Carlsbad Arts Commission
February 5, 2004
Present: Commissioners Shaw, Hill, Francis, Lignante, Pynes
Commissioner Rutledge arrived at 9:10 am.
Chair Hill called the Meeting to Order at 9:00 am.
Minutes For Approval
On motion by Commissioner Lignante, the Minutes of December 2003 were approved.
New Business
Report on the Multi-Cultural Festival
Peter Gordon gave the Commission a brief history of the Multi-Cultural Festival, which is celebrating its
10tn year. The Arts Office became involved in the event, working with the Children's Library Division in
1996. This year the program is expanded with funding provided from the Friends of the Carlsbad
Library, Sister City Committee and Carlsbad Arts Associates. The mission of the program is to
encourage families to appreciate the rich diversity of the human experience and to learn from cultures
different from their own. The Festival takes place at several locations on March 10-13, 2004. Visiting
artist-in-resident Todd Green kicks off the Festival with a free concert on March 10 in the Schulman
Auditorium.
Report of Arts Office Management Goals
Peter Gordon reported on management staffs goals, which he stated are designed to enhance or
parallel the City's goals. He described his goals regarding the City's Collection Management Plan and
Exhibition Selection Process. The Commission wanted to know if the Sculpture Garden and the Niki de
St. Phalle lions came under the Exhibition Selection Process goal. Mr. Gordon replied that the final goal
documents have not been completed, but it was previously agreed that the Sculpture Garden was part
of the temporary exhibition program under the purview of the Cannon Art Gallery. Other areas to be
included in the goal are the exhibitions at the Cole Library, Dove Library and possibly the Senior
Center.
Mr. Gordon also described briefly the Volunteer Program Goal that is assigned to Tonya Rodzach and
Karen McGuire.
Commission Reports
Chair's Report
Chair Hill reported the City has released the latest Citizen's Survey. The City is looking for citizen
representatives to help with the next phase. He further stated that one area that was of particular
interest to him was that the arts did not receive as high of a rating as other service areas. He
suggested he would like the Commission to look at what citizens would like from the arts to improve
its grade. He said changes could be made in the form of asking new questions on the survey. He
requested staff place this item on the March agenda.
Manager's Report
Peter Gordon reported the proposed workshop agenda has been set. It has been decided to wait to
hold the workshop until new commissioners are appointed. The "Tamarind: 40 Years" exhibit opens in
the Gallery on February 7. Our sister city Futtsu, will be sending a student homestay contingent in late
March. The opera lecture series has been very successful with filled to capacity audiences. The next
lecture takes place on February 14, on "The Pearl Fishers." The opera caravan, a new addition to the
lecture program, is also well received. Budget preparations for the 2004-05 fiscal year are underway.
TGIF jazz fund-raising has also begun. Family Open Studio is schedule for February 28.
Arts Education
Commissioner Francis reported the next meeting is scheduled to take place February 11 at 3:30. Dr.
Nicholas Reveles of the San Diego Opera is the guest speaker.
Gallery Report
Commissioner Lignante had no report.
Commissioner Shaw announced the annual San Diego State of the Arts event was being held on
February 19th. (Flyer was presented to all commissioners.)
It has been reported that the North Coast Repertory Theatre is relocating to the City of Encinitas.
The meeting adjourned at 9:46 am.

A general guide for writing a collections management plan and a specific collections management
plan, including details for the acquisition, maintenance, record-keeping, and deaccessioning of
artworks and artifacts, for Carrillo Ranch
A well-organized and well-managed Arts Office volunteer program

options for organizational administration)
Individual, project-oriented goals
A curriculum guide for the "En Calavera" exhibition, scheduled for Fall 2004 in the Cannon Art

Coordination of communication, public information, and marketing efforts among City departments
to both internal and external customers
