Arts Commission Meeting
September 7, 2000 • 4:00 p.m.
City Council Chambers
Present: Arthur Wood, Jeri Held, Susan Pynes, Jim O'Meara
Absent: Bill Lignante, George Willis, Felicia Shaw
The Meeting was called to order by Chair Arthur Wood at 4:00 P.M.
Minutes for Approval
The August Minutes were approved as submitted.

New Business
Appointments
Legerwood Committee
Commissioner Wood appointed himself to this committee.
2001 Community Arts Grant Panel
Chair Wood announced that Commissioner O'Meara would continue to serve and also
appointed Commissioner Held to this panel.
Grants Panel
Chair Wood appointed a subcommittee to 1) review and develop guidelines pertaining to
art donations to the City and proposals and, 2) establishe a process//guidleines for
receiving new ideas and proposals from the public. Appointed were Commissioners
Pynes, O'Meara and Held.
Old Business
America
Commissioner Held stated that she spoke to people about donating the work to the
Smithsonian. Commissioner Pynes stated the artwork needs to be placed on a site so it
can be seen from far away as well as up close. Consensus by Commissioners present was
to table for further discussion and vote with a full Commission.
There was no public comment.
Committee Reports
Chair's Report
Chair Arthur Wood reported the jazz concert season was successful. He also announced
the Gallery Reception on September 9 at 5:00 p.m.
Manager's Report
The Arts Manager reported the Arts Office received an $85,000 arts education grant from
the Chrislensen Fund to pay for arts education programs associated with gallery exhibits.
The Arts Office also received a $29,000 local arts education grant in partnership with the
Encinitas Union School District. Sixty-seven classes (3rd & 4th grades) have signed up to
tour the "Landscape Not Forgotten" exhibition in the Gallery. A new Gallery brochure is
available which describes the planned exhibition schedule through September 2001. The
"Dame Shirley" performance, provided by a $1,000 California State Humanities grant,
takes place on September 30. Marcos Martinez performs "Holy Dirt" at the September
17 Barrio Festival.
Arts Education
Commissioner Pynes reported that elementary band (5th & 6th grades) is underway.
The number of students participating in high school band and orchestra has doubled.
Instruments are still needed. Most of the visual arts programs in the schools are funded
by PTAs. Music in the elementary schools is funded by the Carlsbad Unified School
District.
Arts Associates
President Busman reported the Associates made $10,922 on the jazz concerts raffle only.
A membership committee has been established and is working on outreach of the
organization.

PROPOSED LEDGERWOOD MEMORIAL
At the July 11, 2000 City Council meeting, several citizens addressed the Council with a
request to memorialize Mr. Charles Ledgerwood. As you are aware, Mr. Ledgerwood
was a long time Carlsbad resident, local merchant, former mayor, and friend to many.
With respect to this item, Ms. Shelly Grossman presented a specific request to rename
the sculpture park in his honor and to install a tile panel archway, raised planters and
bench, landscaping and a sculpture in the likeness of the former mayor.
After discussion, the Council members recommended to refer this item to the Parks and
Recreation Commission, Historic Preservation Commission and Arts Commission, for
their review and recommendation back to the City Council.
I have volunteered to take the lead on this issue from a staff liaison position and I am
recommending a subcommittee be formed with one (1) representative from each
commission. The subcommittee can review the Council videotape regarding this
Agenda item and develop a recommendation for consideration by each respective
Board prior to rendering its recommendation back to Council.
Therefore, I am requesting that you please submit the name of a Commissioner from
the Boards that you staff so that a subcommittee can initiate review of this issue.
