBLIC COMMENT
Barbara Nolder encouraged the Commission to go forward with the recommendation to build an
amphitheatre.
COMMITTEE REPORTS
Chair's Report
Chair Wood stated that artist Paul Hobson will continue with the Carrillo Ranch project. Mr.
Hobson will report back to the Committee with his proposal. The Blufftop Benches Committee
meeting has been postponed until February 8. The reception for the Cutting Edges exhibition was
well received and the exhibition is very good. He reminded the Commission that the Sculpture
Garden reception was scheduled for February 6. He also said the San Diego Youth Swing Band
performed at the Ruby G. Schulman Auditorium in January and were very good.
Manager's Report
Mrs. Beardsley reported that Gallery Coordinator Karen McGuire, has booked exhibitions up to the
year 2002. She further stated that there were many elementary classes booked to tour the Cutting
Edges show.
Gallery Report
Commissioner Lignante passed out the minutes from the latest gallery committee meeting.
Arts Associates Report
President Barbara Nolder reported that the Associates are now holding their annual membership
drive and the nominating committee will begin meeting to determine the upcoming slate of officers.
The Meeting adjourned at 5:00 P.M.

Location: Park-like setting at The Point Carlsbad Boulevard and Ocean Street.
Program: Carlsbad High School Student to perform on the musical instrument
of their choice, with their back to the Ocean, facing the benches
and grass area, (the audience) to present for 20 minutes leading up
to and the setting of the sun.
Music
Selection: Appropriate music with consideration of the viewers/listeners in mind.
Classical would be great for me!
Performers To consider the recommendation of teacher or music instructor.
Selection: Also to accept students of high school age that are accepting from
instruction a private source/school.
Permit: To require a permit from the City of Carlsbad for such performance.
This will avoid competition and random exhibitions at this location.
Compensation: Open to discussion.
