Arts Commission
July 11, 2002 • 4:30 p.m. • Arts Office
Vice Chair Held called the meeting to order at 4:33 p.m.
Present: Commissioners Hill, Lignante, Held, Shaw, Willis
Chair Pynes arrived at 4:36 p.m.
Commissioner Rutledge arrived 5:00 p.m.
Approval of Minutes:
On motion by Commissioner Hill, the Minutes of May 15, 2002 were unanimously
approved.
Ne\v Business
Discussion and Planning of Commission Workshop
The Arts Commission discussed what items it would like to possibly undertake during the
retreat/workshop. Topics discussed included: The Acquisitions Policy, Commission
Procedures, Ordinance 1279 as well as the Commission's role. Chair Pynes handed out a
listing of issues (attached) for Commissioners to review and decide on as topics for die
retreat.
The Commission chose Friday, October 11, 2002 as die date for its workshop. It was
decided to hold an all day workshop off-site. Commissioner Hill offered for use, a conference
room in GIA . Commissioner Shaw offered to look into obtaining a facilitator and get back
to staff with some suggestions.

Committee Reports
Chair's Report
Chair Pynes announced the reception for "On Your Own Time" was very good. She gave
kudos to Karen McGuire for hanging twice the amount of artwork in the gallery.
Commissioners Lignante, Shaw and Willis judged this exhibit. Chair Pynes attended a
meeting on a proposed project with Carlsbad Company Stores scheduled to take place
around Easter. The proposed project is an opportunity for artists to work with kids in
making large-scale eggs and placing the eggs on poles to be displayed around die Company
Stores. There is some funding for this project. Chair Pynes welcomed new Arts Manager
Peter Gordon.
Manager's Report
Colleen Finnegan reported that following the employee exhibit, artist Johnny Coleman's
work will be on display in the Gallery. The artist will be giving a lecture and working with
kids during a Family Open Studio. Jazz is going well. The San Diego Symphony is scheduled
to perform Pops on September 1 at Poinsettia Park as part of the City's 50th anniversary
celebration. ArtSplash is moving along. Creative Arts Camps are doing very well this year.
The Sister City Committee will be hosting three students from Karlovy Vary in August. The
City was recently awarded a $3,000 grant to conduct chalk art workshops for kids relating to
the ArtSplash festival.
Pine School Artwork
Commissioner Shaw reported that the Public Art Selection Committee held two meetings.
During the first meeting the Committee reviewed artists' applications. San Diego artist Kim
Emerson was selected at the second meeting. She will be working with the architects and
attend the public workshops. Her amount of the contract for artwork is $60,000. Once a
design concept has been formulated, it will come before the Commission for approval.
Alga Norte Park
Commissioner Held stated she was aware that one workshop was held but she was not
notified to attend.
Arts Associates
President Daphne Gilman reported the Associates donated $15,000 to the Arts Office. They
are also working selling raffle tickets and t-shirts at the jazz concerts. Three museum/gallery
field trips have been planned for Arts Associates members. The Board has three new
members. The Associates recently voted to fund an upcoming gallery arts education
program. Art a la Carte is being removed from the Gallery. Shelving will be installed in its
place and arts staff will be handling the retail of products.
Arts Education
Chair Pynes distributed an issue statement regarding arts education (attached) and provided
the Commission with an overview.
The meeting adjourned at 5:45 pm.
Report to Arts Commission on New Initiatives 2002
The award recipient for 2002, Barrio de Carlsbad, has been notified by letter of the grant
award. Commission comments on the proposal were included, highlighting the aspects
valued and the concerns expressed. The letter set forth the Commission's suggestions for
assuring the successful completion of the project and expanded distribution of the video
produced. Also noted was the increased amount of funding awarded to assist in this
endeavor. Names and phone numbers of the three video producers recommended to serve
as mentor were provided.
The Community Arts Coordinator met with applicant Ofie Escobedo and one of the
recommended professional producers, Valarie Brown and the project was discussed. Ofie
was asked to get video samples from Ruben Avilla.
The Barrio del Carlsbad Association has been asked to provide information for the Letter
of Agreement which is the instrument of execution for processing the grant funds.
Included in that information will be the timeline for the project.
Other applicants have been contacted by telephone and informed that their proposals were
not selected for funding in 2002. Review comments were provided.
