Arts Commission
February 7, 2002 • 4:00 p.m. • Carlsbad Council Chambers
Chair Pynes called the meeting to order at 4:00 p.m.
Present: Commissioners Hill, Pynes, Held, Willis
Absent: Commissioners Lignante, Shaw, Ruttledge
Approval of Minutes:
Chair Pynes made a correction to her report to include: "the State of the Arts report will be
presented to CUSD on February 27, 2002."
On motion by Commissioner Hill, the Minutes of January 3, 2002 as amended were
unanimously approved.
Old Business
Zone 19 Update
This item was tabled until the March 7 meeting.
America Artwork
Commissioner Held reported to the Commission that the ad hoc committee met on January
15 to discuss and review sites, including those sites previously discussed with the artist that
included, in front of City Hall, die Cole Library, and Maxton Brown Park. The committee's
unanimous decision was to recommend placing the artwork at the Cole Library. Chair
Pynes asked Library Director Cliff Lange if the Library Board of Trustees and Friends of the
Library were notified of this recommendation and what the opinion was of each group. Mr.
Lange replied that the Board Chair did have concerns and several members of the Library
Board had not seen the artwork and didn't have an opinion. The Board does not meet until
February 20 to discuss this issue. The Friends of the Library expressed concern regarding
how the placement of the sculpture could affect its annual book sale.
Interim Arts Manager Karen McGuire reported the ad hoc committee also discussed and
recommended how high the artwork should be installed from the ground. Chair Pynes
stated she thought Arts Office staff always handled this process. Commissioner Willis
expressed concern over including this stipulation in the recommendation.
Commissioner Held moved the Arts Commission recommends the sculpture America be
accepted by the City for a period of one year and installed at the Cole Library as
recommended by the ad hoc committee, and the aspects of the installation be worked out
after the City Council accepts the artwork. Seconded by Commissioner Willis.

Public Works Center Artwork
Karen McGuire reported to the Commission that the artwork proposals of Gary Martin and
Christopher Lee were placed for public view and comment at both Carlsbad Libraries. There
were 117 comments received. Regarding Christopher Lee's proposal, 67% of the responses
were positive.
Gary Martin received 53% positive comments.
Commissioner Hill moved the Arts Commission recommends the City Council approve the
proposed artwork for the Public Works Center as designed by artists Christopher Lee and
Gary Martin. Seconded by Commissioner Willis.

2002 New Initiatives Grant Theme
Community Arts Coordinator Colleen Finnegan gave the Commission a brief overview of
the initiatives grant process and timeline. She also reported on the project of last year's
grantee, the Batiquitos Lagoon Foundation, stating the art and film festival was successful
and sold $10,000 of artwork. Ms. Finnegan reviewed the three suggested themes with the
Commission, encouraging them to also suggest a theme if so inclined. Commissioner Held
suggested the Commission consider a "grow it" theme that would focus on the agricultural
sector of the City.
Commissioner Hill stated this was the 50th anniversary of the City and he felt the "Tell It
Here" theme featuring storytelling about the history of Carlsbad seemed appropriate.
On motion by Commissioner Hill, the Arts Commission unanimously approved the "Tell It
Here" theme for the 2002 New Initiatives Grant.

No public comment was given.
Committee Reports
Chair's Report
Chair Pynes reported that a new survey distributed by the California Arts Council showed '
that the arts are very important to California residents. She further stated that the survey
showed that 86% of the survey participants are willing to pay between $1 and $5 a year in
California taxes, if the money is earmarked for the arts. Copies of the survey are available at
the Arts Office. Mrs. Pynes also reported on the monument sign on Carlsbad Village Drive.
The City is working with the company that made the sign and it should be repaired soon.
Mrs. Pynes stated she attended the January Arts Associates meeting.
The School/Community Arts Education Advisory Committee met on February 6 and
received a presentation on what is happening with art in every school. This presentation will
be made to CUSD at its Board meeting on February 27, 2002. This is the 3rd year the music
program has been funded by the District as part of its sequential curriculum. She reported
that visual arts and theatre in the elementary schools is still lacking. Mrs. Pynes also
announces that the Taste of Carlsbad fund-raiser by Kids are Worth A Million will be
happening soon. This year it also includes an art component.
Manager's Report
Interim Arts Manager Karen McGuire reported the Sculpture Garden artwork was installed
today. The reception is scheduled for February 24 from 2:00-4:00 p.m. The title of the
exhibition is, "Moonlight Sonata - A Tribute to Italo Scanga." Fund-raising for the TGIF
Jazz brochure has begun. The opera program sponsored by the Arts Office is going well.
Three more performances are remaining. The Audubon exhibit closes on Feburary 24.
Attendance at the Gallery has doubled. Buena Vista Lagoon Audubon President Andy
Mauro presented two lectures. As part of the education curriculum of this exhibit, Family
Days, Open Studios is scheduled in the Gallery Courtyard on February 16 from 11:00-2:00
p.m.
Coastal Rail Trail Report
Commissioner Hill reported the committee met on January 16 and selected six voting
members - a representative each from Oceanside, Carlsbad, Encinitas, Solana Beach,
Dokken Engineering and Sheri Howard, Carlsbad's project engineer. The City of Carlsbad
is the lead agency for this project. The committee's goal is to have an artist on board by
March 1. Funds for artwork are between $iQ6-$200,000. A Request for Qualifications was
mailed out to several artists and an ad was placed in various Southern California newspapers.
The committee will meet on February 1 1 to review the responses and select the semi-
finalists.
ArtS plash Report
Colleen Finnegan reported on the community event scheduled for September 28-29, 2002.
Funding has been awarded for the project through the City's Community Grants program.
The committee is getting ready to solicit sponsorship. Sponsorship packets have been
developed. G.I.A. is involved in this event and members of the committee recently toured
this space to see how it could be used for a special fund-raiser. KIFM the jazz radio station is
also interested in becoming a sponsor and although it cannot provide funding, it may assist
by providing headline entertainment for the fund-raiser or for September 28.
Arts Associates Report
President Daphne Gilman announced that the next board meeting will take place on
Monday, February 1 1 at the Gallery. The Arts Associates are hosting the reception for the
next Gallery exhibit on March 9, 2002.
The meeting adjourned at 5:10.
NEW INITIATIVES 2002
The Cultural Arts Office has $5,000 to grant to an organization in Carlsbad for another
New Initiatives Project in 2002. Envisioned by the Carlsbad Arts Commission, the New
Initiatives Grant Program is a way to encourage Carlsbad organizations to create
community events, objects or activities which express Carlsbad's unique character.In
2000 and 2001, the grant was awarded to the Batiquitos Lagoon Foundation to support
the development of the Lagoon Film & Family Festival. This project was one of five
proposals received in response to the New Initiatives theme, Celebrating Carlsbad's
Lagoons. For the next New Initiatives grant, a new theme needs to be selected.
Suggested Themes:
Cultural Career Opportunities in Carlsbad - how can citizens, particularly young people,
be made aware of existing arts-based employment opportunities? How can companies
reach people with cultural interests or arts backgrounds?
New Faces, New Places - local talent abounds, yet these talents often go unseen.
Potential places for cultural events and activities exist which are still undiscovered. What
projects might create something special for the people of Carlsbad by discovering and
utilizing these resources?
Tell It Here - Many stories from the history of Carlsbad are documented but rarely heard
by its citizens. What projects could bring to life moments from Carlsbad's past, to be
shared with new listeners?
