Arts Commission
November 5. 2001 • Arts Office Conference Room, 2955 Elmwood
The Meeting was called to order at 4:30 p.m.
Present: Commissioners Jen Meld, Felicia Shaw, George Willis, Gary Hill, Susan Pynes and Bill
Lignante.
Absent: Commissioner Rulledge.
Approval of Minutes.
On motion by Commissioner Hill the Minutes of October 4, 2001 were unanimously approved.
Old Business
Sculpture Garden Exhibitions
Arts Manager Connie Beardsley explained to Commissioners the issues regarding establishing a policy
along with mission and goals for the Sculpture Garden. Discussion ensued among the Commission on how
to approve artwork for each exhibit. Mrs. Beardsley stated she felt the Commission should first establish
the goals for the Garden. Commissioner Shaw stated the Commission should go forward with this
discussion understanding its role is advisory. Commissioners polled among themselves their goals for the
Garden:
Commissioner Held, Community enjoyment, Education, Opportunities for emerging artists
Commissioner Hill, Community enjoyment, Education
Commissioner Shaw, Education
Commissioner Willis, Contemporary, Material expressions
Commissioner Lignante, Community enjoyment, Education
Commissioner Shaw expressed she would like to see the Arts Office outline more specific information on
the Sculpture Garden exhibitions. Mrs. Beardsley informed the Commission that curator Anna O'Cain is
still willing to continue curating the exhibit brought before the Commission at its October meeting. After
discussion, several Commissioners stated they would like to see curators of the Sculpture Garden be
required to have better artists' renderings and a paragraph description by the artist describing his/her
artwork when this item comes before them.
On motion by Commissioner Shaw the Arts Office staff is responsible for contracting the Curator and the
Commission's role is to approve the theme and proposed artists.
Motion failed due to a lack of a second.
Commissioner Held requested a group vote: All in favor of approving a Curator based on the
recommendation of the Arts Office.

Noes: Unanimous
Chair Pyncs stated she fell (he Arts Commission should make the decision to accept or not accept the
current proposed exhibition by Curator Anna O'Cain.
Commissioner Hill motioned the Arts Commission accept the works submitted to the Commission by Anna
O'Cain.
Ayes: Commissioners Hill, Lignante
Noes: Commissioners Shaw, Held, Willis
Commissioner Held motioned the Ails Commission explore the possibility of an alternative show as
suggested by the Arts Office staff.
Ayes: Commissioners Held, Shaw, Willis
Noes: Commissioners Hill, Lignante
Commissioner Hill motioned to give the Arts Office staff the responsibility for selecting the curator and the
exhibition.
Ayes: Commissioner Hill
Noes: Commissioners Held, Willis, Lignante, Shaw
Commissioner Hill motioned to table the process on the Sculpture Garden until the December meeting for
additional discussion.
Ayes: Unanimous

New Business
Connie Beardsley announced that Tonya Rodzach has been hired as the Community Arts Coordinator for
Arts Education.
Appointment of Commissioner to 2002 Arts Grant Panel
Chair Pynes appointed Commissioner Scott Rutledge to serve as the second Arts Commission
representative on this panel.
No Public Comment was given.

Arts Associates Report
President Daphne Oilman announced the Arts Associates will be holding a holiday membership drive.
The meeting adjourned at 5:44.

Attachment to Carlsbad Arts Commission Policy Discussion on the Sculpture Garden
The Sculpture Garden is a space for temporary exhibitions, one (1) year in length. It is an
approved budget item and because it is temporary, Arts Commission and City Council is
not required.
It is important for the Arts Commission to recommend policies for the Sculpture Garden.
