Arts Commission
August 3, 2000 • 4:00 p.m.* Carlsbad Council Chambers
The meeting was called to order by Chair Arthur Wood at 4:30 p.m.
Present: Jim O'Meara, Bill Lignante, Felicia Shaw, Jeri Held, Arthur Wood, Susan Pynes.
Absent due to illness: George Willis
The minutes of the July 6, 2000 were approved.
Chair Arthur Wood introduced and welcomed the new arts commissioner, Jeri Held. Jeri has
worked extensively in marketing and public relations for major film studios in Los Angeles. She has
lived in Carlsbad for the past two years.
Acceptance of artwork by Tanell Cannon
Arts Manager Connie Beardsley presented Janell Cannon's artwork, a mural for the new library in the
children's area. The artist is donating the mural to the library. After some discussion regarding the
location of the mural, Commissioner Pynes moved to accept the mural for the Dove Library.
Commissioner Shaw seconded the motion which was accepted unanimously.
Acceptance of artwork by Paul Hobson
The Arts Manager distributed public comments regarding the gate proposal for Carrillo Ranch. One
of the comments mentioned the LC brand and suggested that it be incorporated in the pillars. It was
thought that it was already incorporated but the Arts Manager will relay the information to the artist.
Commissioner Lignante moved to accept the gate design by artist Paul Hobson. All voted in favor
with the exception of Commissioner Shaw who abstained because of conflict of interest.
Proposal by Fillipo Floridia
It was noted that Mr. Floridia had presented his concept at the Arts Commission's June meeting and
discussed at the July meeting. There was no further discussion. Commissioner Lignante moved not
to accept the proposal as presented. Commissioner O'Meara seconded the motion. The motion
passed with all voting in favor but Commissioner Pynes who abstained. The Commission asked the
Arts Manager to write Mr. Floridia a letter indicating the points that were made at the July meeting.
America proposal by Paul Webber
The artwork, America, is being offered by Paul Webber, as a donation to the City. It is 32 feet long
and 41/2 feet tall. Commissioner O'Meara commented that he felt the work was more typography
than art and he was not in favor of displaying it in Carlsbad. Commissioner Pynes questioned what
it had to do with Carlsbad?
Discussion continued regarding location. The Safety Center was proposed. It was noted that the
Public Works building was going in within 2 years time and that location would have to be
researched further. Commissioner Held felt that if there was an appropriate location we would have
thought of it by now. Commissioner Pynes stated she was not sure it belonged here. Commissioner
Lignante thought we should put it out for public comment.
Commissioners mentioned that they would like to see the actual artwork. Arthur Wood will try to
arrange it. Commissioner Pynes moved to table the agenda item until next month. Mr. Lignante
seconded the motion. It passed unanimously.
Committee Reports
Chair Wood mentioned that the jazz concerts continued to be extremely successful and crowded.
The Mundell Lowe concert at the Schulman Auditorium was excellent and was full.
Commissioner Lignante stated that the Landscape Show was going to be excellent, there will be 8
artists and the opening reception is September 9.
Commissioner Pynes stated that Richard Keely, CUSD Arts Coordinator is leaving. The Band has
doubled in size and that Encinitas has just hired a full time arts coordinator.
Arts Associates President Gloria Busman mentions that the receptions are all going well and that the
fundraising at the jazz concerts are also very successful this year.
Commissioner Lignante moved to adjourn. The meeting was adjourned at 5:05 P.M.
